Most schools require three letters of recommendation, but some schools require four letters (such as UColorado). Even in front of you, under your four entreaties, he still marked your academic ability as medium, with unknown motives. This is not difficult for me! If you are not satisfied with the recommendation letter, find someone else to redo it.
