(a) all units and individuals who know the case are obliged to testify in court. The person in charge of the relevant unit shall support the witness to testify. But people who cannot express their will correctly cannot be witnesses. A person with no capacity for civil conduct or a person with limited capacity for civil conduct may serve as a witness if the facts proved by him are suitable for his age, intelligence or mental health.
