1. Conditions:
1. To establish a cooperative, there must be 5 or more members.
2. Among the members of farmers’ professional cooperatives, no less than 80% must have rural household registration, and there must be no public officials among them.
3. The status of cooperative members is rural household registration or unemployed status in urban areas.
4. Cooperative members must act out of their own will.
2. Process:
1. Apply for a legal person business license.
2. Apply for official seal.
3. Register at the Agricultural Economics Office (Agricultural Economics Office under the Agricultural Bureau).
4. Apply for the unified code certificate of the organization.
5. Apply for a tax registration certificate.
6. Apply for bank account opening and account number.
3. What materials are required for industrial and commercial registration of agricultural cooperatives?
1. Application for establishment registration.
2. Minutes of the establishment meeting signed and stamped by all the founders (at least 5 people, 80% of whom have agricultural registered permanent residence).
3. Articles of Association signed and sealed by all the founders.
4. Appointment documents and identity certificates of legal representatives and directors.
5. Contribution list signed and stamped by all contributing members for confirmation.
6. Member list signed by the legal representative and copies of member identity certificates.
7. Proof of residence use.
8. Proof of designated representative or authorized agent.
9. Application form for pre-approval of cooperative name.
10. No fees will be charged for documents whose business scope involves pre-licensing.
IV. Materials submitted for tax registration of agricultural cooperatives
(1) Copy and photocopy of legal person business license;
(2) Copy and copy of organizational unified code certificate Copy;
(3) Copy of the legal representative’s (responsible person’s) resident ID card or other legal documents proving identity;
(4) Copy of the property ownership certificate of the business premises ;
(5) A copy of the articles of incorporation or agreement. Tax registration fees are waived.
5. Preferential policies
1. Preferential subsidies and tax incentives for land transfer. The cooperative sells agricultural supplies and machinery to its members tax-free, and sales of agricultural products by its members are exempt from value-added tax.
2. The price of electricity and water is the same as that of agriculture. The electricity for drying machinery is charged at the lowest price for agricultural electricity. 3. Provide loan subsidies, machine purchase subsidies, grain planting subsidies, and agricultural input subsidies.
4. The state has special financial support for certain industries (project declaration is required).
5. Financial subsidies for comprehensive agricultural development and industrialization management projects, and pilot projects for leading enterprises to drive industrial development, support RMB 1-3 million for leading enterprises and RMB 500-1.5 million for cooperatives.

Article 16
Establishment of Farmers' Cooperatives A professional cooperative shall submit the following documents to the industrial and commercial administration department to apply for establishment registration:
(1) Registration application;
(2) Establishment signed and stamped by all founders Minutes of the general meeting;
(3) Articles of Association signed and sealed by all founders;
(4) Documents and identity certificates of legal representatives and directors;
< p>(5) Investment list signed and stamped by the investing members;(6) Certificate of residence use;
(7) Other documents stipulated by laws and administrative regulations.
Article 19
Citizens with civil capacity, as well as enterprises, institutions or social organizations engaged in production and business activities directly related to the business of farmers' professional cooperatives, can use farmers' Those who provide services provided by professional cooperatives, recognize and abide by the charter of farmers' professional cooperatives, and fulfill the joining procedures stipulated in the charter can become members of professional farmers' cooperatives. However, units with the function of managing public affairs are not allowed to join farmers' professional cooperatives.
Farmers' professional cooperatives shall prepare a roster of members and submit it to the registration authority.
