Summary Report of Jiaxing Intangible Cultural Heritage Survey
Since June 2007, especially since the beginning of the year, under the careful guidance of the Provincial Intangible Cultural Heritage Office and the great attention of leaders at all levels, and in accordance with the unified arrangements and requirements of the provincial government and the Provincial Department of Culture, our city has earnestly implemented the work objectives of "comprehensive survey, finding out the family background, improving the mechanism, standardizing management, overall protection and inheritance and development", adhered to the guiding principle of "comprehensiveness, representativeness and authenticity" and linked with the reality of Jiaxing. Five stages of census work, including preliminary preparation, clue arrangement, project investigation, material production and municipal acceptance, were determined, and the city's census staff were organized to carry out a comprehensive survey of intangible cultural heritage, which was successfully completed in September this year with remarkable results.
I. Main achievements
Although the census work in our city started late, and the implementation time of the census is less than six months, since the beginning of the year, the whole city has formed a sense of * * *, grasping backwardness to promote balance, grasping key points to promote development, tackling difficulties, and making rapid progress, and has achieved fruitful results. At the same time, it also gave full play to the advantages of backwardness, so the overall situation and quality of the census work are good and very gratifying achievements have been made.
(a) the basic understanding of the intangible cultural heritage of this city.
The city * * * collected 95,678 intangible clues and 8,979 investigation items, of which newly discovered items accounted for 56.5%.
1. The category, quantity and distribution of intangible cultural heritage have been preliminarily found out. The first is the type and quantity. The survey covers 17 categories and more than 100 categories, including 2460 folk literature, 260 folk music, 0/08 folk dance, 4 1 drama, 65 folk acrobatics, 236 folk arts and crafts. Life etiquette 1 093, season 577, folk belief 625, folk knowledge 404, entertainment, traditional sports and competitions 444, traditional medicine 4 1, others 77. It can be seen that the resources of folk literature, folk handicrafts and life etiquette in our city are the most abundant, accounting for 27.4%, 12.2% and 12.2% of the total number of survey items respectively. Resources such as folk dance, opera, folk art and folk acrobatics are very scarce, accounting for about1%; Folk music, folk art, production and trade customs, consumption customs, seasons, folk beliefs, folk knowledge, entertainment, traditional sports and competition, and traditional medicine are relatively rich. The second is the allocation of resources. In terms of the number of administrative regions, from high to low, Tongxiang City/KOOC-0/972, Haining City/KOOC-0/9, Jiashan County/KOOC-0/323, Haiyan County/KOOC-0/7 and Xiuzhou District/KOOC-0. Judging from the differences in the distribution of projects in the whole city, the life etiquette, seasons, folk beliefs and other projects are similar, while the projects of folk music, folk dance, folk art and folk beliefs are quite different in different places, and many projects have strong independence and distinctive personality and regional characteristics. The third is the situation of the inheritor. A large number of old folk artists were found in the general survey, and 8664 non-genetic inheritors (old artists) were interviewed throughout the city, and rich information on intangible cultural heritage resources was mastered. Among them, the inheritors of important projects not only registered their age, occupation, home address, contact information and health status, but also took photos for archiving. In June this year, the municipal government named and announced Haihua Han and other 17 artists as the second batch of Jiaxing folk artists.
2. Establish a relatively complete archive of intangible cultural heritage resources. The first is paper documents. The city * * * compiled written materials in volume 2 10, totaling 9.65 million words, including city and county census results in volume 17, town-level compilation in volume 77, 109, and 84 other related materials. The second is electronic archives. All written materials formed by the census are entered into the computer, and the computer for data entry is managed by a special person. The third is the photo file. In the general survey, 54 digital photos were taken17, and * * * photos were taken 17000. Fourth, audio-visual archives. The city * * * completed 368 hours of audio and video recording and 748 hours of video recording, including 93 1 box of audio-visual materials. The fifth is the physical file. * * * Collected 2642 folk works and articles.
(2) Excavated and sorted out a number of important intangible cultural heritage projects.
1. Timely rescue the representative or significant intangible cultural heritage projects in this area. It is mainly to give priority to 2,493 projects in the city, such as endangered projects, high-value projects, projects with obvious characteristics, long-standing projects, high-potential projects, and projects with wide influence, and to collect audio, video, photography and other materials in order to rescue them in time and give priority to protection. For example, Xiuzhou District has rescued a number of traditional folk art works such as different versions of folk literature "Silly Son-in-law" and "The Story of Xu Wenchang".
