(a) to obtain all kinds of engineering professional college education (or higher vocational education), engaged in engineering construction, supervision, design and other business work for 6 years;

(two) after obtaining a bachelor's degree or degree in engineering, management science and engineering, he has been engaged in engineering construction, supervision and design for 4 years;

(three) to obtain a master's degree or professional degree in engineering, management science and engineering, and to engage in engineering construction, supervision, design and other business work for 2 years;

(four) with a doctorate in engineering, management science and engineering;

(five) graduated from intermediate class, advanced class and preparatory technician (technician) class in technical colleges, and signed up for the corresponding examinations according to secondary school, junior college and undergraduate degree respectively.

Third, territorial registration requirements

According to the needs of epidemic prevention and control and the Notice of the General Office of Ministry of Human Resources and Social Security on Doing a Good Job in the Occupational Qualification Examination for Professional and Technical Personnel in Epidemic Prevention and Control Normalization (No.[2020]106 issued by the Department of Human Resources and Social Security). In principle, only candidates who work or live in Hunan are allowed to apply in our province, and foreign candidates are not allowed to apply. Candidates should carefully read the relevant provisions of the registration conditions and consciously register in good faith according to the relevant requirements.

(1) Choose the registration method. Registered and newly registered applicants can choose whether to apply through the "notification system" after filling in relevant information in the registration system. Applicants must carefully read and know the application instructions, as well as the relevant vocational qualification system and examination implementation methods, fully grasp the application conditions and requirements, and fill in the relevant information accurately, completely and truly after confirming that they are fully qualified.

1. If you choose "Do not use the notification system", you must fill in the relevant information and upload the relevant supporting materials, and continue the registration process after the online preliminary examination by the personnel examination institution. If "no notification system" is selected, the registration system will not be allowed to modify and change the registration method again. After passing the exam, you need to go to the job reform department of the registration place for on-site manual verification after the exam. Please choose carefully when applying.

2. If you choose "notification system", you must sign the "Application Form for Registration and Certification of Professional and Technical Personnel Qualification Examination" (electronic text) and may not handle it on your behalf. After the applicant has made it, it can be withdrawn before the payment and registration deadline. After quitting, you must upload relevant certification materials and pass the online preliminary examination of personnel examination institutions before you can continue to register. If it is withdrawn, the notification system will no longer apply to this year's exam. After passing the exam, you need to go to the job reform department of the registration place for on-site manual verification after the exam.

Those who choose "no notification system" and "withdrawal" will be deemed invalid if they fail to upload relevant materials to complete the online preliminary examination during the registration period.

(2) Information verification. Information such as personal identity, education background, major, work unit and relevant working years submitted by applicants during online registration is checked online through the government information sharing interface, and the check results can be divided into the following two types:

1. Online automatic verification passed. If you choose "notification system" to complete the registration, you will pass the examination and have no objection to the publicity. In principle, after the exam, you will no longer participate in manual verification.

2. Unable to verify online or failed to verify. If you choose "notification system" to register, you should upload relevant certification materials according to the tips of the registration system. After passing the examination, you should participate in the post-examination qualification verification according to the requirements of manual verification (attachment 1). If you choose "no notification system" to register, you must upload relevant certification materials according to the prompts of the registration system during the registration period, and continue to register after the online preliminary examination of the personnel examination institution.

(3) Persons to whom the notification system does not apply. The notification system is not applicable to applicants who have violated disciplines and regulations during the filing period and are recorded in the integrity files of professional and technical personnel qualification examinations. Such personnel must carry their ID cards, original academic certificates, unit labor contracts, social security payment records, etc. During the registration period, you must go to the second department of Hunan Personnel Examinations Institute for on-site registration. Those who pass the exam will be manually verified after taking the exam according to the principle of territoriality.

(4) Strengthen post-event supervision. Supervise and manage the whole process of applying for the exam, smooth the channels of supervision and reporting, and accept social supervision. Qualified personnel who intend to obtain qualification certificates shall be publicized on the portal website, and any report shall be verified and thoroughly investigated. At the same time, take a certain way to examine the qualifications of applicants. If it is found that it does not meet the registration conditions, it will be invalid according to the test results. Establish and improve the retrospective accountability review system. Applicants should fill in electronic documents and upload materials for long-term preservation as basic data of human resources. Whenever it is found through verification that they do not meet the conditions for applying for the exam at that time or have fraudulent behavior, their corresponding professional qualifications will be cancelled, and the corresponding professional qualifications or other rights and interests will also be cancelled.

(5) Strict punishment for dishonesty. Candidates who deliberately conceal the real situation, provide false information or obtain corresponding qualification certificates (achievement certificates) by other improper means shall be dealt with in strict accordance with the Provisions on Disciplinary Handling of Professional and Technical Personnel Qualification Examination (Ministry of Human Resources and Social Security Order No.31).

