1. Conditions for solicitation objects
The solicitation objects are fresh graduates, current students and fresh graduates of ordinary high schools from full-time colleges and universities. Among them, fresh graduates and current students from full-time colleges and universities are students who have taken the college entrance examination and whose scores and admission information can be checked or who are recommended to go to school. Previous graduates, adult education, 3+2 college classes, counterpart admissions, various types of non-academic education, training colleges and students from self-study colleges are not included in the scope; fresh graduates from ordinary high schools who participated in the 2009 College Entrance Examination, and those who have the College Entrance Examination Scores can be checked, but graduates from technical secondary schools, vocational high schools, technical schools and other equivalent educational institutions are not included.
(1) Age conditions. For those who are 18 to 19 years old in 2009, the age limit can be relaxed to 22 years old for full-time ordinary higher education students, to 23 years old for graduates of higher vocational colleges (junior college), and to 24 years old for graduates with a bachelor's degree or above. In order to meet the needs of the army, some 2009 high school graduates and full-time students of ordinary colleges and universities who are over 17 years old can be recruited to join the army based on their own volition.
(2) Physical conditions. Height is 1.60 meters or above; for those with a high school education, the unaided visual acuity of the right eye is not less than 4.7, and the unaided visual acuity of the left eye is not less than 4.5; for those with college education or above, the unaided visual acuity of the right eye is not less than 4.6, and the unaided visual acuity of the left eye is not less than 4.6 Not less than 4.5. Other physical conditions shall be in accordance with the "Physical Examination Standards for Citizens Recruited" and relevant regulations promulgated by the Ministry of National Defense on September 1, 2003.
(3) Political conditions. It shall be implemented in accordance with the "Regulations on the Political Review of Recruitment" and relevant regulations promulgated by the Ministry of Public Security, the General Staff Headquarters, and the General Political Department on October 9, 2004.
(4) Household registration conditions. The permanent residence registration of the collection objects is in Henan Province. Fresh graduates and current students from full-time colleges and universities have their household registration in Henan Province before enrollment. College students are students from regular colleges and universities in Henan Province, and they are mainly freshmen who enrolled in 2009.
2. Solicitation procedure standards
(1) Application for registration
1. Registration location. Fresh graduates should apply to the recruitment office of the provincial municipality where their permanent residence is before admission. Students in full-time colleges and universities should apply to the recruitment office of the provincial municipality where the school is located. The above-mentioned people can also apply to the provincial recruitment office. Try to choose the nearest one of registration. Young female applicants can only apply in one place. Those who apply at the provincial and municipal levels at the same time will be disqualified.
2. Registration form. This is done by posting letters to young female applicants. Young female applicants should cut (download) the "Application Form for Young Female Applicants" (use A4 paper) from this website or the newspapers (websites) announced by the municipal recruitment offices. After filling in the form as required, it should be mailed before November 16. (If it is sent after the 17th, it will be invalid, and the postmark time of the post office at the place of receipt shall prevail). In order to prevent congestion at the registration location, direct delivery is invalid.
3. Pre-qualification. From November 17th to 20th, recruitment at the provincial and municipal levels will be held. Based on the registration forms received, young female applicants will be pre-qualified. Those who fill in incomplete information or commit fraud will be disqualified. The preliminary review status will be announced publicly or informed via phone calls or text messages.
(2) Joint review interview. From November 21st to 24th, the provincial and municipal recruitment offices organized military service agencies and personnel from health, public security, education, disciplinary inspection and supervision departments at the same level to conduct preliminary examinations and interviews for young women who have passed the prequalification examination.
1. Check the certificate. College graduates need to check their household registration book, resident ID card, college graduation certificate, certificate of graduation from the school or the "Registration Form for Preliminary Recruitment of Fresh Graduates". University students need to check their resident ID card, college entrance examination admission ticket or college admission notice, college student ID card, and certificate issued by the college where they are currently studying. Fresh graduates of ordinary high schools need to check their household registration book, resident ID card, ordinary high school graduation certificate, and certificate of graduation from the school they graduated from. Party members must hold a certificate issued by the organization department of the university. Those who are recommended to attend school must provide a copy of the admission approval form stamped and reviewed by the Henan Provincial Admissions Office that year and stamped with the school's red seal.
2. Scoring criteria. The young female candidates will be evaluated on their academic qualifications, physical fitness, age, political affiliation, etc.
Education rating.
The evaluation scores for qualified academic qualifications are: 50 points for fresh graduates from ordinary high schools, 70 points for higher vocational (junior college) students, 85 points for undergraduates from ordinary universities, and 100 points for undergraduates from key universities in the 211 Project. University students will have 15 points deducted from the original score.
