It is planned to recruit local high school graduates from the new semester of 1980 to train junior commanding officers with college education. During the investigation, Jin Rubai did not need special care, but insisted on eating in the school cafeteria every day. Lin Lehua, the accompanying security guard, considered that Jin Rubai was weak, and asked the chef to add two poached eggs to him in the morning and serve them with dinner. Jin Rubai asked, "Does everyone have eggs to eat?" Lin Lehua replied: "We pay for it ourselves." Jin Rubai said: "It is not good to spend money on your own, and the influence is not good." Lin Lehua had to return the eggs to the kitchen. At the end of the week-long investigation, Jin Rubai told Lin Lehua to remember to pay the board fee. He didn't leave school until he saw Lin Lehua's payment receipt.
When Jin Rubai returned to Beijing, he felt a little tired and often at a loss. Since I took office for more than two years, my work has been full and I have never taken a complete vacation. The doctor advised him to take a break from work, but what he was thinking about was the third ground artillery school being built. After a few days' rest, I set off south and arrived in Changsha, the resident of the artillery school, for inspection in late June. The third ground artillery school has just been established for more than two years, and the service facilities in the camp have not yet been built, and the reception conditions are relatively poor. The school arranged for the chief to stay in a local hotel near the school on the grounds that he was old and weak. Jin Rubai learned that staying in a hotel for one day needs to pay for 24 yuan's accommodation, and he strongly disagreed. He said: "I went to my unit to check the work. Why should I live somewhere else? " Later, Jin Rubai lived in an ordinary room in the school dormitory and insisted on eating with everyone in the school cafeteria every day. During his stay at school, he listened to the report on the construction of the school in detail, inspected the main professional teaching facilities such as tactics, shooting and communication, and organized some teachers and students to have a discussion.
Jin Rubai, who was weak, worked hard all the year round and finally suffered from sinking. In June+February, 5438, he was admitted to the PLA General Hospital. His wife, Zheng Zhiwen, saw that he was vomiting and had difficulty eating, so he told his children to take turns to bring him meals. Jin Rubai know, stop at once. He said: "I can have meals in the hospital, and delivering meals is a waste of national gasoline." Due to his weak health, he was devastated in the Cultural Revolution. After this illness, his health went from bad to worse. He was often ill in bed and could no longer work normally.
1 982 August 16, with the approval of the central government, the central military commission issued an order to change the artillery of the military commission into the artillery department of the general staff from September1day. Jin Rubai, as the last political commissar of the artillery of the Central Military Commission, then retired from the leadership position.

At the end of this year, Jin Rubai suddenly suffered from subacute hepatitis. After the diagnosis, Jin Rubai immediately urged his family and the hospital to transfer himself to the infectious disease hospital as soon as possible. He said: "The general hospital is inhabited by senior cadres. I have an infectious disease and can't infect them. "
After being transferred to the Third and Second Hospitals of the People's Liberation Army, he repeatedly told his family and hospitals: "Don't tell others that I live here. From now on, I refuse to visit and receive visitors. " Later, due to the deterioration of his illness, Zhang zhen, deputy chief of staff, Qin Jiwei, commander of the Beijing Military Region, Chen Heqiao, former political commissar of the Second Artillery Corps, and Xue Ming, He Long's wife visited the hospital successively. The first thing he said when he met was, "What did you come to see me for? Don't infect you. " In order to facilitate family visits, the hospital added a ward. Jin Rubai was deeply disturbed by this, saying that it destroyed the hospital system and insisted on letting employees return. When he was still ill, he left his wife a will: "I will keep the funeral simple after my death and let the hospital do medical anatomy."
1984 On March 27th, Jin Rubai died in Beijing at the age of 75.
