Chapter 1 General Provisions

Article 3: These detailed rules apply to all undergraduate and junior college students in our school who have obtained full-time general higher education status.
Article 4 The school should focus on cultivating talents, implement the national education policy, follow the laws of education, and continuously improve the quality of education; it must strictly manage, improve and perfect the management system, and standardize management behaviors; it must combine management with Strengthen the integration of education, continuously improve management levels, and strive to cultivate and reliable successors.
Article 5 Students should have high aspirations and firm beliefs; love the motherland and serve the people; study diligently and strive for self-improvement; abide by laws and regulations and promote integrity; be honest and trustworthy, be strict with self-discipline; be sensible and self-cultivation, unite and be friendly; Be diligent and frugal, work hard; love life and keep strong.
Chapter 2 Rights and Obligations
Article 6 Students enjoy the following rights while in school:
(1) Participate in various activities arranged by the school teaching plan , that is, course selection, attending classes, examinations, experiments, internships, graduation thesis (design) and defense, lectures and other extracurricular activities; use the educational and teaching resources provided by the school.
(2) Obtain fair evaluation in terms of ideological and moral character and academic performance, and obtain corresponding academic certificates and degree certificates after completing the studies required by the school.
(3) If you have any objection to the punishment or handling given by the school, file a complaint with the school or the higher education administrative department.
(4) Other rights stipulated in laws and administrative regulations.
Article 7 Students should perform the following obligations while in school:
(1) Abide by the national constitution, laws, and regulations;
(2) Abide by school management system;
(3) Study hard and complete the required studies in each major of the school;
(4) Pay tuition and related fees as required, and fulfill the corresponding obligations for obtaining loans and grants;< /p>

Chapter 3 Student Status Management
Section 1 Admission and Registration
Article 8 All new students admitted to our school in accordance with national regulations must hold our school's " The relevant documents required in the Admission Notice and the Admission Instructions for New Students must be submitted to the school within the specified time to complete the admission registration procedures. Those who are unable to register on time for some reason should apply for leave from the school admissions office with relevant certificates before registering for the semester. The leave period should generally not exceed one week. If due to force majeure and other reasons, the school can retain admission qualifications for two years if the student applies before registering for the semester. Weekly time; any other time exceeding the prescribed registration time will be deemed as giving up the admission qualification.
Article 9 After new students enroll, the school will conduct a review within three months in accordance with national enrollment regulations. Those who pass the re-examination will be registered and obtain student status; those who fail the re-examination will be dealt with by the school on a case-by-case basis until their admission qualifications are cancelled. Anyone who has obtained a student status through fraud or malpractice for personal gain will have his or her student status revoked immediately by the school upon verification. If the circumstances are serious, the school will request the education administration department, disciplinary inspection, supervision and judicial departments to investigate.
Article 10 If a new student with a disease is diagnosed as unfit to study at school by a second-class A hospital designated by the school (the same below), the student can apply for it and the Academic Affairs Office will report it to the school for approval. The student can remain enrolled. One year of qualification and return to the place of origin for treatment. Those who retain their admission qualifications will not obtain student status. After treatment and recovery during the period of retaining admission qualifications, students can apply for admission to the school. They will be diagnosed by the school's designated hospital, meet the physical examination requirements, and pass the reexamination by the school, and then go through the enrollment registration procedures again. Those who fail the re-examination or fail to complete the admission procedures within the time limit will have their admission qualifications revoked.
Article 11 At the beginning of each semester, students must return to school on time and go through registration procedures with the relevant departments of the college and school where they study their major with their student ID cards. Those who are unable to register as scheduled for some reason should apply for a postponement of registration. Those who fail to ask for leave and fail to register after the deadline will be treated as automatic withdrawal.
Those who fail to pay tuition fees in accordance with school regulations or do not meet the registration conditions will not be registered. Students from families with financial difficulties can apply for loans or other forms of funding and register after completing the relevant procedures.
