Four types of off-site medical records:
1, where the insured person goes to see a doctor;
2. Medical treatment in different places in the province;
3. Cross-provincial medical treatment in different places;
4. On the basis of Type III, people go to other provinces for medical treatment.
Medical insurance in different places can be handled in the following two ways:
1, medical insurance filing in different places in the province: medical treatment in different places in the province does not need to be filed, but can be settled directly in the hospital;
2. Inter-provincial medical insurance registration agencies carry registration forms, identity certificates and other materials to the insured agencies for the record. According to relevant regulations, offline filing procedures are not as cumbersome as before.
The problem of medical treatment in different places has a long history. The reason is that the beneficiary of medical service and the payer of medical expenses are not the same subject, and the place where the insured person lives and the place where medical expenses occur are not the same area. In the era of free medical care and labor insurance, its manifestations are mainly the emergency treatment of business travelers, the medical treatment of personnel stationed in different places by the unit, and the medical treatment transferred from different places. In the past, free medical care and labor insurance were all managed by units, so the problem of "medical treatment in different places" did not become a social problem. At present, the reason why medical treatment in different places has become a social problem strongly reflected by the masses is mainly related to the increasing freedom of personnel flow under the socialist market economy system, the nationalization or even internationalization of the business scope of modern enterprises and the socialization of the medical insurance system. These factors make the forms of medical treatment in different places diverse, the connotation complex and the crowd concentrated. At the same time, from another perspective, the prominence of this issue is also the inevitable result of people's livelihood issues being highly concerned and social democratic progress. It is not easy to solve this problem properly, which involves the reform and improvement of institutional mechanisms.
