I. Registration conditions

(a) to apply for the college entrance examination in Shaanxi, shall meet the following conditions:

1. Abide by the Constitution and laws of People's Republic of China (PRC);

2. Physical condition meets relevant requirements;

3. As of August 3, 20231,my household registration should be in Shaanxi for 3 years;

As of the year of college entrance examination, the high school education stage has been in Shaanxi for three consecutive years. That is, from the first school year, I registered in the senior secondary education school in our province and studied continuously for three years. Completed his studies in accordance with the regulations and obtained the graduation certificate issued by Shaanxi Senior Secondary Education School.

(two) the household registration in Shaanxi but does not meet the requirements of the above household registration or student status:

1. According to the regulations of the Ministry of Education, graduates with the same educational level from senior secondary education schools can apply for taking the college entrance examination. However, applicants in Shaanxi and their parents or legal guardians must be registered in Shaanxi, and their first household registration is in Shaanxi. Before registration, I wrote a written explanation of the same academic level, and after the education administrative department of the county (district, city) where the household registration is located audited and issued a consent opinion, the enrollment examination institution of the county (district, city) where the household registration is located accepted its application for registration.

Measures for the determination of the equivalent academic qualifications of senior secondary education schools shall be formulated by the administrative departments of education of municipalities (districts).

2. Applicants whose parents or legal guardians go out to work and study in other provinces, do not meet the requirements for the college entrance examination in this province, and whose first household registration is in Shaanxi, and whose parents or legal guardians have their household registration in Shaanxi, can apply for the college entrance examination in the counties (autonomous regions and municipalities) where their household registration is located, with relevant personnel's household registration, senior secondary education status in this province and other materials.

3. I moved my household registration into our province with my father or mother due to military placement and job transfer (referring to the transfer handled by state organs, institutions and personnel management departments of state-owned enterprises), and my high school status was transferred to our province, which was not restricted by household registration and student status.

4. As of August 3 1 day of the year of the college entrance examination, those who meet the requirements of student status but have registered in Shaanxi for less than 3 years, such as their father, mother or legal guardian who held a residence permit in Shaanxi Province before moving into our province, and paid the basic old-age insurance for employees in Shaanxi Province during the period of holding the permit, can apply for the college entrance examination in the county (district, city) where the household registration is located. If the time of holding the residence permit in Shaanxi Province and the time of obtaining the residence permit in Shaanxi Province are continuous, the two times add up to 3 years.

(3) The migrant children of migrant workers from other provinces and other non-Shaanxi registered employees who are employed in Shaanxi (hereinafter referred to as "migrant children") take the college entrance examination in Shaanxi, according to the Notice of Shaanxi Provincial Department of Education and other three departments on printing and distributing the implementation rules for migrant children of migrant workers from other provinces and other non-Shaanxi registered employees who are employed in Shaanxi to take the entrance examination for ordinary colleges and universities in Shaanxi (Shaanxi Education Code [2021] No.3). Migrant children who do not meet the requirements of the college entrance examination in our province, as well as migrant children who have moved into our province but do not meet the requirements of the college entrance examination in our province, must return to the province where their household registration is located or the province with original household registration and the province with first household registration to sign up for the college entrance examination in time.

(4) Foreigners who have settled in our province should abide by the Constitution of People's Republic of China (PRC), have the same education as graduates of senior secondary education schools, and meet the relevant requirements, and must hold the Permanent Residence Permit for People and Foreigners in China issued by the public security organs.

(five) the following persons shall not be registered in our province:

1. College students with general higher education qualifications; Or students who have been admitted to ordinary colleges and universities and retain their admission qualifications;

2. Students who have not graduated from senior secondary education schools;

3. Fresh graduates who registered by deception and illegally took the college entrance examination in the non-graduation year of senior secondary education;

4. Persons who have been suspended from taking the college entrance examination due to violation of the national education examination regulations and are in the suspension period;

5. Those who have been taken compulsory measures by the relevant departments or are serving sentences for violating the criminal law, including minors, shall be executed in accordance with the relevant laws and regulations.