2. Combined with the general survey, a number of intangible cultural heritage protection lists have been launched. Five projects, including Jiashan Tian Ge, Pinghu Pipa Pai, Pinghu Clam Book, Sea Salt Lantern, and sericulture custom (including silkworm flowers in the mountains jointly declared by Tongxiang and Huzhou Deqing), were included in the second batch of national intangible cultural heritage list and the first batch of national intangible cultural heritage expansion project list; Jiaxing kitchen painting art 12 projects were included in the second batch of intangible cultural heritage list in Zhejiang province, and Jiaxing Dragon Boat Festival Custom, Haining Shi Xia Lantern Festival, Tongxiang Silkworm Roll Flower and pinghu city Ying Da Candle were included in the first batch of national traditional festival protection bases in Zhejiang province. Hundreds of projects have been listed in the intangible cultural heritage list of cities and counties; Pinghu city has also published a number of town-level intangible cultural heritage lists. Among them, the folk literature "Tongxiang Silkworm Song", traditional music "South Lake Picking Song Ling", traditional dance "Qinshan Tiger Butterfly", folk art "Haining Beach Spring" and many other cities and counties are all newly excavated items in this census. In addition, our city actively cooperated with the Provincial Department of Culture to declare "China Sericulture" and "United Nations Intangible Heritage List".
(3) The intangible cultural heritage protection team was initially established.
This census involves 18 and 100 categories, covering all the intangible cultural heritage with historical, cultural and scientific value in our city, and the construction of census team is very important. Although the survey of folk art resources has trained a number of folk art survey backbones, according to the wide coverage of intangible cultural heritage survey, a large number of new census takers need to be trained. The protection of intangible cultural heritage is a brand-new job. Before the census, most of the cadres in cultural centers (stations) had only a little knowledge of intangible cultural heritage. Although many veteran comrades have been engaged in the "three combinations" of folk literature and the previous survey of folk art resources many years ago, they know little about the scope and requirements of the survey of intangible cultural heritage, especially the newly joined census personnel. The census is not only short in time, heavy in task and heavy in workload, but also requires high standards and complete data. Many projects need corresponding professional knowledge to be completed, and all data must be operated by computer. Therefore, this census has withstood severe tests and challenges from the knowledge structure to the work intensity for new and old enumerators, and many inspiring and respectable touching stories have emerged. Over the past year or so, our city has organized and trained16,973 professional and amateur census workers through various forms and ways, such as layer-by-layer selection, multi-level training, further study and practical exercise, and initially established a city-wide non-governmental organization with professional cadres of cultural institutions at city and county levels as the mainstay, town (street) and village (community) cultural workers as the basis and social assistants as the supplement.
Second, the basic practice
The general characteristics of the general survey of intangible cultural heritage in our city can be summarized as "five possessions": First, the general survey strength. The city invested 29 14 census backbones, 4.78 million yuan census funds and 9 10 census equipment; Second, the scope of the census is wide. * * * involves 17, with nearly 200 species, covering almost all agricultural civilizations in Jiaxing; Third, the breadth of the census object. The city has carried out carpet-type and dragnet-type mopping and arranging investigations, and the number of mopping and arranging clues has basically reached more than 0/00 in each village and more than 50 in each community, so as to achieve "four leaks" in types, clues, artists and towns; Fourth, the content of the census is in-depth. Through various means, such as writing, audio recording, video recording, photos, etc., the census items, especially the key investigation items, are recorded in an all-round and three-dimensional way, which truly reflects the original appearance and strives not to go out of shape. Fifth, the census has a strong momentum. Use various ways and means to create a census momentum and achieve a well-known and well-known effect. It is embodied in the following four aspects:
(1) Strengthen leadership and ensure effective measures.
1. Build a leading group and strengthen unity and coordination. Since September last year, the municipal and county governments have formulated the census work plan in a timely manner, and successively set up the intangible cultural heritage census leading group headed by the deputy mayor in charge or the cultural director, with the participation of relevant departments such as propaganda, finance, development and reform, to coordinate and organize the intangible cultural heritage census in the city. Haiyan County, pinghu city City and Haining City have successively established intangible cultural heritage protection (management) centers with the approval of the editorial board. 74 towns (streets) in the city have successively set up leading groups and working institutions for non-legacy census work.
