However, the examination work has also gradually revealed some problems that need to be solved urgently. The main manifestations are: the content of the examination cannot fully adapt to the rapid development of the road transportation industry, which requires employees to continuously enhance safety awareness, prevent safety risks and improve service skills; the management of the examination The systems and operating mechanisms vary greatly from place to place, and there are phenomena such as multiple management and overlapping responsibilities, which affect the effectiveness of the examination organization and implementation; the examination organization and management work lacks unified rules and regulations, and the evaluation standards are inconsistent, resulting in lax access control for practitioners. Different; the examination and certification information has not been connected to the national network, which makes it difficult to query certificates in other places and increases the difficulty of managing practitioners. The above problems not only affect the scientificity, fairness and authority of the examination, but also affect the implementation of industry management. In order to further improve the quality of the road transport qualification examination and give full play to the role of the road transport qualification examination in improving the quality of employees and ensuring road transport safety, in accordance with the "Road Transport Regulations of the People's Republic of China" and the Ministry's "On Strengthening Road Transport "Opinions on Transportation Vocational Qualifications" (Jiao Yingfa [2010] No. 206), the Ministry decided to strengthen the qualification examination for commercial road passenger transport drivers, commercial road cargo transport drivers and road dangerous goods transport practitioners. The relevant matters are hereby notified as follows: 1. The guiding ideology and goals of strengthening the road transportation qualification examination (1) The guiding ideology of strengthening the road transportation qualification examination is guided by the Scientific Outlook on Development in order to improve the quality of the road transportation qualification examination and safety level as the core, adhere to unified leadership, division of labor and responsibility, and step-by-step implementation, and continuously improve and strengthen the road transportation qualification examination work. Main contents and measures to strengthen the road transportation qualification examination (1) Increase the basic work of the road transportation qualification examination. 1. Standardize examination fees. According to the "Notice of the Ministry of Finance and the National Development and Reform Commission on Agreeing to Charge Charges for Commercial Road Passenger and Freight Transport Driver Qualification Examination Fees and Other Relevant Issues" (Caizong [2010] No. 39) and the "National Development and Reform Commission and the Ministry of Finance's Notice on Operation "Notice on Charging Standards and Related Issues for the Qualification Examination for Road Passenger and Freight Transport Drivers" (Fa Gai Price [2010] No. 1615), all provincial transportation authorities must actively apply to the local provincial finance and price departments for their respective regions. Road Transport Practitioner Qualification Examination Fee Standards. If there have been charging standards in the past, re-apply for approval of examination charging standards in accordance with the requirements of the above notice. After the charging standard is approved, it is not allowed to add charging items, expand the charging scope, or raise the charging standard without authorization. It is necessary to strictly follow the requirements of "two lines of revenue and expenditure", and promptly pay the road transportation qualification examination fees and examination fees to the central and local financial accounts respectively according to the financial affiliation. 3. Improve the management system and operating mechanism of the road transportation qualification examination. The Evaluation Center of the Ministry is responsible for organizing and conducting the road transport qualification examination, and the Road Transport Department of the Ministry is responsible for guidance and supervision. Provincial transportation authorities must strengthen the organization and leadership of the examination work, and provincial road transportation management agencies must strengthen the implementation and management of road transportation qualification examinations in their regions; districted municipal transportation authorities and road transportation management agencies ( (hereinafter referred to as the district-level municipal examination management agencies) shall do a good job in strengthening the specific implementation of road transport qualification examinations in accordance with the responsibilities specified in the "Regulations on the Management of Road Transport Practitioners". 4. Strengthen the construction and management of test centers.

The ministry organizes the development of unified standards for the construction of test centers and clarifies the conditions for setting up test centers; implements a level-by-level reporting system for test centers established by district-level municipal examination management agencies, and publishes them on the Transportation Vocational Qualification Network (www.jtzyzg.org.cn) ; Establish a year-end assessment system for test centers to conduct comprehensive assessment of the examination work at test centers. Provincial road transportation management agencies should guide district-level municipal examination management agencies to coordinate the planning of test center construction work based on the principle of "separating examinations and training," and review existing test centers according to the test center construction standards unified by the ministry. Make corrections in a timely manner. 5. Strengthen the management of examiners for the road transportation qualification examination. The Ministry organizes the formulation of measures for the management of assessors, clarifies the necessary conditions, ability requirements and work specifications of assessors, standardizes the selection, training, assessment and management of assessors; uniformly organizes the training of assessor teachers and establishes a national assessor database. Provincial road transport management agencies organize provincial assessor training, and those who pass the assessment will be issued a road transport professional qualification examination assessor certificate printed by the ministry, and included in the national assessor database. (2) Improve the quality of road transportation qualification examination work. 1. Strengthen the organization and management of the road transportation qualification examination. Establish an examination plan reporting system. Ensure the safety and confidentiality of the road transportation qualification examination. According to the "Regulations on the Scope of State Secrets in Transportation Work" (Jiaobanfa [2010] No. 338) jointly issued by the Ministry of Transport and the State Administration of Secrecy, the examination papers (including spare papers) and standard answers for the transportation industry qualification examination are confidential class. The Ministry of Education has formulated safety and confidentiality management measures for road transportation qualification examinations. Provincial transportation authorities and road transportation management agencies and district-level municipal examination management agencies should attach great importance to examination safety and confidentiality and effectively increase the safety and confidentiality of examination administrators and staff. Increase information exchange and publicity on the road transportation qualification examination. Carry out information exchange and sharing with the road transportation administration system.
