2. Process:
When accepting marriage registration applications, the marriage registrar should follow the following procedures:

After the marriage registrar has completed filling in the form on behalf of the party concerned, it should be read out. The "Declarant" column must not be left blank, nor may others fill it in or have their fingerprints taken on their behalf;

3. Material declaration:
