No authorization is needed, because both the Property Law and the Property Management Regulations stipulate that owners can exercise autonomy in the community. The data obtained must have legal effect, but the legal effect refers to the convening of the owners' meeting, and the major public affairs in the community must be approved by more than two-thirds of the owners and more than two-thirds of the construction area in accordance with the provisions of the Property Law, which is legal, otherwise it will be invalid.
