Chapter I General Principles

The first foundation

In order to strengthen the health management of beauty salons, standardize business practices, prevent the spread and prevalence of infectious diseases, and protect human health, this specification is formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases, the Regulations on Health Management in Public Places, the Emergency Regulations on Public Health Emergencies, and the Regulations on Cosmetic Hygiene Supervision.

Article 2 Scope of application

This specification is applicable to all beauty salons engaged in business services in People's Republic of China (PRC), but it does not include places where medical beauty projects are carried out and mobile stalls without fixed service places.

Article 3 Meaning of Terms

(1) Beauty place refers to a place that provides non-invasive and non-invasive skin cleaning, nursing, maintenance and decoration services for guests according to their facial and skin characteristics and requirements, including waiting, washing and beauty treatment areas and special rooms.

(2) Hairdressing places refer to places that provide services such as hair design, trimming and styling, hair quality maintenance and hair dyeing by using technologies, equipment and products such as shampooing, hair care and perming according to the head shape, face shape, hair quality and requirements of guests, including areas and special rooms for hair waiting, shampooing, haircut and hair dyeing.

(3) Public articles and appliances refer to articles used by beauty salons and in close contact with customers. Beauty products and appliances include beauty cotton (paper), plastic film reversing appliances, hand repair tools, eyebrow pliers, brushes, combs, beauty pots, beauty instruments and other items; Hairdressing supplies include cloth, towels, knives and scissors, combs, scissors, hairbrushes, moustaches and other items.

(4) Health hazard accidents refer to the group health hazard accidents that occur in beauty salons because the air quality and water quality do not meet the hygiene standards and the articles, appliances or facilities are polluted.

Chapter II Hygienic Requirements for Places

Article 4 Site Selection

Beauty salons should be selected in areas with clean environment, water supply and drainage conditions and power supply, and there should be no diffuse pollution sources such as dust, harmful gases and radioactive substances within 25 meters around the place.

Article 5 Location and Layout

(a) beauty salons should be set indoors, and have good ventilation and lighting. The business area of beauty salons should be not less than 30 square meters, and the business area of beauty salons should be not less than 10 square meters.

(2) The floors, walls and ceilings of beauty salons should be paved with nontoxic, odorless, waterproof and antifouling materials, which should be smooth, crack-free and easy to clean;

(three) to provide beauty and hairdressing services at the same time, it shall set up a separate beauty and hairdressing business area. A hairdressing place with a business area of more than 50 square meters shall have a separate dyeing room; A hairdressing place with a business area of less than 50 square meters shall have a dyeing workshop (area) with mechanical ventilation facilities.

(four) beauty salons should be equipped with disinfection facilities for public goods, and beauty salons with a business area of more than 50 square meters should be set up with a special cleaning and disinfection room; Beauty salons below 50 square meters should be equipped with disinfection equipment.

(five) beauty salons should set up dressing rooms or lockers for employees, and set up dressing rooms or lockers for customers as needed. Hairdressing places should be equipped with mobile shampoo facilities, and the ratio of shampoo facilities to seats should not be less than 1:5.

Article 6 Facilities Requirements

(1) Water supply and drainage facilities

Beauty salons should have complete water supply and drainage facilities (including hot water supply facilities), drainage facilities have devices to prevent backflow, invasion of vectors and odor, and hair filtering devices; The quality of water supply meets the requirements of Hygienic Standard for Drinking Water.

(2) Clean the disinfection room

1. The area should be not less than 3 square meters, with water supply and drainage facilities, good ventilation and lighting, waterproof floor and wall surface, and easy to clean. The dado is decorated with waterproof materials such as ceramic tiles, and the height is not less than1.5m. It is equipped with operating platform, cleaning, disinfection, cleaning and air disinfection facilities.

2. The cleaning pool should be made of waterproof materials such as stainless steel or ceramics, which is easy to clean and has the capacity to meet the cleaning needs.

3. Disinfection and cleaning facilities should be closed structure, and the volume should meet the requirements of disinfection and cleaning of stored articles and appliances, and be convenient for cleaning.

4. If the ultraviolet lamp is used as the air disinfection device, the ultraviolet wavelength should be 200 ~ 275 nm, and a 30-watt ultraviolet lamp should be installed per 10 square meter according to the room area, and hung in the center of the room, 2 ~ 2.5 meters away from the ground, with the irradiation intensity greater than 70 microwatts.

5. Cleaning, disinfection and cleaning facilities should be clearly marked.

(3) Public toilets

1. Public toilets should be equipped with flush toilets, and toilets should be squatting. Disposable sanitary pads should be provided for sitting toilets. Toilets should have running water, hand washing equipment and washbasins.

2. The bathroom should be equipped with lighting and mechanical ventilation facilities, and the mechanical ventilation facilities should not be connected with the central air conditioning ventilation system.

