China consular app to apply for passport.
First, download and register the APP.

(1) The "Consular China" APP can be downloaded by searching for "Consular China" in Apple App Store, Tencent App Store, Huawei App Store and Xiaomi App Store or scanning the QR code below.

(2) After downloading, please use email or China domestic mobile phone number to register your account (foreign mobile phone numbers are not supported at present).

(3) Fill in the Chinese ID number or ordinary passport number according to the prompt, complete the real-name authentication (if you don't have this certificate, you can also use someone else's authentication account), and you can log in and use it normally.

Second, submit the application online.

(1) information report

1. Log in to the APP, click on the "Passport/Travel Permit" business module, and select the Consulate General in Perth.

2. Fill in personal basic information step by step, completely and accurately according to the prompts. Please note: when filling in the information, although many items in the APP are displayed as "optional", please fill in all and accurate relevant information according to the prompts, especially the certificate information, family members (parents, spouses, children), domestic residence address, overseas address, domestic contact person, work unit, exit port, etc. In order to avoid providing supplementary materials later, supplementary materials need to be re-queued for review, and the processing period is extended.

3. Sign the declaration of nationality status online. Please note: it should be signed by the applicant himself. This electronic signature will be printed on the new passport. Please sign my standard Chinese name horizontally and centrally in the electronic signature box. /kloc-The applicant under 0/0 is signed by one parent or legal guardian (the name of the adult is not the name of the child).

4. Upload a 2-inch digital ID photo. Photos should be taken within 6 months, with smooth color, bareheaded front, white background, no teeth exposed, no eyebrows covered, dark clothes and no hat. It is recommended to shoot in a professional studio. As the photo specifications of post offices are mostly Australian document standards, which do not meet the photo requirements of China passports, it is not recommended to take photos at post offices. Please refer to the notice on the website of the Consulate General for the specifications and requirements of China passport photos.

5. Please upload other certification materials according to the prompts:

1 Information page with current passport/travel permit photo and previously processed annotation page (if any).

Please note:

1 The electronic picture of the application materials submitted through the APP must be consistent with the original, and the applicant shall guarantee the authenticity of the picture and all its contents, and bear all responsibilities.

In order to improve efficiency, it is suggested to prepare JPG or PNG format pictures of related materials in advance, each of which is no more than 5MB, and transmit them to the mobile phone gallery in advance.

(2) Authentication

1.APP will identify the applicant's face to ensure that the relevant application is operated by himself. If it is not verified by me, the application will be returned (except the first passport/travel permit of the newborn).

2. Every application order has 10 face recognition opportunities every day. If your authentication fails 10 times, it is recommended to quit the current order and resubmit the order the next day, so that you can identify it again. It is recommended to verify your identity before a solid color (preferably white) background to ensure that the light on your face is sufficient, uniform and unobstructed.

3. Successful identity verification (face recognition) will greatly shorten the time for applying for a certificate. If you really can't pass the authentication, you can also click "Skip" to go directly to the next step. However, after that, you need to make an appointment for a video interview online and wait in line for the video interview of the staff of the Consulate General, and the processing period will be extended.

(3) Select the materials to be submitted and the way to collect them.

Please choose to mail (not to the library).

(4) Payment of expenses

Please choose offline payment (you don't need to pay in this link, please don't choose online payment).

(5) Submit the order

After filling in the information, please submit the order according to the system prompt. After successful submission, the relevant application will be submitted to the embassy or consulate for review. Applicants can track the application progress in "My Order" or "Message Center", and the staff of the Consulate General will feedback the review progress through the APP in time, leave a message in the APP, and request supplementary uploading materials as appropriate. The order was cancelled or returned three times, and it took 30 days to resubmit.

Third, waiting for review.

(1) In principle, the Consulate General will review the orders one by one according to the time sequence when they are generated.

(2) Video interview: If the applicant is a minor, it is the first time to apply for a certificate, and the certificate is lost/damaged or the identity verification (face recognition) fails. The Consulate General can request a video interview with the applicant through the APP. Applicants should pay attention to the order status. If you are prompted for a video interview, please make an appointment for a video interview in time, and prepare the original documents (such as passport and birth certificate) and Australian local newspapers on the day of the video interview before the interview. During the video reservation period (not in advance or not), click on the video to meet and wait in line, and the staff will take the initiative to initiate video interviews in sequence. If you miss or cancel the video 3 times, you need to make a new appointment in 30 days.

(3) If it is necessary to supplement the uploaded materials after examination, the Consulate General will push relevant information through the "Message Center". Please follow the information prompts.

(4) For qualified personnel after examination, the system will actively push the notice of "Certificate to be prepared". After receiving the "to be certified" information, the applicant can pay the fee and mail the materials.

Fourth, pay the fees.

(1) charging standard: ordinary passport/travel document: 25 Australian dollars each; Passport filling: free (no charge).

(2) Payment method: After receiving the message of "Documents to Be Done" on the APP, you can choose the following two ways to pay:

1. Download and fill in the credit card payment form. Please note: To protect your information, please do not upload the payment form through the application.

2. Buy a cash draft from the post office. The payee of the draft is the Consulate General of People's Republic of China (PRC) in Perth. Please fill in the payee and payment amount accurately (see the sample for details). If it is filled in incorrectly, it will be rejected, and the losses caused by it will be borne by the applicant.

The credit card payment slip or money order should be mailed to the Consulate General together with the application materials.

Seven, matters needing attention

(1) Starting from August 3rd1,all ordinary passports and travel permits were APPlied for through the "Consular China" app, except those who had previously made reservations at the Consulate General in Perth through the "Online Reservation System for Overseas Passports", and the "Online Reservation System for Overseas Passports" ceased to be used.

(2) Please be sure to receive the message "to be authenticated" on the APP before paying the fees and mailing the materials. Paying in advance and mailing materials will not speed up the process of applying for a license, but may lead to the return of documents or extend the time limit for applying for a license.

(three) the following circumstances will lead to the return of mailing materials:

1. I mailed the materials on the APP, but I didn't receive the message "documents to be processed".

2. Failing to prepare materials as required, such as cash entrained in materials, failure to provide return envelopes or return postage, etc.

(4) Passport applied through APP does not contain the fingerprint information of the applicant. The absence of fingerprints does not affect the normal use of passports. However, when entering China, you can't go through customs by yourself, but you have to go through the manual passage.

(After the APP goes online, if there are people who do have emergency applications (such as attending funerals and seeking medical treatment). ), please submit your application through the APP first, and then send an email to the Consulate General to apply for a permit in advance. The email should inform the applicant of the order number, name, date of birth, passport number and contact information, and hope to handle the reasons and relevant documents in advance. The Consulate General will give timely feedback on the results.

(6) Hong Kong, Macao and Taiwan residents can't apply for a passport travel permit through the APP for the time being (if they can't apply for a travel permit with someone else's certified account) or because the official passport holder can apply for a new passport. If necessary, please send an email to the Consulate General to make an appointment.

(7) The functions of the APP are still being improved. If the applicant encounters problems or has relevant suggestions during the use, he can give feedback through the consultation mailbox of the Consulate General.
