2. According to the requirements of the People's Bank of Ministry of Human Resources and Social Security and China, the social security cards loaded with financial functions follow the security mechanism defined in the social security (personal) card specification and PBOC2.0 specification respectively in the social security and financial application environment, and the key management systems are independent of each other. Each department can only inquire the information authorized by the department, which effectively protects the personal privacy and information security of cardholders.
(2) What are the issuing banks of social security cards? How to choose an issuing bank?
There are six social security card issuing banks: Dongguan Bank, Guangfa Bank Dongguan Branch, China Bank Dongguan Branch, China Construction Bank Dongguan Branch, China Industrial and Commercial Bank Dongguan Branch and China Agricultural Bank Dongguan Branch.
The insured unit can choose any of the above banks as the issuing bank of the unit and sign an agreement with it. Among them, in order to ensure the consistency of the original financial account holders, the following units need to issue new cards according to the original issuing bank:
1. Units participating in comprehensive basic medical insurance shall be issued by Dongguan Branch of Guangfa Bank;
2, the village (community) as a unit to participate in the basic social medical insurance personnel issued by Dongguan Bank.
For flexible employees (including those who pay medical insurance premiums in batches and those who receive unemployment benefits, the same below), individuals choose any of the above banks as card-issuing banks, and the insured only needs to hold the original and photocopy of their ID cards to the service point of the social insurance agency to which the insured belongs to choose the card-issuing bank. Among them, the above-mentioned personnel participating in comprehensive basic medical insurance need to issue new cards according to the original issuing bank, that is, the card will be issued by Dongguan Branch of Guangfa Bank.
(three) in the renewal of social security cards, how to apply for social security cards?
Insured units shall go through the following procedures if they apply for renewal of social security cards for employees by means of unit bundling:
1. Select the card issuing bank and sign the card issuing service agreement with it.
2. After receiving the notice from the service point of the social security agency to which the insured belongs (hereinafter referred to as the service point), the unit manager shall apply for the Social Security Card Application Registration Form (hereinafter referred to as the application registration form) and related materials at the service point with the original ID card. After checking the identity of the unit administrator, the service point staff will hand over the relevant materials to the unit administrator to bring back to the unit and distribute them to the insured person to fill in.
3. If the photo of the insured's second-generation card is printed on the application registration form, the insured may authorize the use of the photo to print the business card without collecting electronic photos; If not, the insured person needs to take photos of the second-generation card in the photo studio that has been included in the electronic photo collection service unit of the social security card in our city (see the "Social Security Card" column on the homepage of our social security network for the list of photo studios), and paste the photo receipt in the corresponding position of the application registration form.
4, the insured person carefully check, supplement or modify the information on the application registration form, and timely return to the unit administrator.
5. The member in charge of the unit collects the relevant information such as the application registration form of the unit and returns it to the service point within the prescribed time limit.
6. After the service point staff checks the application registration form and other related materials submitted by the unit administrator, the unit administrator receives the social security card application registration summary.
7. After the unit administrator successfully submits the application registration form and other related materials at the service point for 30 working days, he will get the card at the social security card outlet of the issuing bank with the original ID card.
8. The responsible member of the unit shall give the card to the insured person for receipt within 5 working days after receiving the card, and remind the insured person to go through the formalities of activating the card at any branch of the card-issuing bank in our city area with the original ID card and social security card as soon as possible. According to the relevant regulations, the card activation procedures must be handled in person, not on behalf of the agency.
Tips:
In the process of handling the application registration form and other related materials of the unit at the service point, if the unit management personnel cannot come for some reason and entrust other personnel of the unit to act as agents, they should provide the original ID card of the agent and the original certificate of the valid unit (with the official seal of the unit).
2. In the process of receiving the social security card from the issuing bank, if the unit manager is unable to receive the card for some reason and entrusts other personnel of the unit to handle it on his behalf, he shall provide the original ID card of the agent and the original power of attorney for receiving the social security card (stamped with the official seal of the unit).

Tips:
In the process of selecting the issuing bank and handling the application registration form at the service point, if I can't come for some reason and entrust someone else to act as an agent, I need to provide the agent's ID card and the original and photocopy of my ID card.
(five) how to get the application registration form after the insured unit signs the card issuance service agreement with the bank? When can I get it?
After the insured unit signs the card issuing service agreement with the bank, the next step is to receive the application registration form and other related materials according to the notice of the service point. Because the application registration form provided by the service point contains the basic personal information of the insured person, the barcode of the identity certificate and other information, each insured person's application registration form is unique, so the unit does not need to copy the application registration form to the insured person to fill in, but must apply at the service point and distribute it to the relevant insured person.
