Chapter I General Principles

Article 2 The operation of power equipment shall be based on safety, and the eight-character policy of "safety, reliability, economy and rationality" shall be fully implemented.

Article 3 All electrical personnel on duty, maintenance, construction and installation, testing, design, competent leaders and technicians must implement this procedure. Non-electrical personnel are prohibited from repairing or disassembling electrical equipment.

Article 4 This procedure is applicable to the power supply and distribution systems below 10 kV and 10 kV. The power supply system above 35kV shall be implemented in accordance with "Electric Safety Work Regulations".

Article 5 When a staff member finds any violation of these regulations, which is enough to endanger the safety of personal equipment, he shall stop it or refuse to carry it out.

Chapter II Basic Requirements for Electrical Safety Work

The first part is the general rules.

Article 6 electrical equipment is divided into high voltage and low voltage. High voltage: the voltage of the equipment to the ground is above 250 volts. Low voltage: the voltage of the equipment to the ground is 250 volts or less.

Article 7 An electrician shall meet the following requirements:

1. Be in good health, and have no diseases that hinder work as determined by doctors;

2. According to the post and the nature of work, have the necessary electrical knowledge, be familiar with the relevant provisions of the state and this regulation, and pass the examination by the competent department;

3. Must be able to get an electric shock first aid and electrical fire prevention and fire extinguishing methods.

Eighth electrical equipment, regardless of whether it is live or not, must be regarded as live if safety technical measures are not taken, and it is not allowed to dismantle or cross the fence at will because of work needs.

Article 9 Power supply equipment, whether the instrument has voltage indication or not, and has not experienced electrification or discharge, is regarded as having electricity.

Tenth approved power outages shall be in accordance with the scope of power outages, and shall not arbitrarily expand the scope of power outages.

Eleventh the so-called operating equipment refers to the equipment that has been fully or partially charged, or can be charged once it is in operation.

Section 2 Substation Duty Work

Twelfth substation personnel on duty, in addition to abide by the provisions of article seventh, should also be familiar with the performance of electrical equipment within the scope of management, primary and secondary drawings, and can skillfully operate and deal with accidents.

Article 13 There shall be no less than 2 persons on duty in each shift of substation. Under special circumstances, only 1 person is left. This person must have the ability to work independently and deal with accidents, and can only monitor the operation of equipment, and may not engage in repair work alone.

Article 14: The main work of the substation attendant is as follows:

1. The monitoring instrument ensures the normal operation of the equipment and correctly and decisively eliminates faults and accidents;

2. Adjust the operation mode, implement safety technical measures and safety organization measures according to tasks such as load, equipment status and maintenance test, and cooperate to complete the operation tasks;

3. Seriously and correctly record the running log and copy the specified forms and statements on time;

4. Do a good job of load regulation and power saving;

5. Make inspection records of equipment defects and equipment maintenance, so as to improve the intact rate of equipment;

6. Keep the fire fighting equipment and common tools in the station;

7. Do a good job in cleaning equipment and workplaces.

Fifteenth shall not enter the substation without approval, foreign visitors and inspectors must register in the station.

Sixteenth duty room should have the following information and instruments:

1. Operation simulation diagram and main wiring diagram of power supply and distribution equipment;

2. Drawings consistent with reality;

3. Qualified ordinary measuring instruments;

4. Temporary lighting tools;

5. Commonly used electrician, locksmith tools and maintenance materials;

6. Qualified safety equipment;

7. Electrical fire fighting equipment.

Seventeenth personnel on duty are not allowed to do things unrelated to the work during the duty hours, and are not allowed to leave their jobs without authorization.

Section III Substation Handover Work

Article 18. Successors should try their best to create favorable conditions for the next shift and do the following work in advance:

1. View the operation simulation diagram;

2. Organize the operation records and the contact business and instructions of superiors and related units;

3. Organize the occurrence and handling records of important operations, faults and accidents of this class, and put forward the work to be done in the next class;

4. Arrange the drawings and instruments. Stored in the duty room;

5. Review and sort out operation tickets and working tickets;

6. Complete the cleaning and hygiene work.

Article 19 The successor shall arrive at the site 10 ~ 15 minutes in advance to know and check the equipment operation in detail.

