It means: despicable people can hardly bring disaster to the country if they don't have any extraordinary talents. But if the villain is talented but willing to accept the command of the gentleman and serve the country, it is not good for the country, so the gentleman should not generalize.
You can't judge a book by its cover.
I believe everyone is familiar with this sentence, which means: you can't judge a person just by his appearance, just as seawater can't be measured by a bucket, and you can't underestimate his future by his appearance.
6. mortals are expensive, but they can be cheap.
It means: ordinary people are precious and important, but let them be humble (or let ordinary people feel humble themselves).
This is to manage the people by means. This sentence was said by Ma Yuan to Song Liang and Dou Gu. This sentence cannot be understood alone. Ma Yuan later said to Song Liang and Dou Gu: But you can't live humbly any longer. I want you to stay high. Think more about what I said.

7. Better lead knife than bamboo leaves. Connected roots, sharp weapons, no. The person who knows the times is called Jie Jun.
I'd rather be a blunt knife than an ugly plaything. Only when you encounter intertwined situations can you distinguish the advantages and disadvantages of tools. People who can distinguish current events are outstanding talents.
