This is a sentence from "Couplets" written by Liang Zhangju in the Qing Dynasty of my country. There are mountains and pictures, but there are no articles without water. The "article" here describes the beauty of the water, saying that it has intricate patterns and colors. The meaning of this sentence is: Any place with mountains and rivers is as beautiful as pictures and articles.

The second meaning means that if there are no mountains, there will be no painting, and it generally refers to the beauty of mountains. If there is no water, the article cannot be written.
