We will implement the advance notice registration system, take the lead in online processing, actively extend the registration port to real estate development enterprises and housing brokerage institutions, further simplify the processing procedures, shorten the processing time, facilitate the people and benefit enterprises, prevent "one room for two sales", safeguard the legitimate rights and interests of buyers, cooperate to prevent financial risks, and support the strengthening of tax collection and management and real estate market regulation.
We will comprehensively carry out the advance notice registration of pre-sale commercial housing, actively promote the advance notice registration of stock houses, and those who handle the advance notice registration will not collect materials repeatedly when handling the transfer and mortgage registration, thus shortening the time limit for completion. Promote the extension of registration service points to banks, courts, notary offices, towns and communities, and provide online services such as appointment consultation, registration application and information inquiry. All banking financial institutions should actively participate in business services such as transaction fund supervision and registration agency, and places where conditions permit can enter the real estate registration hall to provide services. If electronic certificates are issued and online inquiry services are provided, mortgage information and paper drawings can no longer be attached to the paper certificates.
Before the end of this year, all provinces, cities and counties in eastern and central China and cities above prefecture level in western provinces will strive to launch online registration information inquiry services.