2. Seriously mobilize and deploy, and carefully organize and implement. The first is to strengthen the administrative impetus. On June 5438+ 10 last year, the municipal government held a conference on the general survey of cultural heritage in the whole city to fully mobilize and deploy the general survey of intangible cultural heritage in the whole city. The governments of counties (cities, districts) attached great importance to it and held mobilization meetings for the general survey of intangible cultural heritage. The deputy mayor in charge personally mobilized, and relevant departments and towns and streets expressed their views to fully deploy the general survey of intangible cultural heritage. During the census, leaders at all levels in our city went deep into the front line of the census to carry out research and supervision. On July 24th, Vice Mayor Chai Yongqiang and Assistant Mayor Ju Fei led the leaders of the Propaganda Department of the Municipal Party Committee, the Municipal Finance Bureau and the Municipal Cultural Bureau to Jiashan County to investigate the general survey of intangible cultural heritage. Yao, deputy secretary of Haiyan County Committee, propaganda minister of the county Committee, deputy county magistrate and other leaders conducted special investigations on the non-legacy census work; Shen, director of the pinghu city Municipal Bureau of Culture, Sports and Tourism, participated in the village-level census forum for many times, and talked with village cadres and villagers to find clues. The second is to strengthen information communication and supervision and inspection. By holding the monthly general meeting of census work and the quarterly general meeting of directors in charge, we will strengthen the communication between counties (cities, districts), timely transmit relevant information, understand the progress of work in various places, study and solve the difficulties and doubts encountered in the census, learn from each other and urge each other, effectively speed up the work progress and efficiently complete the city's census tasks. For example, the Nanhu District Census Office assigned the professional cadres of the district cultural centers to the towns (streets) in the region and established a counterpart liaison meeting system, which not only strengthened the information exchange between towns (streets), but also inspected and urged the grassroots census work. In addition, provincial and municipal inspection teams have successively carried out special inspections on the non-legacy census work in counties (cities, districts) to ensure the quality and progress of the census.
3. Strive for financial support and implement census funds. With the attention of governments at all levels and the active efforts of cultural departments, the financial department has given strong support to the guarantee of census funds and equipment, and counties (cities, districts) have successively implemented census funds, of which each town (street) in the city has invested no less than 30,000 yuan in census funds. According to the standard of per capita resident population 1.5 yuan, Haining has allocated more than 900,000 yuan for the general survey and protection of intangible cultural heritage. * * * has allocated 4.78 million yuan for census, including 6.5438+0.8 million yuan at county level and 2.48 million yuan at town level, and invested 965,438+00 pieces of census equipment such as computers, cameras, tape recorders and filing cabinets. Strong financial guarantee has improved and accelerated the efficiency, quality and progress of census work in various places.
(2) Mobilize all forces to expand the census team.
1. Select census personnel and set up a working group. According to the actual needs of census work, cities and counties (cities, districts) have set up census work institutions with professional cadres of art groups and cultural centers as the main members since September last year. All towns (streets) and villages in the city have set up non-legacy work institutions one after another, forming a linkage mechanism and work network for the four-level general survey of cities, counties, towns and villages.
2. Use the resources of all parties to expand the team. The general survey of intangible cultural heritage needs to mobilize the whole society to complete. Therefore, while building a team, our city makes full use of social talent resources, and encourages and absorbs volunteers who are enthusiastic about the protection of intangible cultural heritage to join the census. First, give play to the role of the "five elders" (old artists, teachers, experts, veteran cadres and villagers) and university student village officials, and let them directly participate in the census work; The second is to hire people of insight who are enthusiastic about the protection of intangible cultural heritage as census experts; Third, give full play to the advantages of local teachers and students resources, combine social practice and subject research, participate in the general survey and provide clues; Fourth, cooperate with professionals in the media and broadcasting system such as radio and television stations and libraries; Fifth, education, industry, youth, women and other departments jointly carry out social publicity activities as a reserve force to supplement and strengthen the census team. According to statistics, there are 16973 people directly involved in the census work in the city, including 29 14 people.
