(1) All democratic parties should actively create conditions and expand the platform for participating in and discussing state affairs.

The image of the party is mainly the embodiment of the collective voice of the party. For example, some parties put forward that "although the party is small, its voice cannot be small", mainly from the perspective of the party name. However, the voice of a political party must effectively absorb and reflect the collective wisdom of its members. Otherwise, the voice of a political party will be water without a source, and it will lose its representativeness, significance and value. Among them, the opinions and suggestions of political party "politicians" are more worthy of participation because they are directly engaged in government work. Therefore, before putting forward the Party's suggestions and speeches, party member had better strengthen communication with government comrades.

(2) Democratic parties should take talents as the core and strive to cultivate the contingent of participating in and discussing state affairs.

Talent resource is the most fundamental resource and the most active and crucial factor for the development of various undertakings. In terms of talent selection, the democratic parties have made clear the scientific standards for talents participating in and discussing politics. Through fair, fair and open talent selection systems and procedures, people with strong ability to participate in and discuss politics are selected to join the democratic parties, and through internal and external alliances, some talents in economy, law, society, humanities and management are purposefully developed to enrich the ranks of talents participating in and discussing politics.

(3) Democratic parties should give full play to the overall advantages of the organization, keep pace with the times and make suggestions. Only by seriously studying and deeply thinking about the new characteristics and laws of participating in and discussing state affairs, actively expanding new channels, integrating resources in all aspects, properly handling the relationship between politics and economy, quantity and quality, characteristics and hotspots, centralization and decentralization, self-reliance and borrowing power, and paying attention to the organic combination of "making suggestions" and "making contributions" in performing their functions, can the democratic parties further improve their ability to participate in and discuss state affairs.

(4) The United Front Work Department should guide and support the democratic parties to actively perform their functions around the central work of the Party committee and government. Development is the top priority of China's * * * production party in governing and rejuvenating the country. The main way for democratic parties to serve the overall situation of development is to perform the duties of political consultation, democratic supervision and participation in state affairs around the central work of party committees and governments. First, constantly improve and perfect the system of multi-party cooperation and political consultation, formulate and improve a series of supporting documents and implementation methods, and make more detailed provisions on procedures such as formulating political consultation plans, organizing and convening meetings, and feeding back opinions and suggestions put forward by non-party people. The second is to further smooth the channels for participating in and discussing state affairs. (5) Firmly establish the people-oriented concept and effectively create conditions for democratic parties and personages without party affiliation to play their roles. First, strengthen ties with people from democratic parties. United front departments at all levels, as the functional departments of Party committees, should strengthen ties with democratic parties at the same level, actively communicate, strengthen exchanges, enhance understanding, and expand democratic parties' right to know and participate. Party committees and governments should communicate and negotiate with them in time when formulating relevant policies, listen carefully to opinions and suggestions, and safeguard their legitimate rights and interests. The second is to strengthen the arrangement of outstanding cadres of democratic parties. Recommend non-party reserve cadres to work in relevant government departments at all levels, arrange for non-party cadres who are not mature in government work to work in the National People's Congress and the Chinese People's Political Consultative Conference first, or send them to take temporary training or serve as specialized personnel. Third, actively create conditions for democratic parties in terms of manpower, material resources and financial resources, actively study and solve problems in staffing, office conditions and funds of democratic party organs, and effectively guarantee the necessary working environment and living conditions for members of democratic parties.

(6) Make overall plans, develop harmoniously, and correctly handle several major relations in multi-party cooperation. First, correctly understand and handle the relationship between upholding the party's leadership and respecting the democratic parties. Second, correctly understand and deal with the relationship between adhering to the principle of party management of cadres and fully developing democracy. We must adhere to the principle that the Party governs cadres, but at the same time, we must fully develop democracy. Third, correctly understand and handle the relationship between strengthening guidance, actively assisting and supporting the democratic parties to carry out their work consciously, independently and independently. It is necessary to actively provide a communication platform for all democratic parties and party committees and governments, strengthen exchanges and communication with democratic parties, and help and support democratic parties to carry out their work independently through prior exchanges. Fourth, correctly understand and handle the relationship between reserve cadres of the leading bodies of democratic parties and their use. We should make great efforts to do a good job in the rational allocation of human resources of democratic parties, select suitable candidates through careful work, take effective measures to strengthen the training of reserve cadres, and truly achieve the combination of reserve.