Second, the registration time and place

(1) Registration time

Candidates who plan to take part in the 2023 college entrance examination in Shaanxi (including students who walk, juvenile classes, classified examinations in higher vocational colleges, strong foundation programs, high-level art groups, high-level sports teams, sports training, martial arts and traditional national sports majors, disabled people's single strokes and other special types of enrollment) must be enrolled in June 2022 165438+ 10/kloc.

(2) Registration place

Applicants with Shaanxi household registration can register in the counties (autonomous regions and municipalities) where the household registration is located, and fresh ordinary high school graduates can also register in the counties (autonomous regions and municipalities) where their student status is located. Children who move with them are registered in the county (district, city) where their student status is located. Students studying in Tibet and Xinjiang classes in Shaanxi are studying in the county (district, city) where the school is located.

Iii. Qualification examination

Before online registration, all applicants must provide their own relevant certification materials and accept the qualification examination organized by the enrollment examination institutions in the registration counties (autonomous regions and municipalities).

Readers whose household registration is in Shaanxi but not in the counties (autonomous regions and municipalities) where their household registration is located, if they want to register in the places where their household registration is located, they need to provide the registration certificate of the college entrance examination in the counties (autonomous regions and municipalities) where their household registration is located in Shaanxi Province in 2023 and the examination form of ideological, political and moral character (annex 1, issued by the attending school and uniformly audited by the competent administrative department). Municipalities (autonomous regions) and counties (autonomous regions and municipalities) shall notify the middle schools within their respective jurisdictions to timely handle and provide the "Admission Certificate and Examination Form of Ideological and Political Morality for College Entrance Examination in Counties (autonomous regions and municipalities) where Shaanxi Province returned to the household registration in 2023" and student status files.

Non-in-school candidates are required to provide the certificate of non-in-school students' status and the examination form of ideological, political and moral character in Shaanxi college entrance examination in 2023 (Annex 2).

Applicants for juvenile classes register with the Notice of Admission to Colleges and Universities.

The focus of the college entrance examination qualification examination is the household registration and actual attendance of the children who move with them, as well as the household registration (residence) and school status of the applicants who are not registered in Shaanxi for the first time. Counties (autonomous regions and municipalities) should strictly examine the originals of such applicants' household registration books or legal household registration certificates, the ways of obtaining students' school status and the registration procedures of senior secondary education in Shaanxi, whether the registration of students' school status is consistent with the actual study, and the completeness, authenticity and accuracy of the materials for changing students' school status information to confirm that their school status is true and in line with the regulations. It is strictly forbidden to establish a student status with false information, empty student status, and ethnic separation personnel to enter the exam in violation of regulations. Counties (autonomous regions and municipalities) admissions examination institutions should summarize the candidates whose first household registration is not in Shaanxi within their jurisdiction and report to the municipal (district) admissions examination institutions for the record. Municipalities (districts) admissions examination institutions are responsible for the registration of candidates who are not registered in Shaanxi for the first time within their jurisdiction, and ask the public security and education departments of this municipality (district) to review the authenticity of the household registration and student status materials of such candidates. Those who fail to meet the registration requirements after examination will be resolutely disqualified from applying in Shaanxi.

Municipalities (districts), counties (districts, cities) and middle schools should attach great importance to the promotion of college entrance examination registration policies and the notification of college entrance examination registration policies. At the time nodes such as the beginning of the third year, the registration of the senior high school entrance examination, and the enrollment of freshmen in senior high school, the policies and regulations such as the conditions and methods of the college entrance examination in our province will be informed to every middle school student in a timely and accurate manner. The children who move with them and the students whose household registration has moved into our province but whose initial household registration is not in Shaanxi should be informed one by one, and they and their parents should be required to sign the policy knowledge book to ensure that there is no omission or dead angle in the publicity of the college entrance examination registration policy.

