The term "medical wastes" as mentioned in these Measures refers to wastes with direct or indirect infectivity, toxicity and other hazards generated in medical treatment, prevention, health care and other related activities. Article 3 The Municipal People's Government shall strengthen the organization and leadership over the collection and disposal of medical wastes, and establish and improve the collection, transportation and disposal system of medical wastes.
The district (city) people's government shall, in combination with geographical distribution, population services and other factors, determine the centralized collection method, and establish and improve the medical waste collection and transportation system within their respective administrative areas. Article 4 The health department shall exercise unified supervision and management over disease prevention in the activities of collection, transportation, storage and disposal of medical wastes, and be responsible for guiding and supervising the classification, collection, transportation, temporary storage and handover of medical wastes in medical and health institutions.
The ecological and environmental departments shall exercise unified supervision and management over the prevention and control of environmental pollution in the process of medical waste collection, transportation, storage and disposal.
Development and reform, public security, transportation and other departments are responsible for the supervision and management of medical waste disposal within their respective responsibilities. Article 5 The municipal and district (city) people's governments shall increase financial input and make overall arrangements for funds to support the collection, transportation, storage, disposal and related work of medical wastes. Article 6 Medical and health institutions shall hand over the generated medical wastes to centralized medical waste disposal units for disposal. Among them, medical wastes generated by medical and health institutions that meet the requirements of national hazardous waste exemption management are collected by the medical waste collection unit determined by the district (city) people's government and handed over to the centralized medical waste disposal unit for disposal. Article 7 Medical and health institutions, medical waste collection units and centralized medical waste disposal units shall sign a service agreement according to law, and stipulate the disposal expenses, pollution prevention requirements and other contents in the agreement. Article 8 Medical and health institutions, medical waste collection units and centralized medical waste disposal units shall establish and improve the responsibility system for medical waste management, with its legal representative or principal responsible person as the first responsible person, and perform their duties according to law to prevent the spread of infectious diseases and environmental pollution accidents caused by medical waste. Article 9 Medical and health institutions, medical waste collection units and centralized medical waste disposal units shall establish medical waste management ledgers to register medical waste, and the registration contents shall include the source, type, weight or quantity, handover time, disposal method, final destination and the signature of the disposer of medical waste.
Both parties shall keep the registration materials for at least 5 years. Article 10 Medical and health institutions shall equip and use special packaging bags and containers for medical wastes that meet relevant standards, and classify and collect medical wastes according to the classification catalogue of medical wastes. Medical and health institutions shall set up a schematic diagram or text description of the classified collection of medical waste in the place where medical waste is produced. Eleventh medical and health institutions should be equipped with temporary storage facilities and equipment for medical wastes that meet the requirements of relevant technical specifications. Medical waste collection units shall establish temporary storage places for medical wastes that meet the requirements according to the needs, and medical wastes shall not be stored in the open air.
Facilities, equipment and places for temporary storage of medical wastes shall be disinfected and cleaned regularly and meet the capacity requirements for temporary storage of medical wastes. In addition to the medical and health institutions that meet the national hazardous waste exemption management conditions, other medical and health institutions, medical waste collection units and centralized medical waste disposal units shall be equipped with video monitoring systems in temporary medical waste storage places. Twelfth medical and health institutions should set up full-time (part-time) staff to transport the classified and packaged medical wastes to their temporary storage places according to the prescribed time and route, and store them in special turnover boxes (barrels) for medical wastes that meet the standards.
When transporting medical wastes, special transport tools that are leak-proof, spill-proof, free from sharp corners, easy to load and unload and clean should be used. After each delivery, the delivery tools should be disinfected and cleaned at the designated place. Special means of transport shall not transport other articles. Thirteenth medical waste collection units should use special vehicles that meet the technical requirements of medical waste transfer vehicles, and collect and transport medical waste in a timely manner in accordance with relevant regulations. Article 14 The centralized medical waste disposal unit shall collect and transport medical waste in time, and the interval between collection and transport of medical waste to the same medical and health institution or medical waste collection unit shall not exceed 48 hours, and shall conduct safe disposal within 72 hours after the medical waste arrives at the designated disposal site.
During the epidemic period of infectious diseases, the interval between the centralized medical waste disposal unit and the same medical and health institution or medical waste collection unit in collecting and transporting medical waste shall not exceed 24 hours, and the medical waste shall be safely disposed within 12 hours after it arrives at the designated disposal place.
