1. Roll call.

The chairman will let delegates who need to ask questions hold up signs and ask questions at will. The time for asking questions does not take up the remaining time, and the content of the questions must be related to the content of the speech. The representative must complete the answer in the remaining time. If you still have time, you can continue to ask questions.

The chairman will ask the delegates who need to comment to put up signs and randomly point out the delegates for comments, but the transferee cannot refute or make further statements.

5. Point and motion

When a representative has finished speaking in the order of the list of speakers, the Chairman will ask if there are any questions or motions. At this time, delegates can raise questions and motions with a sign as needed.

Delegates who put forward free consultation only need a specified time (no more than 15 minutes), and then all delegates vote. Once the motion is passed, delegates can leave their seats, find allies, exchange views and lobby within the specified time.

6. Submit a working paper

Delegates can submit working papers for the Committee's reference, aiming at helping the Committee to discuss and form a draft resolution. The draft resolution needs to be signed by 20% of the representatives of participating countries, approved by the conference guidance, signed and published. If necessary, delegates may propose to hold consultations on the working paper.

7. Draft resolution

After being signed by 20% of the delegates (the sponsors of the drafting countries and the signatories of the secondment countries), the conference guide will be released after it is approved. It should be pointed out that the drafter of a draft resolution cannot be a sponsor of other drafts.

After the draft resolution is issued, the representative may move a motion to introduce the draft resolution. After the motion is passed by a simple majority, the draft resolution will be introduced by the drafting country.

The drafters have 3 minutes to introduce and put forward the action clauses and points. After that, you have 5 minutes to answer and clarify.

Other countries can provide amendments to the draft, which need to be signed by 20% countries.

Step 8 vote

After the agenda is over, voting on amendments and draft resolutions will begin. This is a roll-call vote. The chairman called the roll and went to the countryside to hang a sign. The answer was yes, no, and abstained.

The amendment is voted before the draft, but both of them need two-thirds affirmative votes to pass.

During the meeting, delegates may provide several different drafts, and the voting order depends on the order in which the drafts are submitted. Only one draft can be produced at a meeting, so once the draft is passed, a resolution will be produced and other drafts will not be voted on.
