Article 21 of the Organic Law of Villagers' Committees The villagers' meeting is composed of villagers aged 18 or above. The villagers' meeting shall be convened by the villagers' committee. More than one-tenth of the villagers or more than one-third of the villagers' representatives proposed that a villagers' meeting should be held. When a villagers' meeting is held, the villagers shall be notified ten days in advance.
Article 22 When a villagers' meeting is held, representatives of more than half of the villagers aged over 18 or more than two-thirds of the households in the village shall attend, and the decisions made by the villagers' meeting shall be adopted by more than half of the people present.