Fourth, candidates' information collection

Applicants themselves must go to the designated place of the county (district, city) admissions examination institution to receive the resident ID card information and its bareheaded color avatar within the specified time. The norms and standards for the collection of candidates' headshots shall be implemented in accordance with the Standards for Enrollment Images and Information in Colleges and Universities (Annex 3). If the registration formalities are affected because the second-generation resident ID card is not issued or the head portrait is not collected on site, the responsibility shall be borne by the applicant.

Counties (autonomous regions and municipalities) should collect candidates' headshots in strict accordance with the "Image Standards and Information Standards for Enrollment in Colleges and Universities" to ensure that the headshots meet the requirements. It is necessary to strictly check the identity of candidates and take practical and effective measures to ensure the integration of "person, certificate and photo" and prevent "immigrants from the college entrance examination" and those who take the opportunity to take the test. Candidates who cheat in the process of collecting avatars will be dealt with seriously in accordance with relevant regulations, and the relevant examination staff will be held accountable.

County (district, city) admissions examination institutions in the completion of qualification examination and candidate information collection, the generation of applicants registration form. Candidates log on to the portal website of Shaanxi Education Examinations Institute or Shaanxi Admissions Examination Information Network with their own registration form, enter the online registration system, check the information such as name, gender and ID number, carefully read the Instructions for Candidates, the Letter of Commitment for Honesty of College Entrance Examination Candidates in 2023, the Measures for Handling Violations in National Education Examinations, and the Criminal Law of People's Republic of China (PRC), and enter the registration information after agreeing to fulfill the promise of honesty. The registration information must be true and accurate, and candidates must be responsible for the personal information filled in. No person or unit may fill in the information that should be filled in by the candidate himself instead of the candidate.

Candidates must choose one of five subjects: literature and history, art (literature), science and engineering, fine arts (science) and physical education (science). No person or unit may force candidates to choose subjects to apply for.

According to the standards approved by the Provincial Price Bureau and the Provincial Department of Finance, applicants are required to pay the registration examination fee 1 10 yuan. The registration fee is paid through online banking or WeChat, and the follow-up procedures such as confirming the registration information can only be completed after the payment is successful. Six, care policy and special type of work qualification examination

All kinds of special candidates who enjoy the admission care policy should submit the original relevant documents, fill out the Certificate Form for Special Candidates and accept the examination by the competent department. Among them, candidates who only belong to ethnic minorities and do not have other care qualifications do not need to fill in this form, and their ethnic minority qualifications are reviewed and confirmed by the county (district, city) admissions examination institutions after collecting the candidate's ID card information. Municipalities (districts) admissions examination institutions should classify and register special candidates except minority candidates, submit them to the Provincial Education Examinations Institute, and publicize them on the portal website of Shaanxi Education Examinations Institute and Shaanxi Admissions Examination Information Network after being audited by the Provincial Education Examinations Institute.

The relevant city (district), county (district, city) admissions examination institutions should refer to the Notice of Shaanxi Provincial Admissions Committee Office of Shaanxi Provincial Education Examinations Institute on Continuing to Do a Good Job in the Implementation of the Special Enrollment Plan for Key Colleges and Universities in Shaanxi in 2022 (Shaanxi Kao Fa [2022] No.4), and strictly examine the qualifications of candidates for the three special programs of the state, local and universities, which will be 65,438+in 2022. Candidates with disabilities must submit a formal written application for providing reasonable convenience to the registration county (district, city) admissions examination institution with my second-generation and above "People's Republic of China (PRC) Disabled Witness", and will not be accepted after the deadline. The entrance examination institutions of counties (autonomous regions and municipalities) should input the information such as the disability certificate number of disabled candidates into the online registration system, organize an expert group to conduct on-site confirmation of disabled candidates to complete the comprehensive evaluation, and submit a written evaluation report to the provincial education examination institute before March 15, 2023.

