It is a bridge and link between the party and the government to contact overseas Chinese and their relatives. It was established under the leadership of the Central Secretariat 1956. Its main duties are: to unite overseas Chinese and their relatives and contribute to promoting reform, opening up and socialist modernization; Actively participate in and discuss state affairs.
Give play to the role of democratic participation and supervision; Expand foreign friendship, unite for traditional pro-Taiwan overseas Chinese groups and people, and promote the great cause of the motherland's reunification; Serve overseas Chinese and safeguard their rights and interests; Participate in the revision of overseas Chinese laws and regulations; Carry forward the excellent culture of the Chinese nation and participate in the construction of socialist spiritual civilization and social management.

It is the overseas Chinese affairs department in the highest authority of the country and an important part of the country's fundamental political system-the people's congress system. 1983 the first session of the sixth national people's congress was established. Under the leadership of the National People's Congress and the NPC Standing Committee (the Standing Committee of the National People's Congress), its main function is to legislate on overseas Chinese and handle bills and suggestions concerning overseas Chinese.
Investigate the implementation of laws, regulations and policies concerning overseas Chinese, assist the Standing Committee to carry out overseas Chinese law enforcement inspection, carry out overseas Chinese affairs and overseas Chinese affairs in Taiwan, contact NPC deputies, central overseas Chinese affairs departments and local overseas Chinese affairs committees, review overseas Chinese laws and regulations, and handle letters and visits from overseas Chinese.
