In order to strengthen the management of experimental animals, ensure the quality of experimental animals, and meet the needs of scientific research, economic construction and social development, these regulations are formulated.

The term "experimental animals" as mentioned in these Regulations refers to animals that have been artificially raised, the microorganisms they carry are controlled, the genetic background is clear or the source is clear, and are used for scientific research, teaching, production, verification and other scientific experiments.

These Regulations shall apply to units and individuals engaged in the research, protection, feeding, supply, application, management and supervision of experimental animals.
Article 4
The management of experimental animals should follow the principle of unified planning and reasonable division of labor, which is conducive to promoting the scientific research and application of experimental animals.
Article 5
The State Science and Technology Commission is in charge of the national experimental animal work. The science and technology committees of provinces, autonomous regions and municipalities directly under the Central Government are in charge of the work of experimental animals in their respective regions. The relevant departments of the State Council are responsible for the management of experimental animals in their own departments.
Article 6
The state implements a system of quality supervision and quality certification for experimental animals. The specific measures shall be formulated separately by the State Science and Technology Commission.
Article 7
The national standards for genetics, microbiology, nutrition and feeding environment of experimental animals shall be formulated by the State Bureau of Technical Supervision.

Article 8
Units engaged in the breeding of experimental animals must regularly monitor the quality of experimental animals in accordance with the standards of genetics, microbiology, nutrition and feeding environment. Each operation process and monitoring data shall be recorded completely and accurately, and a statistical reporting system shall be established.
Article 9
The feeding room and laboratory of experimental animals should be located in different areas and strictly isolated. Laboratory animal feeding rooms and laboratories should have scientific management systems and operating procedures.
Article 10
The species conservation and feeding of experimental animals should adopt recognized varieties and strains at home and abroad, and hold valid certificates.
Article 11
Experimental animals must be raised separately according to different sources, varieties, strains and different experimental purposes.
Article 12
Experimental animals are divided into four levels: level one, ordinary animals; Second, clean animals; Class III, animals without specific pathogens; Grade 4, infertile animals. Different grades of experimental animals should be managed according to the corresponding microbial control standards.
Article 13
Experimental animals must be fed with qualified complete feed. Rotten, deteriorated, moth-eaten and polluted feed shall not be used to feed experimental animals. Vegetables, fruits, etc. Directly used as feed should be cleaned and disinfected and kept fresh.
Article 14
The drinking water of first-class experimental animals should meet the hygienic standard of urban drinking water. The drinking water of class II, III and IV experimental animals shall meet the hygienic standard of urban drinking water and be disinfected.
Article 15
The bedding of experimental animals should be treated according to the needs of different grades of experimental animals, so as to be clean, dry, absorbent, non-toxic, insect-free, infection-free and pollution-free.

Article 16
Imported experimental animals must be quarantined. Wild animals caught for supplementing provenance or developing new varieties must be isolated and quarantined in the local area, and a certificate issued by the animal quarantine department must be obtained. After the wild animals arrive at the laboratory animal premises, they need to undergo quarantine again before entering the laboratory animal breeding room.
Article 17
Experimental animals that must be immunized shall be immunized in accordance with the requirements of experimental animals or the relevant provisions of the Regulations on Animal Epidemic Prevention, except experimental animals used as raw materials for biological products.
Article 18
When an experimental animal dies of illness, it shall find out the cause in time, handle it properly and make records. Experimental animals suffering from infectious diseases must be destroyed immediately or treated separately as appropriate. Emergency immunization shall be given to experimental animals that may be infected, strict disinfection measures shall be taken for indoor and outdoor areas that may be polluted, and emergency preventive measures shall be reported to the superior administrative department of experimental animals and local animal quarantine, health and epidemic prevention units to prevent the spread of epidemic diseases.

Article 19
The application of experimental animals should choose corresponding qualified experimental animals according to different experimental purposes. Applying for qualified experimental animals should be regarded as the basic condition for declaring scientific research topics and identifying scientific research achievements. The verification or safety evaluation results obtained by using unqualified experimental animals are invalid, and the products produced shall not be used.
Article 20
The supplied experimental animals shall have the following complete information: 1. The exact names of varieties, strains and subspecies; 2. Genetic background or its source; Third, the status of microbial detection; 4. Certificate of conformity; 5. Signature of the person in charge of the feeding unit. Experimental animals without the above information shall not be used.
Article 21
There should be a special person in charge of the transportation of experimental animals. The means of transport for experimental animals should be safe and reliable. Experimental animals of different varieties, strains or grades shall not be mixed for shipment.

Article 22
Where an experimental animal imported from abroad is the original species, it shall be accompanied by the name of the strain and subspecies, genetic and microbial status and other information issued by the person in charge of the feeding unit. Experimental animals without the above information shall not be imported and applied.
Article 23
When importing the original species of experimental animals from abroad, the work units of experimental animals must register with the species protection, breeding and quality monitoring units designated by the State Science and Technology Commission.
Article 24
The export of experimental animals must be reported to the State Science and Technology Commission for approval. Only after approval can the export formalities be handled.
Article 25
The quarantine of import and export experimental animals shall be handled in accordance with the Regulations of People's Republic of China (PRC) on the Quarantine of Import and Export Animals and Plants.

Article 26
The work unit of experimental animals shall be equipped with scientific and technical personnel and specially trained breeding personnel as needed. All kinds of personnel should abide by the various systems of laboratory animal feeding management, and be familiar with and master the operating procedures.
Article 27
Local departments in charge of experimental animal work at all levels shall gradually implement the qualification accreditation system for all kinds of personnel engaged in experimental animal work.
Article 28
The work unit of experimental animals must organize regular inspections of the staff who are in direct contact with experimental animals. People who suffer from infectious diseases and are not suitable for their jobs should change jobs in time.
Article 29
Personnel engaged in the work of experimental animals must take good care of them, and may not tease or mistreat them.

Article 30
Units or individuals who have been engaged in the management of experimental animals for a long time and have made remarkable achievements shall be commended or rewarded by the competent department of experimental animal work.
Article 31
In violation of the provisions of the Regulations, the administrative department in charge of experimental animals shall, depending on the seriousness of the case, give a warning, make improvement within a time limit, and order it to close down.
Article 32
Relevant staff members who violate the provisions of these regulations shall be given administrative sanctions according to the relevant provisions of the state, depending on the seriousness of the case.

Article 33
The people's governments of provinces, autonomous regions and municipalities directly under the Central Government and the relevant departments of the State Council may, in accordance with these regulations and in light of specific conditions, formulate implementation measures. The management of experimental animals in the military system shall be implemented with reference to these regulations.
Article 34
The State Science and Technology Commission shall be responsible for the interpretation of these Regulations.
Article 35
These Regulations shall come into force as of the date of promulgation.