(4) storage facilities

Storage room or cabinet should have enough storage space, tightly assembled doors and windows, good ventilation, lighting, moisture-proof and disease-resistant biological invasion facilities. Articles should be stored in categories, off the ground and off the wall, and clearly marked.

(5) Ventilation facilities

The ventilation facilities of beauty salons should be complete and the air flow direction should be reasonable. The installation of central air-conditioning ventilation system shall conform to the requirements of the Measures for the Hygienic Management of Central Air-conditioning Ventilation System in Public Places. If hot water is supplied by coal or liquefied gas, a forced exhaust ventilation device should be used.

(6) Daylighting and lighting facilities

Beauty salons should make full use of natural lighting or be equipped with good lighting facilities, and the illumination on the working surface should not be lower than 150 lux.

(7) Waste storage facilities

Beauty salons should be equipped with sealed waste containers.

(eight) vector prevention and control facilities

Beauty salons should be equipped with effective dust-proof, rodent-proof and insect-proof facilities, rat-proof nets should be installed in sewage outlets and place vents, and doors and windows should be assembled tightly and seamlessly.

Article 7 Equipment and tools

(a) beauty salons should be equipped with a sufficient number of towels and beauty tools. The ratio of beauty salon towels to customer beds is greater than 10: 1, and the ratio of beauty salon towels to seats is greater than 3: 1. The number of articles and appliances should meet the requirements of disinfection turnover.

(two) beauty salons should be equipped with a special toolbox for patients with skin diseases, with obvious signs, one guest and one disinfection.

(three) beauty salons should be equipped with workstations, lockers or equipment carts for placing instruments and tools of beauty salons.

Chapter III Hygienic Operation Requirements

Article 8 Operating procedures

(a) beauty salon operators shall, in accordance with the relevant requirements of this specification, refer to the Recommended Cleaning and Disinfection Method for Beauty Salon (see Annex 1) and the Recommended Cleaning Scheme for Beauty Salon and its Facilities, Equipment and Tools (see Annex 2), and formulate specific hygiene operation procedures for this place.

Article 9 Procurement of public goods and equipment

(1) The purchased public articles and appliances shall conform to the relevant national hygiene standards and regulations. The Chinese identification of purchased disposable sanitary products, disinfection products, cosmetics and other items shall be standardized, and the necessary supporting documents shall be attached.

(2) Purchasing public goods and appliances should ask the dealer for the product hygiene quality test report or valid certification materials, and the goods should be checked and accepted before warehousing, and should be registered when entering and leaving the warehouse. Documents and records shall be properly kept for traceability.

Article 10 Storage of public goods and appliances

Article 11 Disinfection of public goods and appliances

(a) towels, face towels, sheets, quilts, massage clothes, beauty appliances and other items and appliances should be disinfected one by one, cleaned and disinfected and stored separately; Beauty salons that come into direct contact with customers' hair and skin should be disinfected one by one.

(2) If public articles and utensils need to be cleaned outdoors, the contractor with qualified cleaning and disinfection conditions shall be selected, and the receiving and sending records of the articles shall be kept, and the cleaning and disinfection records of the articles from the contractor shall be obtained.

(3) Woolen cloth should be cleaned and disinfected every day, and disposable neck protection paper should be advocated.

Twelfth public drinking utensils disinfection.

(a) public drinking utensils should be disinfected one by one, and stored in a special cleaning cabinet for later use. Disinfected and unsterilized drinking utensils should be stored separately. The cleaning cabinet should be kept clean and no other items should be stored. Advocate the use of disposable drinking water appliances.

(a) employees should carefully check the cosmetics to be used before operation. Cosmetics with abnormal senses, expired shelf life and unqualified labels shall not be used. Do not make or repackage take-away cosmetics.

(two) employees should wear clean work clothes when operating, and must not smoke during work. Beauty practitioners should clean and disinfect their hands before operation, wear masks at work and use disinfection tools to contact beauty products; Hairdressing practitioners should wear masks when shaving, and customers suffering from dermatoses such as tinea capitis should use special tools.

(three) shall not be used without disinfection of public goods. Lipstick, lip liner, etc. For beauty, it should be used exclusively by a special person. Beauty cotton (paper) should be used once, and beard brush and razor should be used once.

(four) towels and tools needed for beauty, hairdressing, perm and hair dyeing should be used separately, and collected, cleaned and disinfected after use. Perm and dyeing should be carried out in special work areas.

(five) beauty pots (bags) should be replaced by one guest, and beauty cosmetics should be replaced by one guest.

Chapter IV Health Management

Article 14 Health management organizations

(a) the legal representative or person in charge of the beauty salon is the first person responsible for the hygiene management of the place, and is fully responsible for the hygiene management of the place.

(two) beauty salons should set up health management departments or full-time (part-time) health management personnel, responsible for the specific work of health management in this place.
