Rule 1
Non-local passenger cars (including vehicles with temporary license plates) that need to enter the roads within the Fifth Ring Road (including) must apply for Beijing Pass (Beijing Bus Pass and Beijing Urban Pass).
Rule 2
Non-local minibuses with Beijing Pass are prohibited from driving on the roads within the Fifth Ring Road (including) from 7: 00 to 9: 00 and 17: 00 to 20: 00 on weekdays.
While observing the above regulations, non-local minibuses entering Beijing will implement traffic management measures from 9: 00 to 17 on weekdays in accordance with the Notice of Beijing Municipal People's Government on Implementing Regional Traffic Restriction Measures during Working Hours. The traffic limit is within the Fifth Ring Road (inclusive), and the rotation method of license plate tail number shall refer to the rotation method of Beijing motor vehicle license plate tail number.
Rule 3
The following non-local passenger cars entering Beijing are not subject to the above restrictions:
1. Troops, armed police, police cars, ambulances and other special vehicles performing tasks.
2. Inter-provincial long-distance passenger vehicles and inter-provincial tourist buses with road transport certificates.

(1) Police cars, fire engines, ambulances and engineering rescue vehicles;
(2) Buses, inter-provincial long-distance passenger vehicles and buses, taxis (excluding rental vehicles), minibuses, special postal vehicles, vehicles with tourist bus operation certificates issued by the municipal transportation management department, unit buses and school buses approved by the municipal public security traffic management department;
(3) Administrative law enforcement vehicles that spray uniform signs, perform tasks and special vehicles for removing obstacles; (four) special vehicles for sanitation, gardens and road maintenance, and funeral vehicles for funeral homes;

Relevant regulations of freight cars
No trucks are allowed.
Freight motor vehicles and special operations vehicles are prohibited from driving within the Sixth Ring Road (including the Sixth Ring Road) from 6: 00 to 24: 00 every day.
All kinds of passenger cars are forbidden.
Freight motor vehicles, low-speed trucks, tricycles, tractors, motorcycles, special operation vehicles and passenger cars that do not meet the national III emission standards are prohibited from entering the roads within the Sixth Ring Road (including the Sixth Ring Road) in Beijing all day.

Pure electric passenger cars are not restricted.
Pure electric passenger cars, police cars, ambulances and other vehicles are not restricted by single and even numbers.
Cars from other provinces entering Beijing are also restricted by single and even numbers.
Motor vehicles entering Beijing from other provinces, autonomous regions and municipalities drive on a single day or two days according to the tail number of the license plate. 2002? Inter-provincial tourist buses are not restricted.
