This sentence was said by Sir Darlington in the third act of Lady Windermere's Fan written by British Irish playwright and poet Oscar Wilde (1854- 1900), which means: "We are all in slums, but some of us are looking up at the stars."

Darlington originally meant "we are all in the gutter", and the "star" in the latter sentence refers to the woman he loves.