Twentieth in the following circumstances shall not be handed over:

1. The successor is drunk or the main personnel on duty have not arrived;

2. The successor does not know the situation;

3. During the accident or during the operation of the brake switch. At this time, the work should be given priority to with the personnel on duty, and the successors should assist the work under the unified leadership of the monitor on duty.

The fourth quarter patrol and inspection of electrical equipment

During patrol and inspection, it is generally not allowed to open the cover bar of electrical equipment for work. 1. The charged part is in front of or on one side of the staff;

2. The minimum distance from the human body to the live part is 6 kV and below ≥ 35 cm; 10 kV ≥ 70cm;

3. Good grounding conditions;

4.6 ~ 10 kV system has no single-phase grounding phenomenon.

Section 5 pour brake operation

Twenty-fifth switching operation must be carried out according to the order of the power dispatcher or the competent leader, and the guardian should be skilled in technical business. Switching operation should be completed by operators, and each operation ticket can only fill in one operation task.

Article 26 The switching operation sequence is as follows: first close the breaker on the power supply side, then close the breaker on the load side, and finally close the oil switch or air switch with arc extinguishing ability; The power cut-off sequence is opposite to the above. Twenty-seventh the following switching operations must be signed on the operation ticket:

1. Parallel connection and disconnection of transformers in power supply system;

Twenty-eighth the following operations do not require operation tickets, but a guardian must be present:

1. Stop the single operation of the oil transmission switch or other switches when the power grid load is limited;

2. Accident handling.

Twenty-ninth fill in the brake operation ticket, according to the actual operation simulation diagram, fill in the main contents:

1. Operation task;

2. Sender, receiver, operator and guardian;

3. Switches that should be turned off and on;

4. Protection and automatic devices that should be thrown back;

5. Grounding wires that should be removed and installed;

6. Important maintenance projects;

7. Start time and end time of the operation.

Article 30 the equipment in the process of operation, should check, and check. Chapter III Organizational Measures for Safety Work

Thirty-second organizational measures to ensure safety work include:

1. working ticket system;

2. Work permit system;

3. Work guardianship system;

4. End of work and power transmission system.

Article 34 the working ticket shall be clearly filled out by the maintenance person in charge with a pen or original ballpoint pen in duplicate, one for the person in charge and one for the person on duty.

Article 35 The working ticket shall be issued by the competent technician or the person in charge of the power department.

Thirty-sixth working ticket in the relevant personnel should bear the responsibility:

1. Work ticket issuer: whether the person in charge of the work is appropriate, whether the work is necessary, and whether the safety technical measures and safety organization measures taken are correct and complete.

2. Person in charge of the work (guardian): organize the work correctly and safely, conduct safety education in combination with the actual situation, and urge and supervise the staff to abide by the safety regulations; Check whether the safety measures in the working ticket are correct and complete, and whether the safety measures taken by the personnel on duty conform to the actual situation on site; Explain safety matters to employees before work.

Section 2 Work Permit System

Article 37 The work permit (personnel on duty) shall also:

1. In conjunction with the person in charge of the work, go to the site to check the safety measures taken again, and touch the test by hand to prove that the maintenance equipment has no voltage;

2. Point out the location of live equipment and explain the matters needing attention to the working director;

3. Sign the working ticket with the person in charge. After completing the above licensing procedures, you can start work.

Article 38 The person in charge of the work and the holder of the work permit shall not change the safety measures without authorization, and the personnel on duty shall not change the connection mode of the maintenance equipment. If there are special circumstances in the work that need to be changed, the consent of the other party should be obtained in advance.

Article 39 In case of heavy workload and long working hours, all safety measures shall be kept (based on the principle of not interfering with the normal operation of other equipment), and working tickets shall not be issued repeatedly. However, before the next job starts, the person in charge of the job will check with the personnel on duty whether the safety measures are complete before starting the job.

