The Food Business License Management Measures stipulate that it takes approximately 20 working days from the date of acceptance to obtaining the certificate. On-site verification shall be conducted by qualified verification personnel. The number of verification personnel shall not be less than 2. The verifier shall present valid certificates, fill out the food business license on-site verification form, and make on-site verification records. After the applicant has verified that they are correct, the verifier and the applicant shall sign or seal the verification form and records. If the applicant refuses to sign or seal, the verification personnel shall indicate the situation.
The food and drug regulatory department may entrust the lower-level food and drug regulatory department to conduct on-site verification of accepted food business license applications.
Inspectors shall complete the on-site inspection of the business premises within 10 working days from the date of accepting the on-site inspection task.
Article 17: Except that administrative licensing decisions can be made on the spot, the local food and drug regulatory authorities at or above the county level shall make a decision on whether to grant administrative licensing within 20 working days from the date of accepting the application. If the time limit needs to be extended due to special reasons, it may be extended for 10 working days with the approval of the person in charge of this administrative agency, and the applicant shall be notified of the reasons for the extension.
Article 18 The local food and drug supervision and administration department at or above the county level shall make a decision to grant a business license to those who meet the conditions based on the review of application materials and on-site inspections, and start from the date of the decision. A food business license shall be issued to the applicant within 10 working days; for those who do not meet the conditions, a written decision to deny the license shall be made in a timely manner and the reasons shall be explained, and the applicant shall be informed of the right to apply for administrative reconsideration or initiate administrative litigation in accordance with the law.
Article 19 The date of issuance of a food business license is the date when the licensing decision is made, and it is valid for 5 years.