All localities should publicize all the results of the qualification examination of enrollment types with special requirements for candidates' qualifications in the secondary schools where candidates are located and in their own regions, accept the supervision of the majority of candidates and the society, and strictly implement the provisions of the Ministry of Education on information disclosure and publicity. We should seriously accept letters and visits, complaints and reports, so that everything is investigated and everything is answered.

Candidates who have forged, altered, tampered with, forged household registration and student status. Those who provide false personal information and supporting materials in the qualification examination are regarded as cheating in the national education examination, and their qualifications for registration, examination and admission in the national college entrance examination are cancelled, and they are suspended from participating in various national education examinations 1 to 3 years depending on the seriousness of the case.

Seven, admission ticket and examination room layout

Before June 22, 2022, 1 1, all cities (districts) will complete the arrangement of candidates' admission tickets. Candidates from Tibetan classes, Xinjiang classes and juvenile classes in the Mainland are arranged in the mantissa examination room. Small language candidates arrange examination rooms separately. The admission ticket number, examination room number and seat number will be printed on the examinee's admission ticket at the same time, in which the examination room number and seat number are only used by the examinee to take the unified examination.

Candidates who have been admitted to colleges and universities before the Van Gogh exam are not allowed to take the college entrance examination again. Counties (autonomous regions and municipalities) shall designate special persons to input the contents of ideological and political moral assessment of non-school students and registered candidates in their counties (autonomous regions and municipalities) into the online registration system. The original evaluation form shall be kept for future reference.

The examination and appraisal of ideological and political morality is an important part of candidates' electronic files. Counties (autonomous regions and municipalities) and middle schools should carefully organize and take effective measures to ensure that no mistakes are made. If the content of ideological and political moral evaluation and appraisal affects the admission of candidates due to work mistakes, the relevant personnel will be held accountable.

Candidates who are subject to criminal punishment, public security administration punishment or disciplinary action shall provide detailed materials such as the facts of the mistakes made, handling opinions, my understanding of the mistakes and the realistic performance of correcting them, and be responsible for their authenticity.

Candidates in any of the following circumstances, and can not provide proof materials such as the actual performance of their mistakes in understanding and correcting them, are regarded as unqualified in the ideological and political moral assessment:

(a) the words and deeds violate the basic principles set by the Constitution or join a cult organization, and the circumstances are serious;

(2) Violating the Criminal Law and the Public Security Administration Punishment Law, and being punished by criminal punishment or public security administration punishment, if the circumstances are serious and the nature is bad, and it is still within the punishment period.

Nine, physical examination

Before the end of February 2023, the candidates will be given a physical examination. Since 2023, all college entrance examinations in our province have implemented "paperless" physical examinations. The physical examination of candidates shall be carried out in accordance with the Notice of the Ministry of Education and the Ministry of Health of China Disabled Persons' Federation on Printing and Distributing (J.F. [2003] No.3) and the Notice of the General Office of the Ministry of Education and the General Office of the Ministry of Health on Cancelling the Detection of Hepatitis B Projects in Colleges and Universities (Church [2010] No.2).

Candidates who have objections to the conclusion of the physical examination shall be re-examined in the original physical examination hospital by the county (district, city) admissions examination institution. The original physical examination hospital can't confirm the diagnosis, or the candidates are still controversial about the re-examination. City (district) admissions examination institutions will arrange time to organize relevant candidates to go to the Municipal Arbitration Institute for re-examination. For the problems that cannot be solved by the municipal arbitration institute, the municipal (district) admissions examination institution shall submit them to the provincial education examination institute for final inspection before April 15, 2023. Shaanxi Provincial People's Hospital is the final physical examination hospital for the college entrance examination in our province, and makes a final ruling on the medical examination conclusions with objections. The medical examination conclusion made by non-designated medical institutions for candidates is invalid.