Section 3 Work Guardianship System

Article 40 the person in charge of the work shall clearly explain the work tasks, scope of work, matters needing attention and live parts to all the staff. The person in charge of the work (guardian) must always work at the scene, carefully monitor the safety of the staff, and promptly correct the violations of safety.

Article 41 when the person in charge of the work needs to leave the site temporarily, he shall appoint a guardian to replace him, explain the relevant matters to the substitute, and notify all the staff at the same time.

Forty-second working in two places, the person in charge of the work can assign people with practical experience to work in another place, but they must explain clearly the work tasks and matters needing attention.

Section 4 End of Work and Power Transmission System

Article 43 After the work is finished, the person in charge of the work shall be responsible for checking and cleaning the work site, removing all safety measures, evacuating all personnel, ensuring that the work equipment can safely send electricity, and then going through the work formalities with the personnel on duty.

Article 44 The personnel on duty shall check the working equipment after receiving the application for ending the work put forward by the person in charge of the work, and sign the working ticket with the person in charge of the work after meeting the operation requirements, indicating the end time of the work, and withdraw the working ticket.

Forty-fifth in the working ticket formalities before the end, the personnel on duty shall not be connected to the maintenance equipment. During the work break, if there is an emergency need to send electricity, it must be sent according to the exact notice of the person in charge of the work. All the staff have left the work place, the safety measures have been removed and the electrical equipment meets the requirements.

Article 46 The completed working ticket shall be kept for 3 months.

Chapter IV Technical Measures to Ensure Safety Work

Article 47 when working on all or part of the power equipment, the following safety measures must be completed:

1. Power failure;

2. Check the power;

3. Install the grounding wire;

4. Hang signs and install guardrails.

The above measures should be carried out by the attendant and supervised.

Section 1 Power failure

Article 48 The equipment that must be cut off in the workplace is as follows:

1. Maintenance equipment;

2. Equipment less than 35 cm away from the normal activity range of the staff;

3. The charged part is behind or on both sides of the staff;

4. Live equipment that cannot take necessary safety protection measures and affect the work.

Article 49 In case of power failure, all relevant power supplies must be disconnected, and there must be obvious disconnection points in case of power failure. It is forbidden to switch the isolating knife with load.

Fiftieth power outage range is limited to meet the safety work, and the power outage range shall not be expanded at will. Contact with important power supply units such as water pump station, infirmary and boiler room before power failure to prevent adverse consequences caused by sudden power failure.

The second section electricity inspection

Article 5 1 The test pen must meet the voltage level of the equipment under test. Before using the test pen, it should be tested on live equipment. (Do not touch the charged body when checking electricity with more than 6 kV. ) Make sure that the test pen is in good condition before proceeding. Insulating gloves and boots should be worn when checking electricity. It is not allowed to judge whether there is electricity according to the instructions of voltmeter and signal lamp.

Section 3 Installation of Grounding Wire (including short route)

Article 52 When it is verified that the equipment has no electricity, it shall immediately discharge the maintenance equipment and short-circuit the three-phase grounding. When there are several aspects of work equipment that may call, several groups of grounding wires should be hung. The grounding wire should be hung in the place where the staff can see it, but not in front of the staff to prevent the staff from being burned when making a phone call suddenly.

Article 53 The installation of grounding wire must be carried out by two people. When installing, connect the grounding terminal first, then the conductor terminal, and the contact must be good. The order of removing the grounding wire is contrary to the above provisions. Insulating rods or gloves should be used to install and remove grounding wires.

Article 54 The grounding wire shall meet the requirements of short-circuit current and be made of multiple strands of soft bare copper wire with a cross section of not less than 25mm2. Grounding wire should be numbered and stored in a fixed place.

Section 4 Hanging Signs and Installing Fences

Article 55 On the operating handles of switches and knife switches that can send electricity to the workplace once closed, "No one is allowed to work when closed!" Fifty-seventh when working on high-voltage equipment, the safety distance is not enough, temporary fences should be set up; When working on indoor high-voltage equipment, you should hang "Stop, high-voltage danger!" On the fences on both sides and opposite sides of the workplace, as well as on the aisles that are forbidden to pass. Signboard.

