Select the data in the cell, and then click the underline button under the start tab in the toolbar. As shown in the figure:

The underline color is the same as the font color. If you need to modify the underline color, you can directly change the font color.

If you want to change the color of the underline separately, you can try to use the table outline setting. As shown in the figure:
