The full name of the war and neglect bureau is the strategic deception bureau, which is a network "organization" (or group, because the network "organization" has no unified leader and is formed spontaneously) composed of some military-loving netizens who are active in major military forums, post bars and discussion groups.

Members of the Bureau of War and Neglect often appear when discussing the new powerful equipment made in China, deliberately questioning and belittling the practical significance and strength of the equipment, although usually members think/hope that the equipment is practical and powerful.

The purpose of doing so, in my opinion, has the following two points:

(1) I hope to gain more time for the development of China by reducing the attention of foreign netizens and even hostile forces.

(2) satirize the "leading party" in the early years.

The bureau is mainly responsible for "explaining" and "clarifying" various news and rumors, and "revealing" news in various ways. The purpose is to disturb the line of sight of all parties, cover our strategic attempts, or guide public opinion at home and abroad.

After all, it is a mysterious force from the east wind. Non-governmental organizations such as war situation and sudden situation should be an ideology without strict institutions, managers, articles of association, rules (except self-discipline) and fixed members. Therefore, it is subjective to say that the war has been ignored, because some people admit that they are insiders (even if they are just joking). Objectively speaking, there is no strategic deception in China.