(3) Grasp the main links to ensure the quality of the census.
Professional training has a decisive influence on the quality of census, which is related to the success or failure of the whole census. Therefore, the city attaches great importance to the following three main links: First, it pays attention to the pertinence of training objects and time. In June 5438+February, 2007, in view of the situation that the census work started, the city's intangible cultural heritage census training meeting was held in time, with the participation of business backbones of cultural centers (stations); In March this year, with the overall establishment of census teams in various places, a site meeting of the city's intangible cultural heritage census was held in pinghu city, a pilot area of provincial intangible cultural heritage census, to sum up and popularize the experience of Pinghu pilot, provide a model for the city's census work, and demonstrate the progress of the city's intangible cultural heritage census work; In July, aiming at how to better turn the general survey into the concrete implementation stage, a training meeting on the general survey of intangible cultural heritage was held in Feng Ming Street, Tongxiang City, to further clarify the principles of clue screening, project confirmation and project collection. The second is to pay attention to the operability of training methods. In order to make the census training effective, our city insists on combining counseling training with on-site demonstration, such as holding experience promotion meetings and business training meetings at the grassroots level in towns and villages, organizing front-line enumerators to ask questions and discuss on the spot, watching census videos, and visiting non-legacy protection projects on the spot. Third, pay attention to the practicality of training content. Various census handbooks, such as Jiaxing Intangible Cultural Heritage Census Manual, Jiaxing Intangible Cultural Heritage Census Clue Selection and Project Investigation Guide, and Jiaxing Intangible Cultural Heritage Census Project Survey Text Production Demonstration Sample, have been issued one after another, which have become practical reference books for the city's enumerators to solve problems and standardize the census. The city held two-level training courses 16 1 period, trained more than 6,000 business backbones and established a well-trained census team. Wang Miao, director of the Provincial Intangible Cultural Heritage Office, Chen Shunshui, deputy director, and other experts gave strong policy and operational guidance to the general survey training in our city.
(four) to create a strong atmosphere of public opinion, publicity is deeply rooted in the hearts of the people.
By carrying out the general survey and protection publicity activities of intangible cultural heritage with distinctive themes and various forms, a good atmosphere for the whole society to participate in the general survey has been created. All parts of our city have mainly adopted the following five kinds of publicity strategies and forms of non-legacy census:
1. Square publicity. Since June last year, cultural departments at the city and county levels have seized the opportunity of "Cultural Heritage Day" and carefully planned and organized more than 100 square cultural activities with the theme of promoting intangible cultural heritage. Haiyan County held a large-scale publicity campaign for the general survey of intangible cultural heritage, distributed more than 3,000 publicity materials for the general survey of intangible cultural heritage to passers-by, community residents and students, and launched a banner signing campaign for the protection of intangible cultural heritage.
2. Media promotion. The first is TV publicity. Seize the favorable conditions that the coverage rate of cable TV in our city reaches 100%, all localities broadcast mobile subtitles of the general survey of intangible cultural heritage in prime time of TV media, jointly shoot and produce special programs of the general survey with TV stations, and vigorously carry out publicity activities of the general survey of intangible cultural heritage. The second is radio publicity. Use township radio stations to publicize the intangible knowledge of rural residents and encourage rural residents to consciously participate in the intangible census. The third is newspaper propaganda. Since 2007, Jiaxing Daily and Nanhu Evening News alone have reported more than 500 news reports on the protection of intangible cultural heritage in the city. Nanhu Evening News opened a column "Looking for the unique skills of Jiaxing folk culture" to look for the plastic arts and performing arts masters scattered among Jiaxing people, which aroused great social repercussions. The fourth is online publicity. Establish "Jiaxing Intangible Cultural Heritage Network" and QQ group of intangible cultural heritage survey to provide a communication platform for local census institutions. Haiyan County also sent more than 5,000 non-legacy publicity messages to county and town government departments and units through the SMS platform of mobile companies.
3. Exhibitions, lectures and publicity. Over the past year or so, the city has held more than 50 exhibitions and lectures with the theme of "intangible cultural heritage". Important activities include the winning works exhibition of national intangible cultural heritage inheritors' style photography contest, Jiaxing folk paper-cut art boutique joint exhibition, Jiangnan folk stone carving art exhibition, Jiaxing Canal cultural photography roving exhibition, Jiashan? Kiln culture series activities, Haining intangible cultural heritage photography exhibition, Tongxiang folk handicraft works, "Dragon Boat Festival from the perspective of intangible cultural heritage" lectures, etc.
