101.01 Scope

3. This specification is divided into several chapters for convenience only, and this specification should be regarded as a whole when reading.
4. Any details that are not specified in this specification or other specifications and drawings related to this specification, or when the details of any clause are not clearly specified, should be considered to refer to the details that need to be passed. 101.02 Definition

101.04 Standards and Specifications
1. The materials, equipment and processes used in project implementation shall comply with this specification and the references cited in this specification.
The corresponding requirements of other standards and specifications used.
2. During the entire process of project implementation, if the standards or specifications cited are modified or newly issued, the contractor shall decide whether to use the new standards or specifications, and the contractor shall be under the supervision of the supervisor. Subject to the decision of the contractor. The additional costs incurred by adopting new standards and specifications shall be borne by the contractor.
3. For any part of the standards or specifications adopted in the project, when the contractor believes that using other standards or specifications can ensure that the project meets higher quality requirements, the contractor shall report it to the contractor 42 days before It can be adopted only after approval by the supervisor; otherwise, the contractor should strictly implement this specification. However, such approval shall not relieve the Contractor of any liability under the terms of the Contract.
4. When the meaning of several standards and specifications applicable to the project is unclear or inconsistent, the supervisor should provide explanations and corrections, and issue instructions to the contractor in this regard. Unless otherwise provided in this specification, in the event of disagreement between referenced standards or specifications, priority shall be given in the following order:
a. This specification.
b. National standards of the People's Republic of China.
c. Standards and specifications of relevant departments.
101.05 Contractor’s construction machinery
1. General requirements
(1) All construction machinery used for project construction must be of complete type, complete and complete. Adaptable to the construction quality and progress, its mechanical condition should meet the engineering requirements and be able to perform quality-guaranteed operations.
(2) Construction machinery shall be used and operated in a manner that does not cause damage, damage or contamination to the roadbed, pavement, structures, adjacent public facilities, property or other highways.
(3) The construction equipment promised by the contractor must arrive at the site on time and must not be delayed, lacking, or replaced at will. The contractor has provided the above equipment as contracted, but if the construction equipment used by the contractor cannot meet the contract schedule and/or quality requirements, the supervisor has the right to require the contractor to add or replace construction equipment. The contractor shall make additions or replacements in a timely manner, and the additional costs and/or construction delay shall be borne by the contractor.
2. Construction machinery specified in the specification
(1) If the specification requires that a certain operation be completed by a certain type of construction machinery, that type of construction machinery must be used, unless the supervisor Approval for use of other machinery.
(2) If the contractor requires the use of construction machinery other than that specified in the specifications, a written application shall be submitted to the supervisor, and the reasons for the change shall be fully explained and explained for the replacement construction machinery.
(3) The above written application must be approved by the supervisor before the replacement construction machinery can be put into use. At the same time, it does not relieve the contractor from any responsibilities or obligations stipulated in the contract in any way.
(4) If after trial use of the replacement machinery, the supervisor determines that its work results cannot meet the requirements of the specification, the contractor shall stop using the replacement machinery and shall continue to use the construction work required by the specification in accordance with the instructions of the supervisor. When the machinery comes into the site, the costs incurred will be borne by the contractor.
(5) According to the implementation of the project, the contractor should attach a detailed list of on-site construction machinery when submitting the progress plan. The table should include the model, energy size, power, origin, date of manufacture, quantity and date of entry into the construction site of various machinery, and should be reported to the supervisor for approval. The contractor shall transport all listed construction machinery and equipment to the construction site within the time approved by the supervisor. The contractor shall not transport construction machinery out of the construction site without the written consent of the supervisor.
101.06 Measurement of Engineering Quantities
1. General Requirements
(1) All engineering projects in this specification, unless otherwise noted, adopt Chinese legal standards measurement units, namely international units and auxiliary units derived from the international system of units.
(2) The measurement and payment of this specification should be read at the same time as the contract terms, bill of quantities and drawings. The payment item number in the bill of quantities is consistent with the chapter number of this specification.
(3) The measurement of any engineering project shall be carried out in accordance with the provisions of this specification or the written instructions of the supervisor.
(4) The measurement and calculation methods used for the quantity of materials provided and the quantity of work completed according to the contract shall comply with the provisions of this specification. All these methods should be approved or directed by the supervisor. The contractor shall provide all measuring equipment and conditions and ensure that the accuracy of its equipment meets the requirements.
(5) Unless otherwise permitted by the supervisor, all measurement work shall be measured and recorded by the contractor in the presence of the supervisor. The original measurement record signed by the contractor shall be submitted to the supervisor for review and preservation.
(6) The project quantity shall be calculated by the contractor and reviewed by the supervisor. A copy of the quantity calculation shall be submitted to the Supervisor and retained by the Supervisor.
