In any of the following circumstances, the exit-entry administration of the public security organ shall not issue an ordinary passport:

1, without People's Republic of China (PRC) nationality;

2. Unable to prove identity;

3. Practicing fraud in the application process;

4, was sentenced to punishment is serving a sentence;

5, the people's court informed that there are unresolved civil cases can not leave the country;

6. Belonging to the defendant or criminal suspect in a criminal case;

7. The relevant authorities in the State Council believe that leaving the country will cause harm to national security or cause great losses to national interests;

8. If a citizen is subject to criminal punishment for obstructing the administration of the country (border) or is repatriated for illegal exit, illegal residence or illegal employment, the exit-entry administration department of the public security organ shall not issue an ordinary passport within six months to three years from the date of completion of the punishment or repatriation.

Handling materials

1, a recent bareheaded photo, and a complete Application Form for China Citizens Going Abroad for Private Purposes;

2. Resident identity card; During the collection, renewal and replacement of resident identity cards, temporary resident identity cards and household registration books and their copies may be submitted;

Note: Since February 28th, 20 15, citizens are no longer required to submit household registration books for private entry and exit documents. Specific information such as minors, students and foreign household registration can be consulted by telephone, subject to the final reply from the local police.

3. Citizens under the age of 16 should be accompanied by their guardians, and submit their opinions on leaving the country, resident identity cards or household registration books, passports and photocopies;

4. State functionaries shall, after examination and approval in accordance with the relevant regulations and personnel management authority, submit the certificate of consent to leave the country issued by their unit or the competent unit at a higher level;

5. Other materials required by the exit-entry administration of the public security organ of the provincial local people's government after approval by the exit-entry administration of the Ministry of Public Security.

6. The application for ordinary passports by servicemen shall be accepted by the exit-entry administration department of the public security organ of the local people's government at or above the county level where their troops are located. The accepting institution shall require it to submit recent bareheaded photos and fill in the Application Form for China Citizens Going Abroad for Private Purposes, my identity certificate, and the certificate of consent to leave the country issued by my work unit or superior competent unit after examination and approval according to the personnel management authority.

Treatment process

1. Acceptance: After accepting the application materials for ordinary passports, the exit-entry administrative organ of the public security organ shall ask the parties concerned. If the application materials are complete and conform to the statutory form, it shall be accepted on the spot; If the application materials are incomplete or inconsistent with the statutory form, the applicant shall be informed of all the contents that need to be supplemented at one time.

2. Examination and approval: after receiving the application materials submitted by the accepting institution, the examination and approval issuing institution will issue ordinary passports in the name of the Exit-Entry Administration of the Ministry of Public Security for those who meet the conditions for issuance; Do not meet the conditions, it shall explain the reasons in writing to the applicant, and inform the applicant of the right to apply for administrative reconsideration or bring an administrative lawsuit according to law.

3. Certificate-making: The certificate-making institution shall complete the certificate-making work within the time limit stipulated by the exit-entry administration department of the provincial public security organ.

4. Getting the license: The applicant must get the license on time according to the date notified by the entry-exit administration department. After receiving the certificate, please carefully check the contents of the certificate. If there are any mistakes, please correct them in time.

1. Procedures for military personnel to apply for ordinary passports. After completing the examination and approval procedures according to the management authority, I shall submit it to the exit-entry administration department of the public security organ of the local people's government at or above the county level where my unit is located.

2. After receiving an ordinary passport, citizens shall sign in the signature column of the holder.

3. China citizens applying for passports and certificates abroad shall be issued by China's diplomatic representative offices, consular offices or other overseas agencies authorized by the Ministry of Foreign Affairs.

4. Passport is valid for 5 years and 10 years. According to the different ages of ordinary passport holders, different validity periods are stipulated. Among them, the validity period of applying for an ordinary passport for persons below 16 is 5 years, and that for persons above 16 is 10 years. At the same time, the requirement of passport extension was cancelled.

5. If the applicant's ordinary passport is invalid and applies for an ordinary passport again, the previous passport shall be filled in.
