At the Fifth Plenary Session of the Seventeenth Central Committee held in October, "the income of urban and rural residents generally increases rapidly" was set as one of the main development goals in the next five years. To create a "happy China" and return wealth to the people, it is necessary to truly change from the material standard to the people standard, and the wealth of the people is the source of national strength and a topic that needs our continuous attention-

There is almost no disagreement about what problems exist in China today. What should be done has also been put forward: for example, expanding domestic demand, adjusting structure, rational distribution, paying attention to people's livelihood, social security and sustainable development, which have been recognized by the authorities and written into reports and documents, but most of them have not been effectively implemented. A few years ago, we discussed the transformation of government functions from leading economy to public services. At that time, I said, "Is a service-oriented government good or not? Right? Yes! Development first is China's national policy, leading the economy is the responsibility of the government, and GDP is the assessment target. How can officials become service-oriented by this promotion?

"scientific development" can't resist the development goal of "development first" and "Eleventh Five-Year Plan", and the required scientific development goal will basically fail. The Eleventh Five-Year Plan requires that all people enjoy the fruits of reform and development. "People-oriented" is a people-oriented value, not to abandon things, but to conform to the concept of people-oriented development mode and distribution of results of things. People-oriented is scientific development. Here, "development first" and "people-oriented" are compared, allowing governments at all levels to choose. GDP assessment is hard and "people-oriented" is empty. The result is that the goal of development is realized and the goal of scientific development is frustrated.
