When the vehicle exceeds this standard, it is called overrun;
2. Before the over-limit vehicles are on the road, they shall apply for the "Over-limit Transport Pass" at the local transportation bureau and hang obvious signs, and drive the highway according to the time, route and speed approved by the highway management organization. The carrier shall not alter, forge, lease or transfer the overweight transport pass. Each pass is only used for one transport, and it will be invalid at the end of this transport.

Regulations on the administration of over-limit highway transport vehicles
Article 6. Vehicles carrying over-limit indecomposable articles (hereinafter referred to as bulk transportation) shall go through the relevant licensing procedures according to law, and after taking effective measures, drive the highway at the prescribed time, route and speed. You are not allowed to drive on the expressway without permission. Article 7 The shipper of bulk cargo transportation shall entrust a road transport operator with the qualification of bulk cargo transportation, and truthfully fill in the name, specifications, weight and other relevant information of the consigned cargo on the waybill. Article 8 Before a large transport vehicle runs on the highway, the carrier shall apply to the highway management organization for an out-of-gauge transport license in accordance with the following provisions:
1. For transportation across provinces, autonomous regions and municipalities directly under the Central Government, an application shall be submitted to the provincial highway management agency at the place of departure. The applicant shall designate a provincial highway management agency along the highway where the out-of-gauge transportation passes, which shall be accepted by the provincial highway management agency at the place of departure and organize and coordinate the joint examination and approval of the provincial highway management agencies along the line. When necessary, the Ministry of Transport can organize and coordinate the handling.
2, in the province, autonomous region, cross-district city, or in the municipality directly under the central government, cross-regional and cross-county transportation, apply to the provincial highway management agencies for acceptance;
3. In case of trans-regional and county transportation within the city divided into districts, an application shall be submitted to the municipal highway management organization, which shall accept and approve it;
4, in the traffic area, the county highway management agencies to apply for acceptance and approval.