Section 2 Assessment and Score Records
Article 12 Students must take assessments for all courses (including various educational links) stipulated in the professional teaching plan. The assessment results are loaded into the student's grade book. The college where the course is located will log the results online and report them to the Academic Affairs Office for record.
Article 13 Assessment is divided into two forms: examination and examination. If you pass the test, you will receive corresponding credits.
Article 14: The performance evaluation shall be based on a hundred-point system. The overall evaluation score of each course shall be calculated based on the usual assessment score accounting for 20% and the final assessment score accounting for 80%. If the ratio needs to be adjusted due to course requirements, it must be reviewed and approved by the college where the course is held and reported to the Academic Affairs Office for record. The results of university physical education classes are comprehensively evaluated based on daily attendance, in-class teaching and extra-curricular exercise activities.
Article 15 If a student fails the course assessment specified in the teaching plan, he or she must apply for a make-up examination or retake. For those who retake the courses, they must be reported to the Academic Affairs Office for record after being approved by the college where they are located. The Academic Affairs Office will coordinate and arrange to retake the courses. If students fail the elective courses, they can retake the courses or study other courses with the consent of the college where they are located and the Academic Affairs Office. After passing the test, the corresponding credits will be counted.
Article 16 In principle, students are not allowed to ask for leave during the examination period. If you are really unable to take the exam due to illness, you must hold a certificate from a second-class A hospital designated by the school, signed and sealed by the director of the school hospital, apply personally, and after review by the college where you are located and filing with the Academic Affairs Office, you can apply for a deferral of the exam and take a holiday. After the semester ends, the Academic Affairs Office will arrange an exam.
Article 17 Anyone who has not obtained the examination qualification, has not asked for leave, or has not been approved for leave and is absent from the examination must retake the course.
Article 18 Anyone whose cumulative failed credits reaches 1/4 of the total credits will be dismissed from school.
Article 19: Handling of student examination violations:
(1) Those who violate examination disciplines will be criticized and educated and given corresponding warnings, serious warnings, and demerits by the college where the student is located, depending on the circumstances. Wait for disciplinary action. If the circumstances are serious, the course assessment results will be recorded as invalid and reported to the school's Academic Affairs Office for investigation and handling.
(2) If a person who cheats on an exam is discovered, the course assessment results will be invalidated and he will be placed on probation for one year. Serious cases may lead to expulsion from school. Those who are given warnings, serious warnings, demerits, and probation will be given the opportunity to retake the course before graduation if they perform well after education.
(3) Anyone who lets others take the exam, takes the exam for others, organizes cheating, uses communication equipment or other methods to cheat will be expelled from the school; those who involve people outside the school will be handed over to the relevant departments for processing.
Article 20 Students must obtain examination (examination) qualifications before taking exams or examinations. Examination qualifications will be reviewed by the student’s college and reported to the Academic Affairs Office for record. Those who have any of the following circumstances will not be eligible for the examination:
(1) Those whose cumulative absences (including sick leave) exceed 1/3 of the total hours of the course in one semester;
(2) Those who fail the usual assessment or have no usual grades;
(3) Those who are absent from the course for a total of more than 6 hours in one semester.
Article 21 Teachers must carefully record daily grades and examination results in students’ grade books, and the grades must not be altered. The professional course (including professional basic course) examination result booklet shall be made in duplicate. After being signed by the teacher who obtained the score, the dean in charge of teaching of each college will review and sign according to the prescribed procedures. After being stamped with the official seal of the college, one copy shall be sent to the office of the college where the student is located, and the other shall be sent to the office of the college where the student is located. Send a copy to the Academic Affairs Office along with the test paper analysis.
Article 22: The college where the substitute teacher works is responsible for student performance, and the student status management system login must be completed before and after each semester’s holidays. After the scores are registered, changes are not allowed in principle. If changes are really needed due to special reasons, the teacher must write a written certificate, which will be reviewed and signed by the dean of the college and approved by the Academic Affairs Office. Actual grades are modified in the academic management system.
Article 23 Public physical education courses are compulsory courses, and students must pass the exam and obtain corresponding credits. Students' official physical education class scores should be comprehensively evaluated based on attendance, in-class teaching and extra-curricular exercise activities.
For students who are unable to take physical education classes due to disabilities, they must apply in person, and the college where the student is located will submit their opinions and submit them to the Academic Affairs Office for review and approval. The School of Education and Public Security will arrange for them to take "physical health classes". Teachers evaluate their public physical education class scores based on their class performance.
Article 24 Students may apply for minoring in other majors or elective courses in other majors in accordance with relevant school regulations. Students may take courses across schools under inter-school agreements. The grades (credits) of courses taken at other schools will be recognized after being reviewed by the school.
Section 3: Changing Majors and Transferring
Article 25 Students may apply to change majors in accordance with school regulations. According to the development and changes of society's demand for talents, the school can appropriately adjust the majors studied by students when necessary.
Article 26 Students should generally complete their studies at the institution to which they have been admitted. If you are sick or have special difficulties and are unable to continue studying at this school, you can apply for transfer.
Article 27 If a student wants to change majors within the scope of the school, he or she must submit an application. The transfer-out college and the transfer-in college agree, and the application is reported to the Academic Affairs Office for review. The school will study for approval and report to the Provincial Department of Education for record.
Article 28 If a student applies to transfer to another school, with the consent of both schools, the transferring school will report to the local provincial education administrative department to confirm that the reason for transfer is legitimate, and the transfer procedures can be completed; inter-provincial transfer Scholars shall consult with the provincial education administrative department of the place of transfer to the education administrative department of the place of transfer, and go through the transfer procedures after confirming the transfer conditions. For those who need to transfer their household registration, the provincial education administrative department of the place of transfer shall send a copy of the relevant documents to the public security department of the place where the school is transferred.
Article 29 Students who have any of the following circumstances are not allowed to transfer:
(1) Those who have enrolled for less than one semester;
(2) Those who transfer from the next batch of admission schools where the enrollment is located to the previous batch of schools, or transfer from a low academic level to a high academic level;
(3) Those who are determined to be targeted and entrusted training at the time of enrollment;
(4) Those who should be dismissed from school;
(5) Other reasons without justifiable reasons.
Section 4 Suspension and Resumption of Study
Article 30 Students can complete their studies in stages. The number of years in school for higher vocational education (junior college) shall not exceed 5 years, and the number of years in school for undergraduate students shall not exceed 6 years.
Article 31 Students who have any of the following circumstances shall be suspended from school:
(1) Due to illness diagnosed by a designated hospital, classes must be suspended for treatment and recuperation, accounting for the total semester hours Those who take more than one-third of the total credit hours in a semester;
(2) Those who take leave in one semester and miss more than one-third of the total hours in that semester based on attendance;
(3) Due to special reasons , I apply or the school deems it necessary to take a leave of absence.
Article 32: A student’s suspension of study is generally for one year (with the approval of the school due to illness, the suspension can be for two consecutive years), and the total period shall not exceed two years.
Article 33 Issues related to students who are suspended from school shall be handled in accordance with the following regulations:
(1) Students who are suspended from school do not enjoy the treatment of students studying at school.
(2) Students who are absent from school due to illness should go home to recuperate. Enjoy public medical care for one year during sick leave. Those who have been on sick leave for two consecutive years will have no public medical treatment in the second year and will bear their own medical expenses. During the period of enjoying public medical care, students should seek medical treatment at local public hospitals and be reimbursed according to school regulations with official hospital receipts.
(3) Students who take a break from school and return home are responsible for their own round-trip travel expenses.
Article 34 Students’ resumption of schooling should be handled in accordance with the following regulations:
(1) Students who have suspended schooling due to injury or illness must be diagnosed by a hospital at or above the county level when applying for resumption of schooling. Only after proving recovery to health and passing the re-examination by the school can students return to school;
(2) After the student's suspension period expires, he should apply to the school for reinstatement with relevant certificates before the start of the semester;
(3) If a student commits serious violations of laws and disciplines during the period of suspension, his/her qualification for resumption shall be cancelled.
Article 35 Students are not allowed to apply for admission to other colleges and universities while retaining their admission qualifications, retaining their student status, or taking a leave of absence.
Article 36 If a student suspends school, he or she must go to the Academic Affairs Office to collect the "Weinan Normal University Student Status Change Form" and go through the suspension procedures one by one as required; for students who have not gone through the suspension procedures, the period of absence will be Punishment for absenteeism.
Article 37 If a student is drafted into the People's Liberation Army of China (including the Chinese People's Armed Police Force), the school will retain his or her student status until one year after retirement.
Section 5 Dropout
Article 38 A student shall be dropped out of school if he or she has any of the following circumstances:
(1) The number of credits earned per semester is less than Those who deserve one-third of the credits for the semester;
(2) Those who do not go through the formalities for resumption of study after the suspension period or those who apply for resumption and fail the reexamination;
(3) Those who are mobilized by the school , who should not suspend schooling due to illness, and who misses more than one-third of the total class hours in a school year;
(4) Those who have been diagnosed by a designated hospital and are unable to continue studying at school due to illness
(5) Those who are unable to continue as learners due to accidental disability;
(6) Those who leave school without asking for leave and fail to participate in the teaching activities prescribed by the school for two consecutive weeks;
(7) Those who fail to register within the first week of school without valid reasons;
(8) Those who apply to drop out of school, but the education is invalid after persuasion.
Article 39 For students who drop out, the college where they are located will put forward opinions in accordance with the student status management regulations, and submit them to the Academic Affairs Office for review and approval by the school.
Article 40: Regarding the aftermath of a student’s withdrawal from school, suggestions should be made according to the following student status management rules and submitted to the Academic Affairs Office for review and approval by the school.
(1) Students who drop out of school or leave school for various reasons will return to the place where their parents or caregivers reside.
(2) For those diagnosed with diseases that do not meet the physical examination standards (including accidental disability), the parents or caregivers will be responsible for collecting the money.
(3) For students who drop out, the school will issue a certificate of withdrawal and a certificate of graduation based on the number of years of study (the duration of study in school shall not be less than one year). Students who leave school without permission from the school will not be issued a certificate of graduation or a certificate of withdrawal.
Article 41 Students who have canceled their student status or dropped out of school are not allowed to apply for reinstatement.
Article 42 The withdrawal of a student will be decided by the school dean’s office meeting. The school will issue a decision letter, which will be delivered to the student by the student’s college for signature. The decision letter should include the fact that the withdrawal was made. , reasons, basis and appeal deadline. If it cannot be delivered directly, the school will mail it by express delivery or registered mail according to the home address provided by the student according to the specific circumstances; if it still cannot be delivered, the school can use appropriate methods to make an announcement on campus. Article 43 If students have objections to the withdrawal process, refer to Articles 61, 62, 63, and Article 63 of the "Regulations on the Management of Students in Ordinary Colleges and Universities" issued by the Ministry of Education. Article 64 stipulates that written complaints should be submitted to the school student appeals committee and the higher education administrative department within the specified time.
Section 6 Attendance and Discipline
Article 44 After the start of each semester or holidays, on the morning of the first official day of class, each college must check the attendance of students at school. situation, and report in writing to the Academic Affairs Office the number of students who should be present in each class, the actual number of students who are present, the number of students who are absent from class and the list of students who are absent from class.