Establish a blacklist system for untrustworthy candidates, increase joint punishment for dishonesty, and strengthen cross-departmental linkage response. We will improve the joint disciplinary mechanism of "breaking faith in one place and being restricted everywhere", and the act of breaking faith will be recorded in the integrity file of professional and technical personnel qualification examination, and the candidates who have broken faith will be included in the national credit information sharing platform. The information of the person who is untrustworthy will be announced or notified to the public as appropriate, and the unit to which the party belongs will be informed. The Record Form of Personal Integrity and Dishonesty (Annex 2) will be put into personal files, and those suspected of committing crimes will be transferred to judicial organs for handling.

For the detailed regulations and procedures of the notification system for professional and technical personnel qualification examination registration certification, please read carefully the photo review and processing tools downloaded from China Personnel Examination Network (www.cpta.com.cn) and Hunan Personnel Examination Network (), and use this software to review photos in advance. Only after the examination and approval, the newly generated registration photos can be recognized by the online newspaper platform. The photos uploaded by the applicants will be directly made on the qualification examination registration form, admission ticket, certificate and certificate inquiry and authentication system. 3. 4. Select the registration method. Applicants can choose their own registration method when registering. For specific requirements, please refer to the first item of Article 4 "Notification System for Registered Matters" of this Notice.

5. Confirm the information and pay in time. The applicant should carefully check the information provided again to ensure that the information provided, selected and uploaded is complete and accurate. The applicant must pay the fee within the specified time; You can modify your registration information before confirming payment. Once paid, you will not be able to modify the information you have filled in. When paying online, please use a bank card (not limited to banks) marked "UnionPay" for online payment. After the payment is completed, be sure to check whether the "Payment Status" is successful. Deadline for online payment: 2021March 29th 17:30. Overdue payment or unsuccessful payment shall be deemed as abandonment of registration.

(2) Matters needing attention in online registration

1. Due to online verification and submission, it takes 24 hours to log in to the registration system to remind applicants to reserve enough registration time.

2. If the applicant sends the wrong photos, fills in the wrong personal information, chooses the wrong application information, fails to pay fees, does not meet the application conditions and other reasons, resulting in problems in taking the exam, marking papers, communication, qualification examination, certificate issuance and use, the applicant is responsible for it.

3. If you encounter problems in the registration process, you can read the relevant instructions of the national professional and technical personnel qualification examination registration service platform, or call the Hunan Provincial Personnel Examination Institute or the relevant departments of the city and state for consultation. Seven, the examination method

(1) The professional qualification examination for supervision engineer consists of four subjects: basic theory of construction project supervision and relevant laws and regulations (objective questions), contract management of construction project (objective questions), target control of construction project (objective questions) and case analysis of construction project supervision (subjective questions). Among them, "Basic Theory of Construction Project Supervision and Related Regulations" and "Construction Project Contract Management" are basic disciplines; Target control of construction projects and case analysis of construction project supervision are professional disciplines. Professional categories are divided into civil engineering, traffic engineering and water conservancy engineering, and applicants can choose one of them according to actual work needs.

(2) Subjective questions should be answered on the special answer sheet, and the following matters should be noted: 1. Before answering the question, carefully read the examinee's notes (the second cover of the test paper) and the answer instructions (the first page of the special answer sheet); 2. Use the prescribed answering tools to answer; 3. Answer in the area specified in the answer sheet.

Those who take four exams (with the level of unified examination) shall pass all subjects in four consecutive exam years, and those who take two exams (with the level of exemption from examination) shall pass the corresponding subjects in two consecutive exam years before obtaining the qualification certificate. Personnel who have obtained the professional qualification certificate of supervision engineer can sign up for other professional subjects (level plus major), and can be exempted from the basic subjects. If they pass the corresponding examination subjects for two consecutive examination years, they can obtain the corresponding professional examination certificate as the basis for increasing the professional category when signing up.

(4) According to the Notice of Ministry of Human Resources and Social Security Personnel Testing Center on Verifying the Qualification Examination Results of Professional and Technical Personnel (People Testing Center [2005]168), the results of objective questions are not verified in principle except for zero, absence of examination and violation of discipline. The application for result review is submitted to the personnel examination institution in the city where the examination results are registered within 30 days with the original ID card or admission ticket, and will not be accepted after the deadline.

After the examination, papers identified as identical by technical means will be given invalid examination results.

(5) When taking the exam, applicants must bring their admission ticket and the valid original of the resident ID card or social security card of the People's Republic of China before entering the examination room, and sign in the "Admission Signature" column of the invigilator's examination room seating table.

(6) Applicants should bring a black ink pen, eraser, 2B pencil and a silent calculator without text function when taking the exam. Mobile phones and other communication tools are not allowed to enter the venue, and carriers must turn off their mobile phones and put them in the designated position in the examination room. If you find that you use communication tools or don't turn off your mobile phone during the exam, you will be punished according to discipline.
