Owners' committee refers to a non-governmental organization composed of owners' representatives in the property management area, representing the interests of owners, reflecting the wishes and requirements of owners to all sectors of society, and supervising the management and operation of property management companies. Owners' committee refers to an organizational form in which owners exercise the same management right. Under normal circumstances, there are two ways for the owners' committee: first, the first owners' committee is elected by all the owners of the community; Second, according to the rules agreed in the Rules of Procedure of the Community Owners' Congress. Article 10 Owners in the same property management area shall, under the guidance of the real estate administrative department of the district or county people's government where the property is located, or the neighborhood offices and township people's governments, set up owners' meetings and elect owners' committees. However, if there is only one owner, or if the number of owners is small and all owners agree unanimously, it is decided not to set up the owners' meeting, and the owners will jointly perform the duties of the owners' meeting and the owners' committee.