4. Census briefing and publicity. The establishment of cities and counties in work briefing, timely exchange and publicity of intangible cultural heritage protection and census work. Jiaxing Intangible Cultural Heritage Protection work briefing has opened up news focus, work trends, experience introduction, newsletter and other columns, which are sent to the whole province. So far, 16 has been released. Jiashan, Haining, Tongxiang, Haiyan and other counties (cities) have started the general survey of work briefing.
5. Department linkage publicity. Take the form of multi-sectoral cooperation and joint efforts to carry out non-legacy special publicity activities with extensive participation of the masses. For example, Haiyan County Cultural Bureau, Education Bureau, Youth League Committee, Women's Federation and other departments jointly launched the "intangible cultural heritage protection" action, and extensively carried out intangible cultural heritage publicity activities through young pioneers, young volunteers and female cadres.
The investigation of intangible cultural heritage is unprecedented in scale, with great gains and wide influence. It is an inventory of the precious heritage of ancestors, a summary of the creation of folk wisdom, and a great comb of Jiaxing spirit under the new situation. However, due to the influence and limitation of short census time, insufficient knowledge reserve of census personnel and insufficient census means, many census projects in our city still have some problems and shortcomings, such as incomplete data collection, incomplete census types, unclear historical evolution, inaccurate project classification, irregular text production and so on, which need us to further improve and supplement after the census is transferred to daily management.
Third, follow-up guarantee.
The general survey of intangible cultural heritage aims at finding out the resources, focusing on the follow-up protection, and the key lies in live transmission. Facing the fruitful results of the general survey of intangible cultural heritage, for our city, how to seize the favorable opportunity to declare the establishment of a national historical and cultural city, take solid and effective policies and measures, strengthen the follow-up protection and inheritance of the general survey of intangible cultural heritage, optimize the cultural ecological environment, and give full play to the positive role of intangible cultural heritage in enhancing cultural soft power.
(1) Formulating the intangible heritage protection plan.
1. Formulate a long-term protection plan for intangible cultural heritage. It is planned that the municipal government will formulate the Outline of Jiaxing Intangible Cultural Heritage Protection Plan (2009-20 15), further clarify the guiding ideology, basic principles, overall objectives, key tasks, promotion plans and safeguard measures of Jiaxing Intangible Cultural Heritage Protection, and set up special funds for Jiaxing Intangible Cultural Heritage Protection. At present, it has entered the planning drafting stage, and it is planned to complete the task completion planning in the first quarter of 2009.
2. Plan a number of key non-legacy projects. In mid-August this year, the Municipal Party Committee and the Municipal Government put into practice projects such as Jiaxing Dragon Boat Festival custom, Jiaxing Wufangzhai Zongzi making technology, Jiaxing cattle whipping, Xiuzhou fire umbrella lanterns, Xitang Bazhen cake making technology, Pinghu villain making technology, Haiyan cavity, Hainingchao custom, Tongxiang high-pole boat and so on. Secondly, make full use of the results of the current intangible cultural heritage census. For a number of intangible cultural heritage projects newly discovered and excavated in this census with outstanding historical, cultural and scientific value and complete census data, our bureau has issued a document asking all localities to actively declare the third batch of provincial-level lists by supplementing the Jiaxing municipal intangible cultural heritage list.
(2) Introducing the government subsidy system.
It is an effective way to "protect" the intangible cultural heritage, and it is also an important measure to consolidate the results of the intangible cultural heritage census to establish a subsidy system for the representative inheritors of important intangible cultural heritage (folk old artists), establish a guarantee mechanism for inheritance funds, strengthen the protection of representative inheritors, and encourage the inheritance, learning, protection and development of traditional skills. There are a large number of folk artists and inheritors in our city, totaling tens of thousands. This census interviewed 8664 of them, who made great contributions to the protection of intangible cultural heritage in our city. However, at present, many outstanding intangible cultural heritages are in danger of being lost, and many unique skills are lost. What is important is that most of the heirs are in financial difficulties and urgently need government support to relieve their worries.
