Article 2 The reception and resettlement of demobilized military cadres shall adhere to the service for national defense, army building and economic and social development, implement the principle of "fairness, justice, standardization, orderly placement and rational use", further improve the assessment system, strictly work procedures, strengthen supervision and inspection, form a more open, fair and just "sunshine resettlement" working mechanism, and ensure the resettlement of demobilized military cadres.

Article 3 The term "demobilized military cadres" as mentioned in these Measures refers to officers and civilian cadres who retired from active service and chose the planned distribution and resettlement method. These Measures are applicable to demobilized military cadres (excluding divisional demobilized military cadres) who are assigned and placed in provincial units (including long-term central units, the same below).

Chapter II Resettlement Plan for Immigrants

Chapter III Examination

Article 8 The assessment of demobilized military cadres in provincial units shall be organized and implemented by the Office of the Provincial Demobilized Military Cadres Resettlement Leading Group (hereinafter referred to as the Provincial Demobilized Military Cadres Resettlement Office) and the Department of Demobilized Military Cadres under the leadership of the Provincial Demobilized Military Cadres Resettlement Leading Group. The examination work is entrusted by the provincial military region to the relevant examination departments for implementation.

Article 9 The objects of assessment are demobilized military cadres who are included in the resettlement scope of demobilized military cadres allocated by provincial units in the current year and handed over their files on time.

The assessment contents include the rank, length of military service, position, rewards and punishments of demobilized military cadres (attached with the "Assessment Standard for the Distribution of Demobilized Military Cadres by Units in Hunan Province"). Tenth assessment objects are demobilized military cadres below the battalion level who are included in the resettlement scope of demobilized military cadres allocated by provincial units in the current year and handed over the files on time. The written examination organization shall be implemented with reference to the "Measures for the Organization of Written Examination of Provincial Civil Servants". Participants in the examination must consciously abide by the examination discipline. Those who violate the rules and regulations will be disqualified once they are verified.

The examination registration of demobilized military cadres in provincial units shall be organized by the provincial army transfer office and specifically undertaken by the work department of demobilized military cadres. The Provincial Demobilization Office shall, jointly with the departments of demobilized military cadres, guide the examination work, organize relevant personnel to patrol the examination, and supervise and inspect the examination style and discipline.

Chapter IV Resettlement Measures for Migrants

Thirteenth demobilized military cadres who have obtained the qualification of civil service post placement shall participate in the two-way selection of civil service posts within the prescribed time limit, and other demobilized military cadres shall participate in the two-way selection of enterprises and institutions.

Fourteenth receiving units shall, according to the nature of their posts, choose among demobilized military cadres who have obtained corresponding qualifications, and follow the following principles:

(1) Give priority to the following objects: those who have won third-class merit in wartime and above second-class merit in peacetime; In remote and hard areas or engaged in flight, ship or nuclear-related work for 10 years; Working continuously for five years in Tibet or other areas above 3500 meters above sea level; Children of martyrs and other demobilized military cadres.

(2) Units with two or more regimental resettlement plans shall receive at least/kloc-0 demobilized military cadres.

Article 15 Resettlement procedures

Sixteenth receiving units shall complete the two-way selection within 2 months after the placement plan is issued. Demobilized military cadres who are not transferred within the prescribed time limit or not transferred according to the prescribed principles shall be assigned in a mandatory manner according to the provisions of Document No.24 [2009] of the General Office of the Provincial Party Committee and the General Office of the Provincial Government. No unit may refuse to accept demobilized military cadres for any reason or in disguised form.

Demobilized military cadres who did not participate in the two-way selection or participated in the two-way selection within the prescribed time limit and were not transferred by the receiving unit shall be transferred from the provincial army to the organs according to the principle of preparing for the exam from high efficiency to low score, and centralized organizations shall conduct single selection in the spare resettlement plan. Chapter V Supervision and Publicity