Article 45 If students are unable to participate in the activities specified in the education and teaching plan on time, they must ask for leave in advance and obtain approval. When students apply for leave, they must follow the following approval procedures: Personal leave: Students are generally not allowed to apply for personal leave. If there are special circumstances and you need to ask for leave, you must state the reasons in advance and go through the formalities for personal leave in person. Only after approval can you leave the school. If the leave exceeds two days, the necessary certificates should be attached. Sick leave: Students who ask for sick leave must have a hospital diagnosis certificate. If they cannot ask for leave on the same day, they must apply for leave within three days, otherwise they will be treated as absent from class. A leave application form must be filled in when requesting leave. Sickness or personal leave of less than one day must be approved by the class monitor and the counselor; leave for more than one day must be approved by the student's college. After the leave application procedures are completed, the leave application form should be submitted to the college office for review. Cancellation and renewal of leave: After the student's leave expires, he must attend class on time and cancel his leave in a timely manner to the leave approval department. Those who fail to complete the leave cancellation procedures within the time limit will be punished as absenteeism. If you are unable to attend school on time and need to extend your leave, you must state the reasons and attach proof. The method for extending leave is the same as applying for leave.
Article 46: The monitor or study officer of each class is responsible for attendance work, carefully fills in the "Weinan Normal University Teaching Log" according to regulations, and summarizes students' lateness, early departure and absence from class every weekend. Classes are announced and after review by the counselor, the statistics will be reported to the office of the college next week.
Comrades in charge of student attendance in each college office should promptly understand students' absences, make accurate records, and promptly report student attendance status to the dean of the college where they are located. Students who are absent from class without excuse must be educated and dealt with in a timely manner.
Article 47 Students who are absent from class (including being late for no reason or leaving early) must be criticized and educated. If the circumstances are serious or those who refuse to change despite repeated admonitions, disciplinary sanctions shall be imposed. Those who are absent from class for a total of 10 class hours in one semester (one day of absenteeism is calculated based on the actual number of classes) will be given a serious warning; those who are absent from classes for more than 10 class hours and less than 30 class hours will be given a demerit or probation respectively based on their understanding and attitude; those who are absent from class for more than 10 days will be given a serious warning. Article 49: The expulsion of a student shall be decided by the school dean’s office meeting. Section 7: Graduation, Completion and Dropout
Article 51: Students must complete the content specified in the education and teaching plan within the number of years specified by the school, and meet the requirements morally, intellectually, and physically. Approved for graduation, the school will issue a graduation certificate.
Article 52 If a student completes the content specified in the education and teaching plan within the number of years specified by the school but fails to meet the graduation requirements, he will be allowed to complete the course and the school will issue a completion certificate. One year after graduation, graduates can retake or make up for graduation projects, thesis, and defenses within the time specified by the school. Those who pass the exam will report to the Provincial Department of Education for review and then be issued a diploma; for renewed diplomas, the graduation time will be as per the issuance date. Fill in the date. Those who fail or do not apply for re-examination after the deadline will not be re-sited in the future. If a student has one of the following circumstances in the last academic year, a completion certificate will be issued after the study period:

Article 53: To undergraduate graduates who meet the degree-granting conditions, the school will confer the corresponding bachelor's degree and issue a certificate.
Article 54 The school will issue a certificate of graduation to students who have completed more than one year of study and have passed the test.
Article 55: To those who complete their studies in this major while minoring in other majors and meet the minor requirements of the major, the school will issue a minor professional certificate.
Article 56: The school will not issue academic certificates or degree certificates to those who enroll in violation of national enrollment regulations; the school has the right to recover academic certificates and degree certificates that have been issued and report them to the education administration department for announcement invalid.
Article 57 If the graduation, completion or school attendance certificate is lost or damaged, the school will issue the corresponding certificate after verification upon personal application. The certificate has the same validity as the original certificate.
Article 58 If the corresponding academic certificate is not awarded, the student’s college will send a notice to the student himself. The notice includes the decision, reasons and basis for not granting the academic certificate, and informs the student of the appeal and the period within which the appeal can be lodged. At the same time, the relevant supporting materials will be archived by the student's college.
Chapter 4 Supplementary Provisions
Article 59 The management of students receiving adult higher education may be implemented with reference to these implementation rules.
Article 60 During the implementation of these regulations, if there is a conflict with the regulations of the state and the competent department, the provisions of the state and the competent department shall prevail.
Article 61 The Academic Affairs Office is responsible for interpreting these implementation rules.