Fifty-eighth staff members are not allowed to take away any safety facilities such as hanging signs, installed fences and grounding wires at will. Chapter V Low-voltage Live Working

Article 59 Working on the live part of equipment or the shell of running electrical equipment is called live working.

Article 60 the voltage level in 6 ~ 10 kV and above equipment are not allowed to be charged, but can be low voltage operation. Live working must be carried out by two people, one working and the other monitoring.

Article 61 When working with electricity, the cuffs should be fastened and safe insulating tools should be used for operation. Hands are not allowed to directly contact charged bodies, and the body is not allowed to contact two phases or the ground at the same time.

Sixty-second people standing on the ground shall not directly transfer objects with live workers.

Sixty-third under the following circumstances, it is forbidden to work with electricity:

1. rainy weather;

2. Explosion-proof, fire-proof and damp places;

3. On the shell of electrical equipment with grounding fault;

Chapter VI Overhead Lines and Cable Operations

Article 71. When breaking ground where cables are buried, it should be approved by the motor vehicle department and supervised by special personnel. Chapter VII Work of Secondary System of High-voltage Equipment

Chapter 8 Work of Power Capacitors

Article 77 When working on power capacitors, the power supply of capacitors must be cut off, safety measures should be taken, and signs should be hung. Before operation, the capacitor should be completely discharged.

Chapter IX Temporary Power Supply Device

Article 79 Temporary power supply devices are suitable for installing temporary power facilities of 10 kV and below. Temporary power supply means that due to the urgent need of production, it is impossible to set up formal and permanent power supply facilities, both of which are called temporary power supply.

Eighty temporary power supply must go through the examination and approval procedures, and the user unit shall fill out the Application Form for Temporary Power Supply in triplicate, which shall be examined and approved by the competent department of electric power. The service life of temporary power supply is generally 30 days. Demolition is due. Need to continue to use, must apply for an extension, but the extension shall not exceed 30 days. Otherwise, the competent department of electric power has the right to stop power supply and report it to the factory department for handling.

Article 81 Welding machines, mixers, hoists and on-site lighting used in capital construction projects shall be applied for by the construction department according to the construction period, occupied after approval, and dismantled upon expiration.

Chapter X Accident Handling and Management

Article 91 Principles for handling electrical accidents:

3. Restore the power-off equipment as soon as possible.

Article 92 The handling of electrical accidents shall be carried out under the centralized and unified leadership of the shift supervisor. During the handling of accidents, the shift supervisor shall stick to his post and organize accident handling.

Article ninety-three when the accident trips the switch, the personnel on duty should check the switch protection system first, and then send a message after it is confirmed. When sending electricity, they should pay attention to whether there are any abnormal changes in instruments and equipment. Article ninety-four when the transformer is overloaded and the temperature rises, the personnel on duty should immediately switch the load or put into standby transformer to ensure normal power supply.

Article ninety-five when there is a high voltage single-phase grounding signal, the personnel on duty should quickly find the grounding point according to the signal reflection and handle it in time. During the ground fault finding, the equipment can continue to operate, but the non-fault relative ground voltage will increase by 3[ 1/2] times, and the personnel on duty should closely monitor the equipment operation to prevent the accident from expanding.

Article 96 After an accident, the personnel on duty shall immediately report the situation to the person in charge while handling the accident.

Article ninety-seven after the accident treatment, should fill in the accident report, signed by the shift supervisor, a copy to the electrical department, a copy to the production department. The main contents are as follows:

1. The time and place of the accident, the name of the equipment and the whole process of handling the accident;

2. The scope and time of equipment damage, power failure and the time to resume power transmission;

3. Direct economic losses caused by the accident;

4. Identification of protective equipment actions;

5. Accident analysis and future countermeasures;

6. The name of the person handling the accident and the name of the person filling out the report.

Chapter II XI Supplementary Provisions

Article 98 Where these provisions are inconsistent with the provisions of the state, the provisions of the state shall prevail.

Article 99 The Ministry of Electronic Industry shall be responsible for the interpretation and revision of these Provisions.

Article 100 These Regulations shall come into force as of the date of promulgation.
