At the same time, Wang Jinlei, a second-class disabled person in Henan Province, sent a letter of recommendation signed by 353 disabled people to the Ministry of Railways, suggesting that the Ministry of Railways should provide convenience and preferential treatment for disabled people to travel by train according to law, such as setting up toilet facilities, setting up special seats for disabled people, and offering half-price concessions for tickets for disabled people, so as to solve the problem that it is difficult for disabled people to travel by train.

There are no disabled seats.
Luan Qiping, the sponsor of the recommendation letter, introduced that Xie, a disabled person with left lower limb disability and right paraplegia, went to Qingdao from Beijing on June 65438+1October 65438+June 2009. "At that time, we waited for three or four days and couldn't buy a seat ticket, so we bought a station ticket, hoping to make up the ticket in the car, but we were told that we didn't get the ticket after getting on the bus."
Luan Qiping and Xie had to stand in the aisle of the train. "Every time the train slows down or turns a corner, we will fall and stand unsteadily." After standing for more than two hours, they really couldn't hold on and had to get off halfway.
"We jointly issued this proposal before the disabled activities, hoping to attract the attention of the society and promote the solution of the problem." Qi Qiping said.
The Ministry of Railways should fulfill its obligations: issue extra special-class half-price tickets.
Li Chong, a native of Henan, is only1.15m tall due to disability. He has been drifting in the North for more than ten years and engaged in a small business selling computer accessories. "The current train fare is particularly heavy for disabled people with generally poor economic conditions." Li Chong said that this move not only hopes that the Ministry of Railways can enforce laws and regulations, but also hopes that the society can understand the travel status of disabled people.
According to the proposal, Article 50 of the Law of the People's Republic of China on the Protection of Disabled Persons stipulates that "people's governments at or above the county level shall provide convenience and preferential treatment for disabled people to take public transport according to actual conditions". The railway department should actively fulfill this legal obligation.
The "Letter of Proposal" also pointed out that since most severely disabled people can't go out often, it will not cause a big burden to the railway department for disabled people to take the train at half price.
According to the main data bulletin of the second national sample survey of disabled people, in 2005, the total per capita income of disabled families in China was 4,864 yuan in urban areas and 2,260 yuan in rural areas, which was less than half of the national average.
After consultation, Wang Jinlei and Luan Qiping, five disabled people, finally completed a letter of advice to the Ministry of Railways of nearly 10,000 words. Once this recommendation letter was published on the Internet, it received positive responses from disabled people everywhere. In just a few days, more than 300 disabled people signed it.
In this letter, Wang Jinlei and others believe that "there are no special seats and toilet AIDS for the disabled on the train, and the disabled can't buy half-price tickets, which not only brings great inconvenience to the disabled to travel by train, but also causes a heavy economic burden".
The "Proposal" put forward three suggestions to the Ministry of Railways: adding special seats for the disabled on trains that sell station tickets; Increase toilet AIDS for the disabled on trains without toilets; Formulate preferential policies for disabled people to enjoy half-price bus tickets as soon as possible.
In April, 2065438+00, Xia, a disabled youth, wrote an open letter to the General Office of the National People's Congress Standing Committee (NPCSC), calling on disabled people to enjoy half-price tickets by train (as reported by this newspaper). At the National People's Congress, more than 10 NPC deputies, including Xie Mulan, put forward relevant suggestions to reduce the economic burden of the disabled and improve their living standards. The Ministry of Railways replied that regarding the issue of half-price train tickets for disabled passengers, because the railway freight rate is controlled by the national price management department, the benchmark fare rate of railway passenger transport has not been adjusted since 1995, and the policy of low freight rate has been implemented, which is obviously lower than other modes of transportation such as roads and civil aviation, and it is difficult for railway transport enterprises to protect their costs. Can't afford more fare concessions.
It is also learned from the railway department that at least five disabled train tickets will be reserved for each train. Hard seats or sleeping berths with special signs for the disabled are arranged on both sides of the carriage near the toilet and the door. This work is in the process of implementation. At present, some seats and sleeping berths on the train are being rebuilt and special signs for the disabled are installed. At present, the process of purchasing tickets for the disabled has not been finalized, but a disability certificate issued by the National Disabled Persons' Federation is definitely needed.
