(2) The labor administrative departments of all provinces, autonomous regions, and municipalities directly under the Central Government shall comprehensively manage the vocational skills appraisal work in their respective regions, review and approve various vocational skill appraisal guidance centers and stations (institutes), and formulate the following relevant regulations and methods: < /p>

(3) The Vocational Skills Appraisal Guidance Center is responsible for organizing, coordinating and guiding the vocational skills appraisal work.

Article 8: The Vocational Skills Appraisal Guidance Center is a public institution, and a center director responsibility system is implemented in management. Article 9 Vocational Skills Appraisal Stations (Institutes) are specifically responsible for conducting vocational skills assessment for unemployed persons, employed personnel, military and civilian talents, graduates of various vocational and technical colleges at all levels and other vocational training institutions. accredited business organization. Chapter 3 Organization and Implementation of Vocational Skills Assessment Article 10 Establishment of Vocational Skills Assessment Station (Institute).

(1) The conditions for establishing a vocational skills appraisal station (institute) are:

(2) Units that apply to establish vocational skills appraisal stations (institutes) shall, in accordance with the above conditions and the specific regulations of provinces, autonomous regions and municipalities directly under the Central Government, submit to the local labor administrative department for review and approval, and they shall issue a "Vocational Skills Appraisal Station" Appraisal License", which clearly defines the scope, level and category of the type of work (professional) to be appraised, and at the same time grants a unified vocational skills appraisal station (institute) sign.

(3) Vocational skills appraisal stations (institutes) that appraise technical levels shall have approval authority stipulated by the labor administrative departments of provinces, autonomous regions, and municipalities directly under the Central Government; vocational skill appraisal stations (institutes) that appraise technician qualifications shall be governed by provinces, autonomous regions, and municipalities directly under the Central Government. The labor administrative department of the autonomous region or municipality directly under the Central Government shall examine and approve the application and report it to the Ministry of Labor for filing.

(4) Occupational skills appraisal stations (institutes) for industry-specific types of work are generally approved by the labor administrative departments of provinces, autonomous regions, and municipalities directly under the Central Government; vocational skills appraisal stations (institutes) for industry-specific types of work across regions and the central government , Vocational skill appraisal stations (institutes) directly affiliated to state agencies and PLA headquarters agencies shall be examined and approved by the Ministry of Labor. Article 11 Vocational skills appraisal stations (institutes) shall have the right to independently conduct vocational skill appraisals and shall have the right to reject any unjustified request by any organization or individual to change the appraisal results. Article 12 The Ministry of Labor organizes experts and famous teachers from relevant industries or units to uniformly compile vocational skills appraisal test questions and establish a vocational skills appraisal question bank based on the current "Worker Technical Grade Standards" and "National Occupational Skills Standards". Article 13 Vocational skills appraisal stations (institutes) must comply with the relevant regulations and implementation measures of the labor administrative department. Vocational skill appraisal test questions must be extracted from the test question bank prescribed by the state and are not allowed to prepare test questions on their own.
