Article 14 Ways of making suggestions:

(1) Members Chinese People's Political Consultative Conference may submit proposals in their own names or jointly;

(2) During the plenary session of CPPCC, proposals may be put forward in the name of sectors, groups or groups;

(3) All parties and people's organizations participating in the CPPCC may put forward proposals in their own names;

(4) The special committees of the National Committee of the China People's Political Consultative Conference may put forward proposals in their own names.

Article 15 Basic requirements of the proposal:

(a) the proposal should adhere to the seriousness, scientificity and feasibility, and put forward opinions and suggestions around the major national policies, central work, important issues in economic, political, cultural and social life, and issues of general concern to the people;

(two) the proposal must be a case, seeking truth from facts, concise, informative, analytical and specific suggestions;

(three) the proposal jointly put forward by the members, the sponsor as the first sponsor, signed in the first place; Proposals made in the name of sectors, groups and joint groups shall be signed by the convener; Proposals made in the name of political parties, people's organizations and special committees of China People's Political Consultative Conference shall be signed by the organization and stamped with its official seal;

(four) the proposal must be submitted in accordance with the prescribed format.

Article 16 A proposal may be made during or during the plenary session of the CPPCC.