"Who is in charge and who is responsible" and "Who is in charge and who is responsible" in the college entrance examination. The responsibility for affecting the admission of candidates due to wrong examination, missed examination and wrong conclusion shall be borne by the relevant medical examination staff and the medical examination hospital. Medical examination staff in the medical examination fraud, forgery, alteration of the physical examination form, by the local recruitment committee in accordance with the "national education examination violations approach" (Ministry of Education Decree No.33) severely dealt with.

Ten, strengthen management, to prevent the "college entrance examination immigration".

For those who fail to meet the requirements due to weak sense of responsibility, lax audit and poor supervision, and illegally obtain the qualification for college entrance examination in our province, the responsibility of the person directly responsible should be seriously investigated, and the responsibility of the relevant units in charge of the leadership should be investigated. Staff who organize or participate in the "college entrance examination immigration" activities and provide convenience for forging household registration and student status files will be severely dealt with in accordance with the relevant provisions of the Regulations on Disciplinary Actions in the Communist Party of China (CPC), the Regulations on Disciplinary Actions of Civil Servants in Administrative Organs, and the Interim Provisions on Disciplinary Actions of Staff in Institutions. Those who violate the law will be transferred to judicial organs for legal treatment. Violation cases involving "college entrance examination immigrants" should not only be investigated for the responsibilities of the parties, but also the leaders in charge and the relevant responsible persons.

XI. Strengthen information management to ensure the safety of registered information.

The college entrance examination registration work is carried out through the network. During this period, all levels of enrollment examination institutions and enrollment schools can obtain relevant candidates' information through the examination platform. It is necessary to strictly implement the relevant requirements of the Detailed Rules for the Implementation of Examination Enrollment Information Management in Shaanxi Province (Shaanxi Examination Comprehensive [2065438+06] No.23) and take effective measures to ensure that the downloaded registration information of candidates is not leaked, especially the information related to the privacy of candidates such as ID number, contact information and mailing address. The downloaded candidates' registration information can only be used for examination enrollment, and candidates' information shall not be handed over to any organization or individual, and candidates' information shall not be handed over to intermediaries for illegal enrollment activities, and candidates' information shall not be exchanged between schools for any reason, and it is resolutely prohibited to use candidates' information for profit in any form. Candidates themselves should strictly keep their registration information, regardless of whether they intentionally or unintentionally disclose the information to others, resulting in consequences contrary to the candidates' wishes, at their own risk.

Examination enrollment information shall be managed by provinces, cities, counties and enrollment schools at different levels. According to the principle of "who is in charge, who is responsible", the enrollment examination institutions and enrollment schools at all levels should clarify their job responsibilities, ensure the implementation of information management responsibilities, ensure the standardized and efficient processing and use of information, and ensure the safe and reliable transmission and storage of information. Information leakage caused by poor management shall be handled by the relevant responsible units; If serious consequences are caused, the responsibilities of relevant leaders and staff will be seriously investigated.

Twelve, do a good job in epidemic prevention and control.

Applicants must know the epidemic prevention and control policies in the registration area in advance, take the initiative to do personal protection, comply with the epidemic prevention requirements in the registration area, and actively cooperate with the epidemic prevention and control work. Municipalities (districts) and counties (districts, cities) should, under the unified leadership of the local recruitment committee, make overall consideration of the local epidemic prevention and control requirements and the actual work of college entrance examination registration, carefully formulate the epidemic prevention plan and emergency plan for college entrance examination registration, and earnestly implement the responsibility of territorial management. It is necessary to provide reasonable convenience for candidates to register, so that candidates and parents can run less, minimize the flow of people and minimize crowd gathering. Candidates who return to the registration site for confirmation from other places should complete the risk investigation according to the requirements of epidemic prevention and control. It is necessary to strengthen the management of registration places, do a good job in the examination of candidates' "health code", "travel permit" and nucleic acid results, disinfect facilities and equipment, and guide on-site personnel, so as to effectively safeguard the life safety and health of candidates and staff.
