The affidavit was drafted by Yuri Masayoshi of Fukui, revised at the beginning by Takashi Fukuoka of Tosa, and revised by Koji Muto, Iwakura Tomomi and Sanjian. Finally, it was submitted to Emperor Meiji for decision. Kimura Longji also suggested that the emperor personally lead officials to take an oath before God.
The original affidavit was written by Prince Akihito, the teacher of Emperor Meiji, and read by sanjsanetomi on behalf of the Emperor. After that, hundreds of civil and military officials signed the reply one by one. Both the affidavit and the reply are recorded in the official's diary.