Physical fitness score. Set the standard value for height, vision, and weight, and score the physical fitness of those who pass the physical examination. The standard is: the basic score for qualified personnel is 70 points, and points will be added or subtracted on this basis. The qualifying value for height is 160 cm, with 1 point added for each additional 1 cm (no points added for less than 1 cm), up to 15 points; the passing value for vision for college students is 4.5 for left eye naked vision, 4.6 for right eye naked vision, and for high school graduates The left eye's naked vision is 4.5, the right eye's naked vision is 4.7, add 1 point for every 0.1 increase in each eye, up to 5.0; the standard weight value is height minus 110, and minus 1 point for every 1 kg increase or decrease (less than 1 kg does not apply) points), up to 15 points.
Interview test scoring. More than 5 judges will be formed to conduct interviews and evaluate the image, temperament, language expression, talents and expertise of the young female applicants. Scores will be given on-site between 70 and 100 points. The highest and lowest scores will be removed and the average will be taken as the final score. The interview time for each person should be controlled within 5 minutes.
3. Comprehensive evaluation. The physical fitness, academic qualifications, and interview test scores are added up. On this basis, additional points will be given based on political appearance and age. Members of the Communist Party of China (certified by the organizational department) will receive an additional 15 points. Preparatory party members, league members, and youth will not receive additional points. Points deducted. Those aged 22 will receive an additional 10 points, those aged 21 will receive an additional 20 points, and those aged 17 to 20 will receive an additional 30 points. The final score is the comprehensive evaluation score of the young female applicant.
During the recruitment process, if multiple people have the same score, priority will be given to those with higher academic qualifications. If they have the same academic qualifications, priority will be given to those with professional expertise related to the army such as medical and health, music and dance, art, computers, broadcasting and hosting.
(3) Physical examination and political review. The physical examination will be organized separately at the provincial and municipal levels and completed before November 30. The political review must be completed before December 15. Recruitment offices at the provincial and municipal levels determine political review personnel for young women who pass the physical examination in descending order according to their comprehensive scores. The provincial recruitment office shall determine political review personnel at a rate of no less than 1.05 times the number of recruitment tasks, and the municipal recruitment offices shall determine political review personnel at a rate of no less than 1.2 times the number of recruitment tasks.
(4) Approval of new recruits. Recruitment offices at the provincial and municipal levels will recruit young women who pass both the physical and political examinations based on their comprehensive assessment scores and on the basis of the principle of merit selection. The recruitment of female soldiers organized by each province and city on their own shall submit the list of qualified personnel and relevant information to the provincial recruitment office before December 10 for review of recruitment qualifications. Those who do not meet the conditions shall not be approved to enlist.
(5) Complete the formalities. The list of scheduled recruits and their scores will be posted in front of the recruitment offices at the provincial and municipal levels. If reports and complaints from the masses about problems are verified to be true, their qualifications for enlistment will be cancelled. Those who have no objection and pass the physical re-examination shall go through the enlistment procedures.
3. Priority recruitment conditions
Children and sisters of martyrs, and children of military cadres who voluntarily apply and meet the conditions will be given priority. Relatives such as non-children are not among the priority collection targets. Young women who enjoy the priority recruitment policy will participate in the uniformly organized preliminary review of registration and physical examination and political review. Those who pass all qualifications will not participate in the comprehensive evaluation and scoring, and will be directly approved to enlist in the army. When the list of scheduled recruits is announced, the priority recruits will be listed according to their priority category and "children of martyrs, sisters of martyrs or children of military cadres" in the score column.
4. Collection work management
(1) Use information technology. Make full use of the Internet to obtain information, use the education network to check culture, the public security network to check household registration, age and actual performance, and the local area network of the physical examination management system to strictly control physical examinations. An automated assessment system has been established. The Provincial Recruitment Office has built a local area network for recruitment work. It has developed an automated scoring system for recruiting female soldiers to realize all online operations such as registration, preliminary examination, and interviews for female soldiers. There is no need to fill in the forms manually, and reviewers can do it electronically. Once signed, the result cannot be changed.
(2) Strict recruitment discipline. When organizing physical examinations for young girls, the provincial and municipal recruitment offices must issue a clean recruitment supervision card to each young female conscript. After the recruitment is over, their parents will send it to the provincial recruitment office disciplinary inspection team or the superior recruitment office. Disciplinary inspection department.
For those who commit fraud, falsify academic qualifications, issue false certificates for priority recruitment, abuse their power, practice favoritism, ask for and accept bribes, relax conditions or lower standards without authorization, seek illegitimate benefits, and engage in arbitrary behaviors, staff who adhere to the principles will be punished. Those who make false accusations or retaliate will be held accountable for party and government discipline responsibilities in accordance with relevant regulations once verified; if a crime is constituted, criminal responsibility will be pursued in accordance with the law. Those who forge academic qualifications and issue false certificates for priority recruitment will be disqualified from joining the army, and those who have already joined the army will be dismissed.
