In 1938, in order to revitalize the Chinese tea industry, Mr. Fan Hejun, a graduate of the University of Paris, France, and Mr. Zhang Shicheng, a graduate of Tsinghua University, were appointed by the China Tea Corporation at that time to lead more than 90 tea experts from all over the country. Technical workers went to Menghai County, deep in the tropical rainforest, to prepare for the establishment of a tea factory. On the basis of summarizing and absorbing the traditional Pu'er tea production technology, mechanical tea-making technology and equipment were introduced. In 1940, the Menghai Tea Factory (formerly known as Fohai Tea Factory) was officially completed and put into operation, thus opening a new chapter in the history of Chinese Pu'er tea.