Since social security cards are issued by units and in stages, service points will renew the signed agreements in stages according to the card issuance plan. Therefore, when the unit enters the renewal stage, the service point will inform the corresponding unit to receive the application registration form and other materials. Please pay attention to the relevant notice of the service point for the specific collection time.
(6) Do I need to take photos to get a new social security card? When was the photo taken and what was its size?
According to the relevant provisions of Article 9 of the Measures for the Administration of Social Security Cards of the People's Republic of China in Ministry of Human Resources and Social Security (Ministry of Human Resources and Social Security Fa [2011] No.47), the social security card must contain the photo information of the cardholder. (7) How to activate the card after the insured receives the card?
Social security card contains two accounts: medical account and financial account. The two accounts have two corresponding passwords, namely, the consumption password of the medical account and the financial account, which need to be set by the insured person when activated, and they can be consumed by the password.
After receiving the card, the cardholder should go through the activation procedures for two accounts as soon as possible, and set two account passwords with the original ID card and social security card (if both the old and new cards are from the same issuing bank, the old card should be taken to the issuing bank for destruction, otherwise only the new card will be brought).
The social security card can only be used after activation and password setting (password setting and activation are handled at the same time, and the required information is the same). After receiving the social security card, the insured unit may apply to the card receiving outlets of the corresponding card-issuing banks if it finds that the insured has resigned or cannot give the card to the insured, and return the social security card that has not been issued to the outlets, and the staff of the outlets will call the insured to get the card. If the social security card has been in the issuing bank for more than 180 days due to the insured's inability to contact or other reasons, it will be destroyed by the issuing bank. If the insured continues to participate in the insurance, it will be destroyed according to the following rules.
(9) How to recharge the social security card?
1, the first card is free. In the future, if the card needs to be reissued or replaced due to loss reporting, damage, card information change and other businesses, the charges will be implemented according to the Notice on Charge of Social Security (IC) Card issued by the Provincial Department of Labor and Social Security and the Provincial Department of Finance (Guangdong Labor Society [2003]169) or the newly issued documents. At present, the cost of social security card is 20 yuan/piece.
2. When reporting the loss of the social security card, the loss reporting fee will be exempted.
3. The social security card financial account is exempt from the annual card fee and small account management fee.
(10) What should I do if my social security card password is forgotten or locked?
If the cardholder forgets the password of the medical account or financial account of the social security card, or the card is locked due to continuous input of incorrect passwords, he/she must take the original and photocopy of his/her ID card and social security card to any branch of the card-issuing bank in our city to unlock and reset the password.
(eleven) how to report the loss of social security card?
If you find that your social security card is lost or stolen, please apply for reporting the loss immediately to avoid unnecessary losses. The issuing bank will freeze the use of the card in time after receiving the report of loss.
Please apply for a replacement card as soon as possible after reporting the loss, so as not to affect personal social security and financial related business.
Loss reporting is divided into oral loss reporting and written loss reporting:
1. Report the loss orally. The cardholder can go through the written loss reporting procedures as soon as possible within 5 natural days from the date when the issuing bank accepts the oral loss reporting through various channels such as the service telephone number of the issuing bank or online banking, otherwise the oral loss reporting will automatically become invalid and the card will be resumed. After the loss report fails, the cardholder shall bear all economic losses caused by the loss of the social security card.
2. Report the loss in writing. The cardholder shall report the loss in writing to any branch of the card-issuing bank in our city with the original and photocopy of his ID card, which will take effect immediately after the loss is reported. If I fail to report the loss in time, the cardholder shall bear the economic losses.

2. If the photo on the card surface is changed, the cardholder shall go through the card replacement procedures at any branch of the card-issuing bank in our city area with his ID card, social security card and the original and photocopy of the photo receipt.
The photo receipt is handled in the same way as the photo receipt in the social security card application, that is, the cardholder takes a photo of the second generation card in the photo studio that has been included in the list of electronic photo collection service units of Dongguan social security card (see the "Social Security Card" column on the homepage of our social security network for details) and receives the photo receipt.
3. If the cardholder's personal basic information (including name and ID number) changes, the cardholder should first bring the relevant valid documents (original and photocopy) to the social insurance agency to which the insured belongs to handle the personal basic information change, and then bring the relevant valid documents (original and photocopy) and social security card to any branch of the card-issuing bank in our city area to handle the personal basic information change and card replacement procedures.
