The notarial certificate shall be made in accordance with the format prescribed by the judicial administrative department of the State Council, and shall be signed by the notary or stamped with a signature seal and the seal of the notary institution. The notarial certificate takes effect from the date of issuance. Notarial deeds shall be made in the languages ??commonly used throughout the country; in ethnic autonomous areas, according to the requirements of the parties concerned, texts in the national languages ??commonly used in the local area may be produced.
