Can central enterprises make Anhui rise?
Yesterday, I saw a street sign on a road near Hefei International Convention and Exhibition Center, which read "Docking Central Enterprises, Anhui Rising". Later, it was learned that Anhui Province held a centralized groundbreaking ceremony for 27 cooperation projects with central enterprises, with an investment scale of 70 billion yuan. Among them, there are four projects: Binhu Bamboo Garden, Affordable Housing in Binhu New District of Hefei City, Wanbao (Hefei) International Logistics Park in Changfeng County, Hefei Logistics Park of China Merchants Group in Economic Development Zone and Hefei Automobile Complex of China Changan Group in High-tech Zone. Somehow, my heart is a little hairy. As a native of Anhui, I definitely hope that Anhui can rise as soon as possible, but can it really rise out of the Yangtze River Delta by docking with central enterprises?

There was a time when state-owned enterprises were in trouble, and it is not an exaggeration to describe them as struggling. Take Anhui as an example. A large number of state-owned enterprises such as Anhui Textile Factory, Anhui Iron and Steel Factory, Anhui Blanket Factory and Huangshan Electric Appliance have closed down one after another, leaving many problems, some of which have not been cleaned up. When you walk around the steel plant, you can feel that the spring breeze of reform has not yet blown away. I don't know when it started. Most enterprises with Chinese characters turned around and suddenly became nouveau riche. Besides government departments and institutions, many job seekers wanted to work most. It is said that the four major state-owned banks made a net profit of 600 billion last year. In the spring tide of market economy, become a trend leader. To put it bluntly, it mainly depends on policy support and resource monopoly. The two major oil companies, China Mobile and coal-fired power companies, are growing rapidly, and they all earn a lot of money. In the highly competitive real estate, state-owned enterprises and state-owned enterprises are not to be outdone. For a time, they won the "land kings" of many cities with heavy money, which attracted a lot of people's attention, so that the government departments have explicitly asked state-owned enterprises and state-owned enterprises to withdraw from real estate. Ironically, these well-funded enterprises have not brought substantial benefits to ordinary investors in the stock market, but are frightening. Any monopoly will lead to corruption. The National Audit Office recently issued Announcement No.9 to No.25 of 20 12, covering the audit results of financial revenue and expenditure of 20 10 of five central enterprises, such as China Electronics Technology Corporation, China Petroleum and China Petrochemical, as well as the audit results of assets and liabilities of Industrial and Commercial Bank of China and CITIC Group. Among them, ICBC, CITIC and China Merchants Bank lent nearly 654.38+0.89 billion yuan in violation of regulations, and China Petroleum and China Petrochemical understated their profits by more than 2.8 billion yuan. This is just the tip of the iceberg, nine Niu Yi hairs. We are familiar with the basic characteristics of modern enterprise system, which can be summarized as "clear property rights, clear rights and responsibilities, separation of government from enterprise, and scientific management". In particular, today's "separation of government from enterprise" has not been separated, but has become closer and closer, and even is the main factor for the prosperity of enterprises with Chinese character background.

After more than 30 years of reform and opening up, Anhui has developed rapidly, but both economic aggregate and per capita GDP are far behind by neighboring Zhejiang and Jiangsu, and the gap is getting bigger and bigger. Although the land belongs to the central region, we can comfort ourselves, but after all, it is one of the six provinces and one city in East China, and there are many political strongmen, so it is really difficult to explain why it is not going economically. There are many reasons for the rapid development of Jiangsu and Zhejiang, including geographical advantages and historical precipitation, but there is no doubt that the local government has provided a relatively open and open economic environment. Whether it is Wenzhou mode or Kunshan mode, it depends not on state-owned enterprises or central enterprises, but more on cultivating a relatively sufficient market competition environment, vigorously attracting talents, capital and projects, and encouraging the development of private enterprises. No matter whether you go to Kunshan or Wenzhou, you will find many Anhui people. Some of them have started their careers, some have become "white" to live and work in peace and contentment there, some are still struggling, and many of them are even called "migrant workers", but they always believe that the future is bright. What is the economic environment in Anhui? This can be seen from the loss of a large number of people, including talents. Shi Yuzhu, Zhang and other business leaders have long since got rid of Anhui's local flavor. If you go to the relevant government departments, you can experience a strong bureaucracy. Numerous domestic enterprises, such as Hefu Jiang Qi, Wuhu Chery, Tongling Nonferrous Metals, etc. It is either a state-owned enterprise or a resource advantage, or even both, so it is difficult to find the shadow of private enterprises. What is embarrassing and puzzling is the decline of famous brands such as Cao Fang, Rongshida, Meiling and Huangshan.

It is not clear which projects of the central enterprises specifically docked this time, and most of them have a high-tech aura. Among the above four projects, the first project is called affordable housing, but it is still real estate; The second and the third are logistics projects, which are not complicated. All three are suspected of enclosure. The fourth project is the Hefei Automobile Complex of Changan Group. Personally, I feel that Changan Automobile is not as good as Jiang Qi. On the contrary, it is better to integrate Jiang Qi and Chery. Unfortunately, although there have been many rumors of integration in recent years, the two companies are still kings. The automobile industry has passed the peak of development and will inevitably reshuffle in the future. Geely Snake Swallow Elephant, a private car, has taken the lead in acquiring Volvo. Great Wall Motor has given up its original car brand Ito. Where will Anhui's cars go in the future?

Last year, Steve Jobs died at the age of 56. We haven't wiped away the tears of sadness and regret. There are talents of different ages. This year, the United States has another young talent-Zuckerberg, which is refreshing. Some people say that he is (Bill Gates+Jobs) /2, a combination of the two. We have been wondering why there are no people like Bill Gates, Jobs and Zuckerberg in China. In fact, there are many such figures in China and even Anhui, but they are buried.

Although as the saying goes, it is better to rely on big trees to enjoy the cool, but instead of counting on the big trees of central enterprises for shade, it is better to plant trees yourself. Only in this way can the real rise of Anhui be just around the corner.
