The basic principles are:

On the basis of investigation and study to find out the situation, we should promptly solve the problems that should and can be solved; If the conditions cannot be solved temporarily, they should be included in the planning and create conditions to solve them step by step; Need to consult the superior or study and solve with other departments, should actively negotiate and pay close attention to consultation; If it needs to be handled by the lower departments, inform the lower departments to handle it and contact the representatives and members directly; Problems that are really inconvenient to adopt or should not be solved should be explained clearly and realistically.

All issues that conform to the principles and policies must be resolutely implemented, and those that do not conform cannot violate the policies. Representatives' suggestions and members' proposals undertaken by governments at all levels and their functional departments shall be handled by the general office (room) in accordance with the principle of graded responsibility and centralized handling. Second, the contractor. The undertaking department shall carefully check and register the suggestions and proposals after receiving them. Should be undertaken by the department, after the approval of the leadership, clear person to handle. Without consent, it shall not be returned or handed over to other departments. The return time shall not exceed fifteen days from the date of receipt.
During the meeting of the National People's Congress and the CPPCC, the undertaking department shall handle the time-limited suggestions and proposals directly assigned by the motion group and the proposal group as an urgent matter and give a reply.

In order to complete the task on schedule, the assigned organ should strengthen the contact with the undertaking department, and take the forms of telephone inquiry, key inspection, small-scale discussion, individual report and notification of progress. , investigate and supervise the implementation.
Fourth, review. The undertaking department should carefully examine the handling results and reply letters of suggestions and proposals at all levels to ensure the quality. Leading comrades in charge of departments should strictly check and sign.

Answer the questions clearly one by one, don't miss or avoid them. Need to ask for instructions or reflect the problem to the superior, to ask for instructions, reflect and then reply, not to do the first reply or to ask for instructions instead of reply. The time limit for handling suggestions and proposals is generally three months, and the undertaking department should adhere to one thing, one thing, one answer, and complete it within a time limit. If the individual situation is complicated and cannot be completed within the time limit, a brief reply should be given first, and then a formal reply will be given after the results are obtained.
Respond to the delegates and Committee members to carefully handle the results, so that the content is true, clear and specific, the text is concise and easy to understand, the language is respectful and sincere, the writing format meets the requirements, and the number is printed and stamped with the official seal.
The undertaking department shall indicate the handling results in the upper right corner of the reply home page. The general office of the government (room) shall be responsible for checking the handling results of the undertaking department. In addition to checking at any time, it should also be combined with the general office of the Standing Committee of the National People's Congress at the corresponding level and the general office of the Chinese People's Political Consultative Conference (room) to selectively check the handling results of some suggestions and proposals or the handling work of departments, and also consult some representatives and members for their opinions on the handling results. If it is found that the handling does not meet the requirements or the deputies and members are not satisfied, it is necessary to find out the reasons, notify the original undertaking department to re-handle or reissue it, and make a reply again.
Seven. Summarize. On the basis of doing a good job of re-inspection, the undertaking department should conscientiously sum up. Undertake more than ten suggestions and proposals respectively, and write a summary report to the assigned organ within one month after completion. Governments at all levels shall make a written report to the Standing Committee of the National People's Congress on the handling of suggestions made by deputies to the people's congresses at the corresponding levels.
