1. First, after inputting the seal text in dark red classical font, draw the outline of the seal on the new layer.

2. On the outer frame layer, execute filter-color spraying stroke (or splash) to make sawtooth seal.

Finally, ctrl+e merges the layers, or you can use the rubber tool to do residual edge treatment on the edge of the seal for decoration.