At the beginning of this year, our city formulated the Interim Measures for the Implementation of Subsidies for Representative Inheritors of Intangible Cultural Heritage (Folk Old Artists), and included it in the 2008 Jiaxing normative document formulation plan and the 2008 Jiaxing cultural city construction action plan. At present, our bureau has completed the drafting of the document and is submitting it to the mayor for signature. The number of people who are going to enjoy government subsidies in the first batch is 20, and the subsidy standard is 2000 yuan/person. The subsidy is paid once a year until the inheritor (folk old artist) dies. The reporting period is 3-4 years as the case may be. It is expected to implement 10 before the end of the month.
(3) Building a number of non-legacy exhibition venues.
Just like the establishment of cultural relics protection museums in cities and counties, we should store and display intangible cultural heritage, and properly keep, display and publicize those precious intangible cultural heritage census materials and objects. We should actively strive for the government's attention and support, and build cities and counties' intangible cultural heritage exhibition centers in the next three or two years. On June 14 this year, Tongxiang Intangible Cultural Heritage Exhibition Hall was completed and opened (located in the cultural center of the city), with an investment of 500,000 yuan and an exhibition area of more than 200 square meters, and 48 key census items such as blue calico, three jumps and de-inked gauze lamps were exhibited. The museum has become a practical base for local students in the ninth grade, and the Shanghai cultural system has visited it twice. Tongxiang City will also establish Wuzhen as a provincial and national intangible cultural heritage tourism classic scenic spot. In addition, Xiuzhou District plans to set up a farmer painting exhibition center in Yuehe Historical Block of Jiaxing City, and Jiashan County plans to set up an intangible cultural heritage exhibition center in Xitang, an ancient town. It is a new model worth trying to locate the exhibition venues of intangible cultural heritage in popular scenic spots.
In August this year, the Municipal Party Committee Office and the Municipal Government Office formulated the Implementation Opinions on Declaring National Historical and Cultural City (No.53 [2008]), which included the construction project of Jiaxing Intangible Cultural Heritage Exhibition Center (Jiaxing Folk Art Museum) in the Eleventh Five-Year Plan. In 2008, the preliminary plan for the construction of Jiaxing Intangible Cultural Heritage Exhibition Center (including site selection, construction area, investment funds, etc.) was put forward. In 2009, collect folk art materials, put forward an exhibition framework, and start the construction of an intangible cultural heritage exhibition center; 20 10, the city intangible cultural heritage exhibition center was completed and opened to the outside world. The exhibition center uses the first-class building facilities of the existing Jiaxing Grand Theatre to build a comprehensive non-legacy exhibition venue integrating collection, research, exhibition and industrial development, with an exhibition area of 1.800 square meters and a total project budget of 3.8 million yuan.
(4) Compile a set of non-legacy protection series.
Formulate the compilation and publication plan of Jiaxing Intangible Cultural Heritage Protection Series, and compile and publish 15 kinds of cultural popular science intangible cultural heritage series by stages before 20 10 according to the requirements of unified planning, unified style, unified design and unified publication, so as to achieve the unity of knowledge, popularity, aesthetics, authority and popularization, and systematically and comprehensively reflect the intangible cultural heritage of our city. After the investigation and acceptance of intangible cultural heritage, we will concentrate on compiling and publishing Jiaxing Intangible Cultural Heritage Protection Series (the first series), which mainly includes five books, including Grand View of Jiaxing Intangible Cultural Heritage Investigation Project, South Lake Lotus Lantern Festival, Jiaxing Rolling Silkworm Temple Fair, Jiaxing Kitchen Painting and Jiaxing Folk Artists Investigation Report. At present, some monographs have completed the first draft and are scheduled to be published in 2009. In the future, we will plan to publish albums in succession.
(5) Set off a non-legacy revival movement.
The protection of intangible cultural heritage should avoid the tendency and phenomenon of "emphasizing declaration but neglecting protection" and "emphasizing census and neglecting inheritance". The purpose of census is not only to collect and preserve, but also to use and inherit, otherwise the census resources will still die and disappear, and the significance of census will be lost. Through this census, we have mastered a large number of intangible new projects and resources, which should be an inexhaustible source of mass cultural creation and production, an inexhaustible treasure house for improving public cultural services and safeguarding people's cultural rights and interests.