(7) All necessary formwork, scaffolding, equipment, machinery, bolts, washers, steel parts and other materials shall be included in the relevant payment items listed in the bill of quantities and shall not be paid separately. Measurement.
(8) Unless otherwise approved by the supervisor, any area or volume exceeding the area or volume shown on the drawings will not be measured and paid.
(9) The contractor should strictly standardize the basic measurement work and material procurement inspection work. The construction sites of asphalt concrete, asphalt gravel, cement concrete, and high-strength grade cement mortar must use electronic measuring equipment for weighing. The contractor shall bear the costs incurred due to quality problems caused by non-compliance with measurement regulations.
(10) If any sub-project or its sub-item specified in this specification does not appear in the bill of quantities, it shall be regarded as ancillary work of other related projects and shall not be measured separately.
2. Weight
(1) All materials measured by weight or designed with weight as a mix ratio should be weighed on an accurate and approved scale by competent and qualified personnel. Weighing shall be carried out at a location designated or approved by the supervisor.
(2) The following conditions should be met when weighing and measuring: the supervisor is present; weighing records; instructions containing the weight of packaging materials, supporting devices, pads, bundles, etc. are submitted before weighing Give it to the supervisor as a basis.
(3) When measuring steel bars, steel plates or steel sections, they should be calculated according to the dimensions and net length indicated on the drawings or other data. Overlaps, joint sleeves, welding materials, scraps and fixed and positioning erecting steel bars, etc. will not be measured. Reinforcement bars, steel plates or sections shall be measured in kilograms, rounded off, and decimals ignored. The mismatch between the material weight and quantity caused by the difference between the theoretical unit weight and the actual unit weight of steel bars, steel plates or shaped steel will not be taken into account when measuring.
(4) The weight of metal materials shall not include the weight of mortar, wedges, fillers, pads, oil, joint materials, welding rods, coating materials, etc. that need to be added or used during construction.
(5) Trucks carrying materials measured by weight should weigh the empty truck every day at the time and place designated by the supervisor. Each truck should also be marked with clear and easily legible marks.
(6) For items with prescribed standards, such as steel bars, metal wires, steel plates, steel sections, pipes, etc., there are prescribed specifications, weights, cross-sectional dimensions and other indicators. Such indicators should be regarded as normal weight or size. The allowable deviation indicated by the manufacturer shall be used unless controlled by the allowable deviation value in the quoted specification.
3. Area
Unless otherwise specified, when calculating the area, its length and width shall be measured according to the dimension lines shown on the drawings or according to the instructions of the supervisor. Fixed objects with an area below 1m2 (such as inspection wells, etc.) will not be deducted.
4. Structures
(1) Structures should be measured according to the net dimension lines shown on the drawings, or the dimension lines modified according to the instructions of the supervisor.
(2) The measurement of cement concrete should be calculated based on the net size of the completed project approved by the supervisor. The volume of the steel bars will not be deducted. If the chamfer does not exceed 0.15m×0.15m, it will not be deducted. The volume will not be deducted. Openings and openings exceeding 0.03m3 will not be deducted, and corner fillets with an area not exceeding 0.15m×0.15m will not be increased.
(3) All structures measured in linear meters (such as pipes, culverts, etc.), unless otherwise indicated on the drawings, shall be measured in a direction parallel to the base plane or the center of the foundation where the structure is located.
5. Earthwork
(1) The volume of earthwork can be calculated by the average cross-sectional area method, but when compared with the calculation results of the prismoid formula (Prismoidal formula), if the error exceeds ±5 , the supervisor may instruct the prism-like formula to be used.
(2) The measurement of various types of excavation and fill shall be limited to the boundaries shown on the drawings and shall be marked on the approved cross-sectional plan.
(3) The amount of earth used for filling shall be measured based on the vertical section elevation and road bed surface after compaction. The contractor should take into account volume differences caused during excavation or transportation when quoting.
(4) Within 56 days after nailing piles on site, the contractor shall submit the designed and on-site re-surveyed cross-sectional diagram of the earthwork together with the area and volume calculation sheet of the earthwork to the supervisor for approval. All cross-section drawings shall be marked with a title box, the size of which shall be specified by the Supervisor. Once the cross-sectional drawings are finally approved, the contractor shall submit the original drawings and three copies to the supervisor.
6. Transport vehicle volume
(1) Materials measured by volume should be shipped in vehicles approved by the supervisor and measured at the location where they are transported.
(2) For vehicles used for volumetric transportation, the shape and size of the compartments should be such that their capacity can be easily and accurately measured and accuracy should be ensured. Each vehicle should be clearly marked. The volume of materials transported by each truck shall be mutually agreed in writing between the supervisor and the contractor in advance.
