The second referee
Before the competition, the first referee must:
Check the conditions of the playing field, balls and other equipment.
Call the captains of both sides to flip a coin,
Control the warm-up practice of the team.
During the competition, only the first referee has the right to:
Warn the players,
Punish misconduct and delay in the game,
Judge:
Foul by the server, wrong position of the server, including cover,
Foul in the middle of the game,
Foul above the net and upper body.

The position of the second referee
The second referee stood near the net post outside the competition field opposite the first referee and performed his duties facing the first referee.
The power of the second referee:
The second referee is the assistant of the first referee. When the first referee can't continue to work, he can replace the first referee.
He can point out the foul beyond his authority (four strokes, "combo" with his back to the first referee, and the second referee's tentacles out of bounds, etc. ), but you must not whistle to the first referee or stick to your own judgment.
He is in charge of the work of the recorder.
He supervises the players sitting on the bench and reports their bad behavior to the first referee.
He is responsible for preparing the players in the activity area.
He is allowed to ask for intermission (time-out and substitution), grasp the intermission time and refuse irregular requests.
He mastered the substitution times and tentative substitution times of each team, and reported the tentative substitution times and the fifth and sixth substitutions to the first referee and related coaches.
⑧ If a player is found to be injured, he can be replaced; if he cannot be replaced, he will be given 3 minutes to recover.
He is responsible for checking whether the ball and the ground on the playing field meet the requirements of the competition.
