Second, the governments of consumer countries of Tibetan antelope cashmere products should strengthen cooperation among wildlife protection departments, judicial departments and customs, and take coordinated steps to strengthen law enforcement activities related to the prohibition of illegal trade in Tibetan antelope cashmere. At an appropriate time, we should consider launching a global crackdown to ban the black market of Tibetan antelope cashmere and completely eliminate black coins. For the confiscated cashmere products of Tibetan antelope, it is suggested to return them to the country of origin as far as possible in accordance with the relevant regulations of CIJES. In addition, extensive and in-depth publicity and education activities should be carried out through various media to explain the legal responsibility of using Tibetan antelope cashmere products and the serious threat to wild populations, and call on people to actively protect Tibetan antelope and refuse to sell or use Tibetan antelope cashmere products.
3. The government of the processing country of Tibetan antelope cashmere products shall take measures to prohibit any form of Tibetan antelope cashmere processing activities and prevent such activities from going underground.
Fourth, strengthen cooperation and exchanges between bison animal protection departments (including CITES management agencies), judicial departments, customs and Interpol in Tibetan antelope distribution countries, processing countries and consumption countries, strengthen border and customs management, enable countries to crack down on poaching, smuggling, processing and selling Tibetan antelope cashmere products more quickly and effectively, and block the international circulation channels of stealing pigs, Tibetan antelopes and smuggling, processing and selling Tibetan antelope cashmere products. We should also consider establishing an interdisciplinary law enforcement cooperation network to exchange and feedback information in a timely manner.
Five, the relevant international protection organizations should give full play to their influence in carrying out publicity and education on nature protection, and actively call on the governments of relevant countries to cooperate with them in the field of publicity and protection of Tibetan antelopes.
6. It is suggested that international aid agencies and conservation organizations give support and financial assistance to China's leisure efforts to protect wild Tibetan antelope from poaching and smuggling activities, and support some small-scale projects in relevant countries and regions, so as to advise and help people who make a living by processing Tibetan antelopes to switch to other industries that do not harm wild animal populations.