(3) All vehicles should be loaded to a horizontal volumetric height. When the vehicle arrives at the delivery point, the supervisor may require its load to be re-levelled. No payment will be made for materials that exceed the quota. Vehicles whose transportation volume cannot reach the ration shall be rejected or accepted according to the reduced volume determined by the supervisor. According to the instructions of the supervisor, the contractor shall randomly scrape a truck of materials at the goods delivery point. After scraping, if it is found that the material transported by the truck is less than the ration, all materials shipped from the previous truck shall be measured according to the The same ratio is reduced to the current vehicle capacity.
7. Conversion of weight and volume
(1) If requested by the contractor and approved in writing by the supervisor, materials that have been stipulated to be measured in cubic meters can be weighed and Convert this weight to cubic meters.
(2) The conversion coefficient for converting weight measurement into volume measurement should be determined by the supervisor, and the contractor's consent should be obtained before using this measurement method.
8. Asphalt and cement
(1) Asphalt and cement should be measured in kilograms (kg).
(2) If asphalt materials are shipped by trucks or other means of transport, the quantity of asphalt materials can be calculated based on the certified weight or volume, but corrections must be made for leakage or foaming.
(3) Cement can be measured in bags, but the standard for one bag should be 50kg. Bulk cement should be weighed and measured.
9. Complete set of structural units
If the specified unit of measurement is a complete set of structures or structural units (actually it is calculated based on the "total amount" or "one-time payment" Engineering sub-item), this unit should include all necessary equipment, accessories and appurtenances and related operations.
10. Standard product items
(1) If standard products (such as guardrails, steel wires, steel plates, rolled profiles, pipes, etc.) are required, and such items are based on If the standard specifications (unit weight, cross-sectional dimensions, etc.) are marked, this marking can be used as a measurement standard.
(2) Unless the allowable error of the standard product is more stringent than the allowable error required by the specification, the manufacturing allowable error determined by the manufacturer will not be recognized.
101.07 Drawings
1. The values ??in the project quantity table in the drawings provided by the contractor are only for reference during construction operations and do not represent payment items, so they cannot be used as measurement and payment basis.
2. The contractor should check the dimensions and elevation of the structure marked on the drawing during construction. When errors are discovered, the supervisor should be contacted immediately and implemented in accordance with the dimensions and elevation approved by the supervisor.
3. After the contract is awarded, the supervisor (contractor) can provide further detailed drawings or supplementary drawings for reference in completing the construction process drawings.
However, this does not relieve the contractor of any obligation to complete the construction process drawings and be responsible for the quality of the construction. The contractor should submit a drawing usage plan to the supervisor to ensure that the construction progress is not delayed.
108.08 Engineering changes
Engineering changes during the implementation of the project shall be implemented in accordance with the relevant provisions of Article 15 of the contract terms.
101.09 Taxes and Insurance
1. The contractor shall pay relevant taxes and fees in accordance with the provisions of the People's Republic of China and the National Tax Law and the regulations of the local government.
2. During the construction period and defect liability period, the contractor should obtain insurance in accordance with the terms of the contract, including construction project all-risks and third-party liability insurance.
3. The contractor shall pay work insurance premiums for all personnel employed to perform the contract in accordance with the terms of the contract, and insure personal accident insurance for all personnel employed by its on-site agencies during the entire construction period. The cost of insurance for its construction equipment shall be borne by the contractor.
101.10 Scope of each payment item
1. The contractor shall receive and accept remuneration in accordance with the terms of the contract for the implementation of each project (whether temporary or permanent) Full payment for all labor services (including management of labor services), materials, construction machinery and other matters required to repair defects.
2. Unless otherwise specified, the unit price or total amount quoted for each payment sub-item in the bill of quantities shall be deemed to be the full remuneration for all operations of that payment sub-item. Costs including the provision, transportation, installation and construction, maintenance and dismantling of temporary works, responsibilities and obligations, etc. of all services, materials and equipment shall be deemed to have been included in each project sub-item priced in the bill of quantities.
3. For sub-items not included in the bill of quantities, the costs shall be deemed to have been included in the unit price and rate of the relevant project sub-items and will not be paid separately.
101.11 Measurement and payment
For the fulfillment of the requirements in Section 101, except for the following provisions in subsection 101.09, other measures and payments shall be carried out separately.
1. Measurement
(1) All risks and third-party liability insurance for construction projects handled by the contractor in accordance with the terms of the contract shall be measured based on the total amount.
(2) All taxes (including business tax, urban maintenance and construction tax and education surcharge) and work-related accident insurance premiums, personal accident insurance premiums and construction equipment insurance premiums payable by the contractor shall be borne by the contractor. The unit prices and rates of each related project sub-item are not measured separately.
2. Payment
The insurance premiums for all risks and third-party liability insurance for the construction project stipulated in the contract terms will be paid according to the insurance company's policy and after approval by the supervisor. If the contract developer and the insurance company jointly handle the above two insurances, the contract developer will deduct the amount.
