Article 2: The characteristic talents referred to in these detailed rules include urgently needed industries, industries, and fields that focus on technological innovation and advanced manufacturing, implement innovation-driven development strategies, and promote key development in the process of industrial transformation and upgrading in our city. Article 3: Characteristic talents are selected through three methods: identification, evaluation and "one-case-one-discussion" determination by the Municipal Party Committee and Municipal Government, adhering to the principles of openness, fairness and impartiality, and adhering to moral character, knowledge, ability and performance. Article 6: Basic conditions that applicants for distinctive talents should possess:

Article 7 The identification and evaluation of distinctive talents is not restricted by nationality, household registration and identity. Article 8 Applicants for characteristic talents need to submit the following information:
(1) Application form: "Dongguan City Characteristic Talent Recognition and Assessment Application Form" (Attachment 3, hereinafter referred to as "Application" surface").
(2) Basic personal materials: ID card or passport, academic degree certificate, professional title certificate.
(3) Work relationship materials: labor contract, social insurance payment record, personal income tax payment certificate (need to include personal salary income tax) and other materials.

Article 10 The evaluation of distinctive talents will be carried out by a third party entrusted by the Municipal Human Resources and Social Security Bureau to hire well-known experts in relevant professional fields inside and outside the province to form a distinctive talent evaluation committee. The judging panel generally consists of several professional groups based on the application status, and each professional group has a leader. Article 11 The procedures for identifying and evaluating distinctive talents are as follows:

(3) Review by the accepting department. Chapter 4 Daily Management.
Article 12 If outstanding talents at all levels meet the conditions for higher-level recognition and assessment, they may apply for recognition and assessment of talents at the corresponding level in accordance with regulations.
Article 13 The service management period for distinctive talents is generally five years. During the implementation period of the "Implementation Measures" and within 6 months before the expiration of the management period, the Municipal Human Resources and Social Security Bureau will accept the application for certificate renewal. Article 14 After being recognized and assessed as a characteristic talent, if the characteristic talent has any of the following circumstances, the Municipal Human Resources and Social Security Bureau shall revoke the result of the identification and assessment of the characteristic talent:
(1) There are bad records in terms of ideological and political, moral conduct, professional ethics, etc., or there are situations that violate public order and good customs.
(2) There is fraud in applying for financial support funds, various talent plans or scientific and technological projects, or engaging in academic, scientific and technological research.
(3) There is a criminal record.
(4) Not working in Dongguan.
(5) The applicant’s unit has the following circumstances, and the applicant bears direct or major responsibility, or serves as the legal representative or person in charge of the unit:

3. Article 15 Distinctive talents should submit an annual work summary and relevant performance and achievement materials every year, which should be stamped with the official seal of the employer and reported to the acceptance department before December 10 of each year. The accepting department shall compile the summary and performance results of featured talents and submit them to the Municipal Human Resources and Social Security Bureau before December 30 of each year.

Article 20 Qualified talents flexibly introduced by large scientific installations, key research and development platforms, universities and scientific research institutes, and other major project units in the city can submit work agreements and personal income taxes with the approval of relevant departments.
