First, the key issues of professional title reform this year
(1) comprehensively promote the reform of the professional title system of primary and secondary school teachers. Combine the original independent title series of middle school teachers with the title series of primary and pre-school education to establish a unified post system for primary and secondary school teachers; Set five grades from Gao Zheng to rank: Gao Zheng teachers, senior teachers, first-class teachers, second-class teachers and third-class teachers; Improve the evaluation criteria and realize the effective connection with the post appointment system of public institutions. From this year, the evaluation of professional titles in primary and secondary schools will be carried out in accordance with the requirements of reform. Among them, the evaluation of senior teachers will be arranged separately.
(2) According to the pilot program of the reform of the title system of primary health personnel in our province, the evaluation of senior titles of primary health personnel (referred to as Gao) was officially launched. The review of "Basic Health Height" is included in the review scope of Hubei Province (Huanggang) Health Height Jury, and the annual review is implemented. Township health personnel can not only participate in the "basic health high" evaluation according to the direction of the title reform of primary health personnel, but also participate in the evaluation of senior formal channels of health series. Grass-roots health personnel who have obtained primary and intermediate titles in the national unified examination shall be inclined when delineating the qualified line.
(3) According to the provisions of the new round of government institutional reform documents, the Provincial Vocational Reform Office revoked the Provincial Family Planning High Jury and included the family planning specialty in the health series for further evaluation. The declaration of family planning professionals is included in the scope of the provincial health high jury, and the declaration of deputy high personnel is included in the scope of the health high jury in our city.

Second, the scope, object and reporting conditions of the review
The following personnel have the corresponding declaration qualifications:
(a) professional and technical personnel of enterprises, institutions and non-state-owned units in our city 2014;
(two) civil servants and units that refer to the management of civil servants are engaged in accounting, auditing, statistics, archives and other professional and technical work;
The professional and technical qualifications obtained by civil servants and managers who participate in public services are only used as a sign of their professional and technical level and business ability, and are not linked to wages, benefits and social security.
Starting from 20 14, the application conditions for 23 majors, such as college teachers, primary and secondary school teachers and health series, released by the provincial vocational reform office on 20 13 were tried out (see the column of Huanggang Human Resources and Social Security Bureau website-policies and regulations-professional titles for details). Each unit can formulate recommendation standards according to the new application conditions and the actual situation of the unit.
Three, the declaration of work control and ability verification work
(a) this year, the city's institutions still implement the total declaration control. The number of senior and middle-level positions declared by public institutions shall be in accordance with the requirements of the notice of Huang Zhi Municipality on the change of office letter [20 14] 1. The distribution of posts in counties and urban areas should be inclined to the grassroots level of villages and towns. In principle, each township should guarantee at least 1 senior declared post.
(2) The capability verification shall continue according to the requirements of the document number. No. [2008]29, Hubei Vocational Reform Office. The level and ability test of senior professional titles shall be organized and implemented by the corresponding jury office. The ability test of intermediate professional titles shall be carried out according to the Notice of the Municipal Vocational Reform Office on Carrying out the Ability Test of Intermediate Professional and Technical Positions (Huang Vocational Reform Office Letter [2065438+04] No.3).
Teachers in colleges and technical secondary schools apply for senior and intermediate titles, and the evaluation results are used as the basis for proficiency testing. Among them, those who rank in the last two academic years 10% are not allowed to apply for evaluation, and teachers who apply for different types of colleges and universities shall take this as the standard. Colleges and technical secondary schools should formulate specific high school recommendation programs according to this principle.
The professional ability test certificate obtained on or after 20 12 is valid this year.
Iv. Requirements for annual review
(1) The city's application and evaluation requirements for senior and intermediate titles will be completed this year. See Annex 1 for specific arrangements and progress. The office of the intermediate jury is responsible for accepting the materials and conducting preliminary examination, and the Municipal Vocational Reform Office conducts preliminary examination of the application materials. The office of the judges shall, before carrying out the annual evaluation work, report the evaluation work plan to the Municipal Office for Reform of Posts and Telecommunications for approval. The judges of the annual intermediate jury shall be selected from the judges' library by the Municipal Vocational Reform Office. The procedures and requirements for the declaration and evaluation of the qualifications of various series of senior positions shall be implemented according to the plan approved by the Provincial Office for Vocational Reform.
(two) all localities and units to declare senior titles should use the 20 14 version of the "title information management system" (downloaded from the "title evaluation" column download center of the Provincial People's Social Welfare Department) to enter and summarize the application materials. This year, the application for junior titles will no longer use the "title information management system".
(three) adhere to the good faith commitment and publicity system. Each applicant shall sign the Letter of Commitment on the Integrity of Professional and Technical Qualification Declaration (see Annex 2), and promise that the personal information and supporting materials provided are true and accurate. The employing unit shall carefully examine and strictly control the application and evaluation materials of professional and technical personnel. The applicant's "list" must be publicized in this unit for more than one week, and a certificate of publicity shall be issued (see Annex 3).
(4) Demobilized cadres newly placed in professional and technical posts in institutions and professional and technical personnel transferred from party and government organs to enterprises and institutions can directly declare the titles of deputy senior and below according to the corresponding conditions of personnel with the same academic qualifications within three years.
(five) around the city and county backbone enterprises talent evaluation needs, outstanding professional and technical backbone with outstanding contributions and the introduction of urgently needed talents, continue to organize special evaluation of senior titles.
Five, the declaration method and application materials specification
(1) Method of declaration
1. Personnel with personnel relations in state-owned enterprises and institutions must be recommended and declared by the personnel agency of this unit; Declare through other channels, as illegal participation.
2. Personnel from non-public units, temporary workers from state-owned enterprises and institutions or social migrants shall be recommended by the employing unit, declared by a personnel agency with the qualification of personnel file management or organized by the local Federation of Industry and Commerce, and submit the certificate that I have paid social security continuously in the local area for nearly one year; Private schools and other units with relatively concentrated personnel agencies can be declared by the employing units and must be audited by personnel agencies with personnel file management qualifications.
3. The personnel of the central unit in Yellow River shall be entrusted by the competent department with the qualification of entrustment to the provincial and municipal vocational reform offices to issue a letter of entrustment evaluation. Commissioned by the evaluation of senior titles, with the consent of the Provincial Vocational Reform Office, send an admission notice to the relevant jury, and then submit the evaluation materials; Commissioned by the evaluation of junior titles, approved by the Municipal Office for Vocational Reform, can participate in the evaluation of local titles.

Six, other specific requirements
(1) The Municipal Vocational Reform Office, in combination with the arrangement of the Provincial Vocational Reform Office, announced this year's high and intermediate level examinations, the time for accepting materials and the time for review (see annex 1). If there is any change in the arrangement, the new notice arrangement of the jury office shall prevail. The relevant departments, units and personnel agencies of the county and city directly under the municipal government shall submit materials within the unified time stipulated by the city, and will not accept them after the deadline.

(three) all localities and units should implement the accountability system in the declaration, recommendation, publicity and audit of professional titles. Starting from this year, the authority to review and confirm the relevant certificates and original performance of those who apply for intermediate titles will be delegated to the county level, and the counties and cities will be responsible for the review and confirmation.
